The Arrowhead to Sun City area seems to have a lot of places with that "flat rate" option. You won't get laid for that. Some of them have more American girls. I've never been to an AMP near the location you mentioned. You remember the name / address?
It seems like you have a few things to learn about AMP's. Among other things you might have done differently:
A. You NEVER leave your shorts on! Get nekked! :D By leaving your shorts on you were letter her know that you were not necessarily there for a HE. By leaving your shorts on you also can give off a hint that you are LEO. Doing that, in any way, will GREATLY reduce your chances for a HE.
B. When she asked if you had been there before, you should have answered yes but a long time ago. Repeat customers have better chances of HE's.
C. SHE is not going to automatically offer extras. YOU have to make the 1st move to let her know that you are not LEO.
I've posted this before, but I've seen so many newbies lately that maybe it's time for the newbies to learn, and us old farts to refresh:
1) Leave Valuables and Extra Money Outside. Only take in what you need. Some places may want to see your I'd. You will need cash. DO NOT pay with a credit card. I usually take my cell-phone, keys, and only enough money to pay for what I want. If you don't know what the charge will be, put money in different pockets or hide it in your wallet (behind a photo or something) so they don't see all your money at once. I had one girl looking in my wallet after I told her I was used to paying $100 for FS and she wanted $150. Luckily, I had already "moved" the extra money somewhere else and only paid the $100. Use the specific city forums to research and post pricing in the area you are going.
2) Entry into the AMP. Entry can be done in a number of ways. Sometimes, there is a locked door with a buzzer and sometimes you enter like a normal business. When you are greeted, smile and say Hello, to the person letting you in. They will most likely be the mama-san who is in charge of the girls. At some point, either at the front or in a massage room, you'll be asked what you want. Simply state "1 Hour Please" or whatever time limit you want. You'll be told a price and you should pay that to start without talking about any tips or extras. I recommend at least an hour as shorter times may cheapen your experience. 30 minutes is good if you are in a rush or short on cash. Sometimes you pay the person admitting you and sometimes it's the actual girl you pay. At this point, you aren't asking for anything other than a massage.
3) Become a Repeat Customer. This seems to be the number one factor. The providers want to make sure you are "not a cop" and once they are comfortable that you aren't, they will more than likely provide extras. I've been asked many times, ' have you been here before?" and it's always good to answer "yes". If they remember you, even better. If not, try and remember the name of the person you saw before.
3a) Get / Present a Business Card. Some AMPs have business cards so you can ask for one on your way out. I have the girls write their name on them so I didn't forget and I could "ask" for them when I go back. Even if they weren't there on my visit, it showed the new provider or mama-san that I was there before. If you walk in with a business card and ask for a specific girl, that's a pretty big clue you're back for more.
3b) Fake Being a Repeat Customer. If you haven't been to a particular place before, act like you have been. Get information about them in the forums for the cities you plan on visiting, or your home town. Find out the going rates for HJ, BJ, FS etc. And have the money handy. Even a little comment during the Table Shower or Sauna such as "this is my favorite part" or something along those lines will make them think you were there before. Do your research before you go!
3c) If you are a new Customer. You can tell them that you have been to other AMP's in another city. This is a good technique if you are travelling and are trying out AMP's in a new city. You can also name a competitor and say you used to go there but you moved and this one is closer or that you want to try something new. The goal is to let them know you've been to AMP's before, but that you are new to their particular establishment. Depending on the place, this may or may not lead to extras.
3d) Prove you are not LE. If a provider thinks you are a cop, you will most likely NOT get any extras. This is why some check your drivers license (although I haven't had that happen). Some are content with the "Are you a cop?"/"no" routine. Others want to be sure so tips like being free with your nudity, placing her hands on your genitals, or anything else that leads them to believe you are a normal guy not looking to bust them. That's pretty much the whole point of being a repeat customer.
4) Get Fully Undressed ASAP. Yes, you will be naked. In my experience, the girl takes your door fee, leaves for a minute or more. Sometimes she will ask you to get undressed, sometimes she won't, sometimes she will and you won't understand a word she said. So use this time to take ALL of your clothes off. My first time, I was standing in my underwear and she told me to take those off too. I felt as if she knew it was my first time. So get naked and if the towel slides off, let it. It will show her that you have done this before. Be free with nudity.
