Last Thursday I was out and found a wsw named Amber. Amber is a 25 year old blonde. She said she was pregnant, did show. She gave a great bbbjcim. She wanted dropped off in the west end of Davenport by Rudy's tacos. She did leave me her phone number. She would be well worth finding again. There did seem to be several girls out that night.

Was in the QC yesterday. Was sort of pressed for time mid afternoon, did not see any girls out on the Davenport stroll area or along Rt 67 in Rock Island. Thought the somewhat milder weather might have brought some poor young thing out.

Also After Hours, the place that got busted last year appears to be closed up good. Perhaps the girls who once worked there are now getting room and board compliments of the state. The doors were locked up. I tried calling the number on the door and got one an answering machine with a pretty generic message. I never did go there, but late last year when I was in town it did still appear to be open with activity inside.

Gas was a whole lot cheaper on the Iowa side. Noticed that the last few times i was in the area but keep forgetting and fill up in Illinois before I take off.

I am making an educated guess here, but I predict that After Hours will not be opening back up. As you may recall the place got busted last year. I recently learned that the owner (the girl who went by the name of Devine) did a plea arrangement and plead guilty to prostitution in exchange for a pair of other charges being dropped. She was unable to get a tape the cops made surpressed as evidence against her. It appears as if whs ewill be out of circulation for awhile. Her sentence was a year in SCJ, whihc may be suspended, a year of probation, $1000 fine, plus court costs and having to pay for her public defender (so much for an attorney being appointed free). Bond for appeal has been set at $6500.

She was a bit of an entrepenuer.No idea about the other girls working for her since never learned their real names.

I was out Thursday night after 11:00 pm cursed for about an hour. I was depressed with the findings only one girl. She was blk not bad looking but not good enough. Had to work most of yesterday and knew I had to come in today, so decided to have some fun last night. Was up in the air over doing a trip to Rockford or one to the Quad Cities. Flipped a coin the QC won.

Arrived in town about 7:30. Did stroll in both Davenport and Rock Island. For the most part everyone thinks RI is dead. My one good time there keeps me coming back. Decided what the hell and went. Turns out the girls who aren't in lock up have rented out a basement of a house on top of the bluff. Met the girl. Name of Lily. She was a bit more expensive than SW- 140 for everything, which I thought meant until one was done. She did tell me a few things. The old owner of After Hours, is not in jail as reported by someone else here but is working as a high priced escort in Florida. Lily hopes to join her after the baby comes. The lease on the building and the phone down there are in old owner's name and are not being paid. At some point the building will get cleaned out and phone turned off. Lily said she has the number forward to her cell phone, but that will stop when it is turned off. She gave me her cell but I dont want a of repeat of that experience. She asked me to give it to interested friends.

Tried the IA stroll again hoping to finish what had been started. Nothing out still. Headed to IL nothing there found a strip club Jolly Roger. Went in. Girls there were cute, but very unfriendly and distant. Did not have one talk to me. Most seemed interested in looking through a box of stripper outfits a black guy had brought in to sell them. Admire his ambition. Left only out cover charge and 1 drink.

Back to Davenport. Wandered around some more. Saw girl in pink sweatsuit. This time she was alone and motioned to me. Pulled over and offered her a ride. Went to a secluded area on top of bluff. Did a rela breif cruise trhough the Davenport and Rock Island stroll on Sunday evening. Saw nothing out on either, than some black guys who I supect were looking to sell drugs. Wanted to get home early so only spent about 30 minutes looking on both sides of river, was around 9:30 to 10:00 PM. Beginnig to think me getting lucky in town a few times was a fluke and not finding anything is the norm.

I know cell phones will work outside your home area but they do tend to charge you more for your calls. I know if I leave my 8 county "home" area I loose the free weekend and night feaures, plus if I leave Illinois by much the rate really goes up. So if you are moving to an area one would want to get a local number. Plus by doing so it would avoid having locals make long distance calls to reach you.

