It was Rocio Palacios who first noticed the woman who appeared to need help.
It was 8 a.m. when she and her husband, Erasmo, dropped their 6-year-old daughter off at school and had picked up their 22-year-old daughter to go out for breakfast when they saw the woman waving her arms at 53rd Street and Kedzie Avenue last November.
The Palacioses, of Chicago, claim the woman approached their car, parked outside Manolo's restaurant, leaned in to the passenger side where Rocio was sitting and asked Erasmo if he wanted oral sex for $20 or sex for $25.
The couple laughed, realizing this wasn’t a woman in distress after all.
But within seconds, Chicago police swarmed the family car, hauling Erasmo Palacios out in handcuffs. He was charged with solicitation of a prostitute
His daughter, who had just run in to exchange her coffee for a hot chocolate, screamed, while his wife cried in fear.
Eight hours later, Palacios, who has no criminal record, was released from custody. And weeks later, charges against him were dropped.
Now, Erasmo Palacios is suing the city and the officers involved in his arrest, saying they violated his civil rights during an incident he described as both frightening and ridiculous.
“I'm so lucky I was with my wife -- imagine if I had to try to tell her and she wasn't with me,” he said, before laughing at the image. “She'd never believe me. Never.”
A Chicago police report offers few details, saying only that it was Erasmo Palacios who asked for sex, never mentioning his wife in the car or his daughter nearby.
Attorneys Lonny Ben Ogus and Joe Cavanaugh also want to know what happened to the family's 1983 Mercedes. It was impounded that November day and, Palacios said, his wife and daughter were even threatened with arrest as they tried to stop police from taking it, as they were left stranded that morning.
The city wants more than $4,700 in towing and storage fees if he wants the car back.
City officials declined to comment on the status of the family's car and the Palacios case, while the undercover female officer involved in the arrest couldn't be reached.

Didn't find any, so after going all the way out cicero division I turned back and headed back south towards 55north to head back to the city. Right before the 55 entry, it turned into one lane with police making every car pass into the parking lot to the right and one by one, they were checking registration/insurance/liscense. They didn't run the drivers liscense it was more to see if you had one, as well as insurance/registration. I've never seen them do random stops like this so for those of you that may be driving without these 3 things just a heads up!

I saw it done by CPD on North Ave. and Kingsbury (near VIPs) a few months back. Berwyn did it a number of times under recently retired Chief Kushner (who learned this trick earlier in life when he worked CPD). It started out a few years ago as a Cook Co. Police or sometimes a State Trooper activity. Local police are now after the large cash fix it provides.
Since they often do it near bar/restaurant areas, they can get DUI arrests as well as improper plates, etc. When they tow your (ie. their) car they get towing and storage fees, etc. It is more commonly done on holiday weekends to get juicy DUIs.
It is supposedly Constitutional since they don't stop "every" car, just a "random" every other, every third, whatever car. But this is BS as my cop friends tell me that when a car full of obvious gangbangers, or a drunk, etc. is spotted at the checkpoint, that car always (suprise!) is pulled over for inspection.
Survival tips: Uncle Leo will only do this at a location that gives them a large parking lot to sit towtrucks in and to allow cars to be pulled into. Watch ahead while driving for tow activity, flashing lights, slowdown in traffic patterns, etc. Cars coming towards you in the opposite lane will often flash their brights at you as a warning.
Just remember it is for the children.
Its to save lives.
And the Illinois State Lottery funds education. Yadda. Yadda. Yadda.

As far as the busts go, LE does stings there ALL THE TIME. The vast majority of those busted are black or Hispanic. Sorry, but it's true. The reason a lot of Hispanic guys get busted is because they don't take the time to make sure it's a decoy. They just pull right up and make the offer. I've seen it numerous times. They also never pay more than .2, so if it's genuine, it's not that expensive.

Of course you have to use your big head when approaching anyone. The police have cracked down on this area over the last 8 years in general. You need to view the sidestreets for parked LE, watch where the SWS walk and won't walk, and take your time. If you just rush in and pull up next to one while they are still on North and have a conversation through your window, then you will get busted. I sure hope I don't need to explain this to anyone.
If you want someone that looks a lot better than someone you would find on Madison, and are willing to spend a little more, then this might be for you. A little too expensive for me, but you might find a cutie for $75. Enjoy at your own risk.

I was out Sunday night I saw something that I have not seen before. I had seen a nice looking WSW on 48th and Cicero. I went around trying to pick her up in the small street. Gotta agree with Ghostface here. North and Kingsbury has been either dead or sting-prone. (specifically on North or just south) Fremont and Blackhawk used to be the big spot to pick up BSWs as recently as a few years back, but I can't say I have been looking there in a few years. You can find some out-of-staters just to the north of North ave now and then on Saturdays, but it is kind of an area where you drive by once to see what's there as opposed to cruising it for a while and waiting for someone to appear.