5) Use Provided "Purse". Many times, you will see a little purse or bag that is there for you to put valuables in. Use it to put your "valuables" in and carry that with you to other areas of the spa. You may go to a sauna, hot-tub, shower, or table-shower. Since you won't have pockets, look for the little bag and carry it with you. If they don't have one, you can ask for one. In some places, you may just stay in the room you were brought into the entire time (no shower). In this case, you will be able to keep an eye on your things. If you are leaving the room and are worried, look for something to carry your valuables in. NOTE: Having your things in the little bag is a neat clue to the girl that you have done this before.
Generally you will find that Asian massage parlors are very honest, and you don't have to be as careful with your possessions as with 'other' massage parlor providers. Not trying to be racist here, but my experience (after 25+ years) in this hobby proves that to be true.
6) Bring your own condom. The "purse" is a great opportunity to place a condom where she can see it. If there is no purse, lay the condom on a table or somewhere that is in view. Usually, if they are providing extras, they will provide the condom. But showing the initiative to bringing your own indicates you are there for more than a massage.
7) Shower Etiquette. Some places offer a shower where you go in yourself and wash. If they don't offer, ask if there is one. If there is a shower, go take one, if there isn't then make sure you comment somehow about recently taking one. You want the provider to be comfortable with you that you are clean. Some places take you to a table-shower where they put you on a table and wash you. Some places, the girl will wash everything including your genitals. This is a good thing. Some places may ask you to wash your own genitals and I would advise you to do so if you want them to do anything later. It is not generally appropriate to ask for extras at this time. It also helps if you know where the shower is and lead her there instead of her leading you.
Revision 1: A mamasan once told me: Cops won't shower. The level of vulnerability is way too high. No badge. No gun. No wire. It's just too risky. I am sure there have been exceptions, but by taking a shower, you really help put them all at ease, not to mention your provider, who will just be happy you are clean.
8) Enjoy the Massage. It's part of the experience, and the girls usually give you a pretty good massage. If you have a stiff neck, sore legs, or something else, let her know so she can concentrate on those areas. You usually start out on your stomach and she rubs your back, legs, arms, etc. She may brush against you with her crotch, lift up her skirt and sit on your butt, and lean over brushing her body against you. Different places vary as far as touching her, but light brushing on her leg or arm aren't too intrusive and will generally let her know you are looking for extras. So try not to stray too far above or below the going rate. I usually offer at the low end (I. E. $100 for FS) and say that's what I'm used to paying. Tell her what you want and a price you want to pay. She'll most likely be reluctant to give you pricing. One thing some guys recommend is leaving the tip out in advance. But, I know some guys here recommend strongly against it, but I have always found it works to strip down, lie down, and have the money sitting on the counter before the girl returns to the room. The only times I've ever had to haggle is when I didn't do that.
13) The Fun Part. When she returns (or starts) , it's generally acceptable that you can now touch her. She may or may not like you to and you have to respect her individual level of comfort. I've had girls get completely naked, sit between my legs, and give me a HJ as well as one that stands there fully clothed doing it. I can't predict what will happen but this will affect your decision to return or not return. If you are getting BJ or FS, she will most likely provide and put on the condom (which I recommend) and she'll start. If you brought your own, she may use that one. 16) Be Polite. I use this motto in life, but the providers are people just like you and me, and they like being treated with respect. I find that being nice goes a lot farther than acting like an ass. Talk to them like you'd talk to a new friend.
17) Learn the Language. If you can learn Korean / Chinese / etc, you will most likely have an easier time communicating what you want in an AMP. The most difficult part is telling them what you want or trying to listen to their broken english. You'll most likely find yourself in a vulnerable position making the "BJ" motion followed by a dollar amount. Learning their native tongue, or a few phrases, can improve your experience.
18) Post Your Experience. We don't need every detail, but posting in the city forum where the AMP / Spa is located will help everyone with certain details of locations and pricing and if anything beyond a massage happened. Price and extras vary from region to region. If you get ripped off at a place, tell us that too and we'll appreciate you "taking one for the team.
19) Look for signs that will help you find the kind of service you want. Any place advertising latina and Asian generally will be FS, the latina's are generally independent providers who find FS joints for money. Thai places are mostly hot young girls probably in college who are looking for a green card or ' daddy', and Thai places do not generally provide FS. HE's and BJ's usually are the most you can expect in Thai spots.
20) If you don't like the provider ask for someone else. Your experience will be much better by having a provider that is to your liking service you.