Had to make a trip to QC for work late afternoon. Boss said could take rest of afternoon off when was done with businesss. Figured nice weather would bring out girls. Was wrong. Cruised both sides of river many times in a very long peroid of time from ~4:00 PM to 3:00 AM Took several breaks for dinner, some shopping and to see a flim so not a constant 11 hours. Did notice a lot of LE out on Iowa side. They seemed to be stopping any single female they found. Saw this happen about 4 times never got good look at any of girls. I headed across bridge each time saw this. Saw one possible WSW (average looks) on IL side in the one way system but had LE behind me and by time I had gone around block she was gone. In Iowa, fairly late at night before I decided to cut out saw a girl I would not have picked up a few hours earlier on Gaines walking down the hill. Gave me look, decided to circle around block but was cut off by a train. By the time it left she was long gone.

I saw Lily once at After Hours, dont think I did a report since it was when theyw ere havig problems on the board. She was young blonde and very attractive. I did notice that parked in front of Sugars was a big vehicle marked Davenport Police Mobile Police Precinct. Do not know if they wound up getting busted or something. Dont suspect its presence was good for there business. Do not really have much spare cash so gave up after one pass through stroll.

This may have been good idea. saw aricle in QC Times (that cant find in their online version) about a number of arrests they made in town. Seems cops are following guys who pick up girls in unmarked cars and then busting them once something starts happening. Wonder what they do if someone goes across the bridge. I am guessing if the cops follow while not in high speed pursuit they may wind up out of their jurisdiction follwoing someone who is just a suspect.

6 prostitution arrests made in downtown Davenport

Four women and two men have been arrested and charged with prostitution as Davenport police used undercover officers and followed vehicles of alleged customers during an operation on the west edge of the city’s downtown.

Three of women remained Saturday in the Scott County Jail, while the two men and one of the women posted bond. All of the arrests occurred between 7:45 p.m. and about 9:30 p.m. Friday.

All of the incidents started in an area near Brown Street from West 1st to West 4th streets.

Those arrested were Santanya Yvette Henderson, 35, of 401 Paul Revere Place, Davenport, Apt. 2, charged with prostitution and possession of drug paraphernalia who remained in jail on $6,825 bond; Laura Rankin, 38, of 628 W. 17th St., Davenport, charged with prostitution and released on $6,500 bond; Angel Marie Brown, 25, of 726 W. 6th St., Davenport, charged with prostitution who remained in jail on $6,500 bond; Tereso Aguilea Gomez, 48, of 2217 W. 4th, Davenport, charged with prostitution and released on $6,500 bond; Valerie Monique Jacobs, 35, of 732 8th Ave., Clinton, Iowa, charged with prostitution and possession of drug paraphernalia, who remained in jail on $6,825; and NAME & ADDRESS of 34 YEAR OLD GUY, who was released on $6,500 bond. ONLY ONE OF THE TWO GUYS' NAMES WAS PRINTED.

I am guessing most guys wind paying up rather than having their name dragged through the media for involvement in a victimless crime that carries a social stigma. Had things to attend to in QC yesterday and today.

Was with someone when I noticed a sign off of Avenue of the Cities and I-74 goingwest bound saying something to the effect of " Unwarranted repetitive driving prohibited". This sounds like a technical term for cruising. Is this the place High School kids go or is it to warn away other activities? Any locals know? Did not think about the sign last night when I was looking so no first hand info. I just found it interesting.

Suspect inclement weather did not help things last night. I saw nothing out in many passes through the Davenport cruise area and a couple in Rock Island. After it turned dark spotted a WSW and offered her a ride. She told me her name was Katie and she was 26. Also said it was the first time she had gotten in a car with a guy. Looked nice and clean a bit on the heavy side but not fat. She told me how she desperately needed $50 more than she had. Told her I had a hotel and headed off there. After a few minutes she was getting antsy. Said we were going to far away. She suggested I give her the $50 and we head back to the area I found her. She wanted to get something from her boyfriend. This guy later turned into a guy she had met last night who had something of hers. He would not return it until he got the $50 she owed him. I see a drug trransction here. She must have been new at this, real stupid or thought I was one of the two. Her proposal was that I would give her $50, she would get her stuff (drugs) back, I would tell her what hotel I was in and she would drive over to me and spend the night with me. Told her Not a good idea. Suggested we go to hotel, we have fun then I give her $50. She did not like this idea. She suspected her boyfriend might be gone bytime she got back. Told me I could have more fun with her and she would share her stuff. Any chance it was not drugs now slipped to none. She insisted I turn around and bring her back. I did. On the way she said she could give me a BJ while driving. I said OK but she would not get any money. This really annoyed her she asked why and told her I had my cash stashed in my hotel rooom so I would not get ripped off. Let her go where I found her very upset.