I was amazed that I could not find a SW out this nights. Normally I can find one. Time was from 11:30-01:00. The area I'm talking about is the southwest side from Kedzie to Cicero and I55 to Archer.
What is best area or suburb to hunt WSW, good ones, or something with little quality. How much are le out in these areas. High crime or trouble with SW?
Was back last week for a visit to the Chicago area and made the rounds of some of the usual SW strolls.
Arrived on Monday afternoon at Midway, drove north on Cicero Avenue but saw no girls between Archer and 47th Street. But then it was during the day and it was hitting nearly 100 degrees.

Has anyone else had a similar experience of being pulled over from just crusing around back and forth? Obviously the cops can and will pull you over for anything suspicious, but if you didn't actually stop to talk to any SW then they can't really do anything but let you go if they find nothing incriminating in your car right? I do drive bys all the time and see cops around but haven't gotten pulled over yet, although I did have to pull into a parking lot on cicero by the 55 north entrance where they were doing random dl checks last month.

My intentions were not to monger, but as I was driving back from stoping a friend off at the airport, I saw what looked to be a young wsw walking north on the main. I do a circle to check her out. Yes, PP, I have been stopped at least twice, once in Waterbury CT and once in Rockford. Made one too many passes and pissed off the wrong cop, I guess. In Rockford an officer told me he could arrest me for being a nussance on a public street. I had trouble keeping a straight face, but chose not to PO him anymore. He told me to 'get the hell out of Dodge" so to speak. I moved to a different part of town and kept looking.
They can pretty much do whatever they want to make our hunt difficult. I know my legal rights as well as anyone and better than most, but I am still bright enough not to make it harder to find girls than it already is.

Started off on Lawrence ave, and by the looks of it, it is not going back to the good old days, the street was dead! One of the reasons why you should never give LE the approval to search. There are certain instances where they DO NOT need your approval to search and they will search.

I am in a position that now allows me to do the stroll at around 4 430 am on occasion. I have tried it three times, The first two times I saw absolutely nothing, Last night I was out and figuring I was going to do the same when I saw this guy looking backward over his shoulder, I followed his eyes and low and behold there was a LSW standing under awning. (It had started to rain pretty hard right when I hit the stroll, just my luck) maybe 5 6 a little thick, dark hair with that hair in that tight latin curl thing

What do you think was up? After the storm subsided i decided to check out some talents on the North stroll. Lone and behold, the same old same old same old on Clark, till i reach the Lunt stop. Finally got out on a Sat afternnon for the frist time since I can't remember. Hit Mannheim Rd. and one blond crackhead about 90 lbs. at Armitage-no way. Then Maywood-nothing except alot of traffic. Headed out late last night(2am).Started in Summit-Totally dead. Made my way over to 47th & Ciero area -also dead, alot of dudes hanging around. Up Cicero Ave. into Cicero. Please don't take it personally or as an attack, but I have a few problems with what you've been saying. I got curious about your Rhode Island remarks, so I did a little reseach. Prostituion behind closed doors WAS legal. That changed with a new law last year. Nevada is the only state with legal prostition. And by the way, that is only in two counties, not including Clark, where Las Vegas is.
You mentioned strategy between pros and Johns. It won't work. Cops can make certain assumptions based on time and place. This might not seem fair to you and me, but there it is. If you pick up a girl in a short skirt on West North Avenue at 1:00am, the cops won't buy it and neither will a judge. The girl will need to say why she is there. Hitchhiking- why is she there now, where did she come from, and where is she going. Why are you there at that time? Are you headed toward home or anywhere that makes sense? By the time you finish paying for a lawyer and your name and face are in the media, it will still cost you even if by some stroke of luck you get off.

This is the first time "Cops" has ever filmed with Illinois police, Brzezniak revealed to the Chicago Sun-Times.

Went back to Diversey again, cruised scanned the area for a good 20 min before committing, just wanted to see where the LE was etc. They were out just a bit North and they appeared to be actively busting people not sure for what but they were busy.

Just keep your eyes open, drive during the day and get familiar with the area; so you are not driving blind at night. Also, scout areas for where you can park discretely. Be prepared with an excuse if pulled over. Ie. You are meeting a friend at the taco bell on so and so street. If asked why you are driving around, tell him you are killing time until your friend calls.
As far as spotting decoys, they usually are standing in one place and not usually walking. Cops don't want the decoy to be at risk so she will not get in your car. The last thing they need is to have a high speed chase with their decoy being injured. Do not mention any exchange for sex/money unless she is in the car and you are in drive.
Ultimately, there is no garauntee in this hobby. Sometimes you just have to go with your gut and wish for the best. I find the thrill in not getting caught is sometimes the motivating factor for a night stroll.
Another thing, don't drive a car that would attract attention to itself. No one remembers the Honda or Toyota, but the chevy riding on 22's they remember.