You can buy a Visa Debit Pre-paid card and load up to $200. $500 in cash at the store register (amount limit is dependent on the card brand bought) Once the funds are used up on that card. THROW IT AWAY. If you register the card so that you can do reloads, that card will now be associated with your personal information and therefore traceable. If you buy / load a new card each time with cash at the store, that's not the case. The ability to track you only happens once you want to reload funds and "register" the card so that you can do so. Scottdale PD and Phx PD have been working together for several years and I guess due to budget restrictions or maybe they get spotted too easy because the only talk and don't expose themselves because of entrapment laws, they have now started an active credit card search of massage parlors.
In the one I know about, Massage Body Works on Shoen in Scottsdale, they pulled the credit card reciepts and found a. 4 charge for massage and. 6 for tip.
Long and short, they went to guys house, he fessed up and now girl got arrested and he is forced to testify or gets charged. Don't know about you but I don't want LE knocking on my door and asking the little woman if they can talk to me.
Some of these guys are just doing a job, others get their nut jamming you up. Most vice cops thinks this is funny shit and enjoy telling stories of how stupid some of the girls and we are.

DirtyI literally just bought one at WALMART to do an online purchase I didn't want use my CC for. They cost 3 bucks at a Walmart Money center which is upfront by customer service. Just don't register the card. You can go online and they will send you a card with your name on it but they want ALL your info including SS number. You can however buy it and use it without doing all that. Works fine as I have used them alot for little things and for 3 bucks it can be worth it. ANY pre-paid brand card, where you load money on it at the register when you are buying the card, are not initially traceable. What happens (usually) is that in order to "reload" the card after the initial purchase / use, you will need to go and "register" the card with your name, address, etc. I know this is a fact if reloading with a check; not sure about if you reload with more cash, but I think that's the case with cash reload as well. I will make a few phone calls and update if there are corrections to the above.
I use cash most of the time and have not ventured into the pre-paid world. I'm just aware of the nuances based on my occupation.
UPDATE: I need to clarify that what you need to buy are Branded (e.g. Visa, M/c, AMEX) GIFT Cards. Those can typically be loaded up with up to $500 and they are used exactly like a credit or debit card. Use them and toss them once depleted. If you by a "Pre-Paid credit card" you will need to register the card BEFORE you can even use it. Check the packaging that the card is secured in to confirm what you are buying - or ask the cashier as you are checking out.
As to WHY you might use one? Many folks do not like to walk around with that much cash in their pockets all the time; especially if you have a nosey spouse. A Visa card doesn't display how much is available, but $500 in cash sitting on the dresser might create a few questions.

I don't get the logic to use a prepaid at an AMP. Why would you use a prepaid card in lieu of cash at an AMP or any place for that matter, where you can physically exchange "currency". Cash is king. Further, using a prepaid card (or any plastic. Whether debit card or credit card) at an AMP just makes their life difficult. They have to pay the transaction fees and of course then funds are "on the books" for tax purposes and finally, it is just a traceable form of proof that a transaction took place. None of these are good for them (nor you).
I can understand using a prepaid card for on-line / internet transactions at "questionable" web sites. I've done precisely this several times to purchase my "wang firming" drugs from an Indian pharmacy online. I don't want my credit card out there exposed to fraud (even though you are still only liable for 50$ max by law I'm pretty sure. Often bank policy is 0$ liability).
Bottom line, use cash locally. Use prepaid card online if you want identity and fraud safety.

And, it's not a gift card I want, I want the debit card. I found that gift cards, purchased with a credit card, are considered a cash advance, but that a pre-paid debit card is considered a purchase. MUCH higher interest rate with a cash advance.

I went to an old ATF, Mya called her and someone else answered and book my appt. No big deal, but when I showed up I saw it was that old lady "Gina". This seems odd since it would not seem likely that an overly large tip would not be probable cause to harass someone, let alone to stick in court. Wouldn't they have to bust the place to get their records and I think they would need a warrant to do that. Also what guy is going to admit he left a big tip because he committed an illegal act? Furthermore why would anyone use any kind of credit card, it's not like you are renting a car. Cash for the most part is untraceable unless the SPD is going to call forensics to check it for fingerprints. Not only do I not want any LE having a paper trail, I don't want the people running the place knowing my name. I live in Chicago and visit Scottsdale frequently and believe me LE here is way harder on the massage shops here than LE in the PHX area, based on my opinion of reading the two boards and visiting PHX area. Getting extra service in Illinois requires more persistence and patience and finally when you have found a decent place, the cops are busting it for either prostitution or some code violation. They never arrest the mongers, too costly and to hard to make stick. I can only think of one occasion in the last 15 years where they arrested two customers, but in this case it was a long and costly sting operation, in general they just keep sending in cops, until one of the ladies makes a mistake then BAM. Or they send in inspectors to find building code violations. When I am out in the PHX area the women are less aprehensive about making it known that more than a massage is offered and per capita there are way more massage places than in the Chicagoland area, so if PHX / SPD LE thinks it is major scourge the way they do in IL, then I think there would be a lot fewer in PHX area. If LE wanted these places closed they would find away to shut the majority of them down without chasing mongers all around the valley to find out why they are such great tippers. This does not mean you should not take precautions in your beautiful state, I basically follow these rules everywhere.
1. Always pay with cash to avoid leaving a paper trial and to protect your identity.
2. Bring in only the most you plan to spend in cash and leave your wallet locked and hidden in your car.
3. Avoid parking in front, this is a hobby of discretion.
4. If by the unlikely chance you are there when a raid happens, do not admit to any illegal act or intention, even if LE catches you in the act, which would be unlikely unless you and her were both deaf. The police are there to make arrests, they are not going to cut you a break no matter how honest and nice you are. Most people think that if they straight with LE, that they will get some slap on the hand and a boys will be boys attitude. Big mistake.
So all of that being said. Do not get paranoid but keep in mind even though you think what you are doing is harmless is between two adults, LE does not see it that way. So don't make yourself an easy target.

In Chicago are they charging massage places with FELONES? They do in Phoenix, and owners have gone to prison (and one committed suicide just before sentencing) In Phoenix if its a massage parlor, independent escort with another, agency (few left) or the Phoenix Goddess Temple its a criminal enterprise felony and every credit card or cash tracked (if records kept) is a money laundering felony. And the charges are tiered which results in the threat of 10++ years in prison if they don't take a plea agreement (lifetime felon but with 12-18 months probation usually).
Even worse, Phoenix (and other cities) can arrest especially escorts with no contact simply because of words on websites I. E. GFE or worse. Solicitation is the same as prostitution in Arizona an if two or more gathered can go after criminal enterprise felonies.
They seem to do this often with the various roundups like R. O. S. E, take them to the Church for rehab stings or with the joint FBI taskforce that does the periodic multi-city stings in many USA cities.
These are great publicity gimmicks that raise millions of dollars of donations to "rescue" groups, police grants etc for "trafficking" They use the child excuse but almost all arrests are private consenting adults.
The gal takes 99. 9% the risk, as there have been no prosecutions for years as far as I know for just customers. But they can be intimataded into turning on gals to based on the threat to have to save themselves.
The stings are not all the time and with the huge number of folks in Arizona the risk to any one gal is low. However felony records and a nightmare has been had for those caught up in the sting. The Last R. O. S. E operation caught 76 gals. The police have pictures and ads in police cars to I'd and often posts from review boards. One in particular. Not this one.

If you take the Chinese and Korean out of the mix, your choices are not too great. Knew a nice Viet woman at the place near 32nd and Thomas, but that was 5+ years ago I'd have to guess that the AMPs are at least 85% Korean or Chinese. Always preferred the Koreans.
Off topic: Anybody have recent info on "June"? I see she sometimes works at Midtown, other times Cleopatra's. I think I recognize her from years ago, maybe at Biltmore Clinic, but am not sure.

Well I have been in PHX for a month working now and this is my summary on parlors visited;

I was able to get away for a bit the other day and decided to go to the old standby at 43rd and olive. I was ready to go back to my Thai favorite when the thought crossed my mind that Anfu might have someone new to try out. Officials from the FBI, Plano Police Department and other agencies announced Wednesday the breakup of a sophisticated prostitution ring with locations in Plano, Dallas and Hurst.
The ring operated out of multiple massage parlors, as well as at least one private residence. Operation Flaming Dragon lasted more than 2 1/2 years, a time period that was necessary because of the complexity of the ring.
"This was an effort. Whose aim was to completely dismantle an organized prostitution ring that it looks like was operating here with relative impunity for the past 2 1/2 years. [The indictment also alleges that] one of the defendants, known as Txxxxx regularly paid bribes to Dallas and Plano police detectives he believed would protect his prostitution operation, but both officers were merely pretending to be corrupt."
"We feel this has made a great deal of good in our city to knock out this type of criminal activity, and we are going to continue our efforts in looking into this type of activity and making sure it doesn't come back."
The federal indictment includes 11 names. In addition to the racketeering charges, there are also two counts of bribery related to the $305, 000 paid to the undercover detectives.