Took a drive up and down Sheridan about 2 blocks south of Lawrence, spotted a BSW with a WSW. BSW was about a 3 on a good day, and WSW was about a 7, nice body. Watched a 3 cars try and scoop them up and BSW went in each car, and came out. Not sure what was going on, if it was only the WSW I would have tried to entertain, but area is a little scary, and am uncomfortable with 2 walking together.

Thanks.You have to stick with it, on some nights I've actually looked around for a good hour before finding something and thats on the same strip.
Regarding LE, its really a matter of knowing the area ahead of time like others have suggested. I would learn the area and also just cruise the area before picking someone up you've never been with. Driving down the cicero run a few times you'll see all the LE out there and see them up and down the side streets stopping cars. Know where the LE Base is in the area, the last thing you want to do is think you found a good spot a couple blocks away from the station LOL.
If a girl is superhot, skip her unless you know for a fact she's not LE. In a new area look for average SW first and see if they get picked up. The other thing is never pull over on the main street always make eye contact and turn around the corner to pick them up. Try not to make your drive and prowl not look too obvious, look ahead in the distance and for the SW so you don't look like your watching a tennis match. Lastly if you find a girl no matter if you plan on seeing her again or not get a number. Just cause you're not going to use the number doesn't mean someone here won't want it. Its good to have some numbers for swaps.

Saw 5 BSWs with varying degrees of hotness clustered around the corners of this intersection at 4 AM, right by the overhead train tracks. What was unusual was the sheer number of cars running by this little off-the-beaten path spot. There must have been 15 cars packed in the intersection.
Maybe this is a new spot? There is only a single building, on the southeast corner, so fewer neighbor complaints, I'm sure (assuming this part of town generates complaints at all).

So I've spent a lot of time this past week on 47th st...and can now finally spot em like a pro. This should count for like 5 reviews. There were a ton out wednesday, a couple thursday, a couple sunday. I'm guessing they're always out, at least between 11-2, when I was out.
I came close - had a wsw in my car who was overdressed in a red silky skirt, but changed my mind because she was too big / heavy for me. Really sweet and nice, visiting town, but not for me.
Also thursday nearly picked a skinny WSW up, but declined because her face was too plain for me (I know, I'm too picky, but hey, I gotta be into it). She walked up and asked if she could get in and I said no thanks. This was closer to Cicero.

I turned right in front of her and right again down an alley and there was a shady looking dude walking the same direction, also on the cell. When I spotted her again much further down by Archer and 47th, dude was still walking along on his cell, down the alleys. Is he waiting to jump customers, or just keeping her protected? Watch out guys and if you've seen this move let me know what you think.

You have to stick with it, on some nights I've actually looked around for a good hour before finding something and thats on the same strip.
Regarding LE, its really a matter of knowing the area ahead of time like others have suggested. I would learn the area and also just cruise the area before picking someone up you've never been with. Driving down the cicero run a few times you'll see all the LE out there and see them up and down the side streets stopping cars. Know where the LE Base is in the area, the last thing you want to do is think you found a good spot a couple blocks away from the station LOL.
If a girl is superhot, skip her unless you know for a fact she's not LE. In a new area look for average SW first and see if they get picked up. The other thing is never pull over on the main street always make eye contact and turn around the corner to pick them up. Try not to make your drive and prowl not look too obvious, look ahead in the distance and for the SW so you don't look like your watching a tennis match. Lastly if you find a girl no matter if you plan on seeing her again or not get a number. Just cause you're not going to use the number doesn't mean someone here won't want it. Its good to have some numbers for swaps.

I know the new law will be sign on August 24, so I figure I can continue until then. I Am one who will most likely slow down on the hobby and just keep the ones I have saved. I just could not believe it on Saturday night and Sunday night I went out from 11:30pm until 1:00am and around 45th st until Archer on Cicero just 1 WSW. She looked like 2 in the face. I notice that whe she gets closer to the car there is some guy in the background. There is no way I would take any chance. Specially with her looks.

It seems to me that the main purpose of the bill was to increase the impound fees to $1K. The felony charges are there to show what a diligent job the politicians are doing. It's serious, but I doubt anyone would do jail time. The prisons are way too overcrowded as it is. Does mongering really represent what a felony should be? They should definitely increase the heat on people dealing with minors, but other than that . . .

This is usually how the do gooders and the "anti's" pass something. The felony convict is piggy backed with prostituting with minors. Who is going to disagree with that? Or vote against any bill which protects minors against any type of exploitation?
Doubt that any solo bill making it a felony for patronizing a prostitute would pass. I hope that the politicos took closely at this and re word it. Maybe our Gov might veto????!!!??
However, if this bill passes, NO ONE, NO ONE should ever admit to paying for sexual services. However, could "they" pass a bill similar to our DUI laws whereby refusal means guilt?
Wake up citizens before our democratic court system is dismantled. Something to ponder.