Crusied some more and saw nothing worth picking up. Did see the grandma aged SW who looks good from a block away. Lots of make up. Saw her on previus tip and passed.

Did notice that there are several notices posted on the door to After Hours. Stopped to read they indicate the building is not meeting neighborhood beautifcation requirements and cited numerous examples. Fines will be applied to the owners / tenants if they are not fixed by a certain date. The phone number on door is getting cell phone user unavailable message.

Wasting too much gas. Went back to hotel. Looking through QC Times. Noticed several ads for excort services. Never tried one before. Still had some cash left over from lottery win so decided to waste it here. Called several got 2 cell phone user unavailable messages, a voice mail and another with a woman who insisted she have my home address, DL number and home phone before she would telll me anything. Decided to go with only one that showed any promise one with number ending in 6536. Girl answered said her name was AJ, I gave her my high school nick name. Told me it would be $40 for a girl to come see me. I could expect a real good time for $140 total. Gave me a description of all girls. Picked one described as 22 YO petite brunette. White gal. This was her. She kept stressing how professional and prompt they were and how all the girls were exactly as described. She said she would call hotel to make sure I was in room I said I was and then be coming right over. Waited 15 minutes no phone call. Called her back in case I had given her wrong number. Got voice mail. Left message. Called again about every ten minutes. An hour after my first call get a guy who sounded black. Asked for AJ. Told me she was not around and to call later, in 10 minutes. Caleld again he answered again. Told me she was busy and I told him she was supposed to be coming over to see me. He asked if i was in hotel X? I said yes and he said she left to see me 15 minutes ago and should be there any minute. Waited , waited and waited some more. No AJ called again and got voice mail. Did this several times before giving up. Never saw her. So I guess with a service one can waste as much time but a lot less money on gas and get nothing.

Tried calling the one that had voice mail last night when I got up just over an hour ago. They answered and said they had several gals who could come right over in less than 30 minutes. Gave me some descriptions. Choose a 19 YO blonde gal. She has not yet shown up. I told them when they answered I had to be somewhere before 10 that is about 20-0 minutes from hotel so iif she was not around by 8:45 I would be taking off. I'll be doing that if I do not see her when I am done with this.

Was told the girl who they had been going to send over wound up calling in and saying she could not come since it was her time of the month. Another girldescribed as blonde 18 adn even cuter and the first one was on her way from Iowa and should be there in 10 minutes or so. I told them I was pressed for time and was heading out the door. if she had a cell phone they should call her and have her turn around.

I seem to be almost the only one posting here. I know there are other guys out there. are they all the ones who dont have interent? I posted some pics here a couple months ago and they have been looked at between 1100 and 1900 times so someone else is acessing the Quad City forum!

Business owners hope new lights deter crime

DAVENPORT - Once the sun goes down - it's a neighborhood police say is notorious for drugs and prostitution.

But several small business owners*near 2nd Street and Myrtle*want to clean up that image - and hope new street lights will help.

"Some of the people who'd rather not be seen at night in this area won't come here if the lights are on," said Donna Petersen. Her husband owns Petersen's Plumbing. It's been*on the same block for nearly 60 years - the couple has*no desire to move.

"There's a lot of people using downtown, it's gaining momentum weekly," said Bob Petersen.*"Anything we can do to encourage and brighten up the area is very important."

Development consultant Shelley Sheehy*was part of this push to spread light in this neighborhood.

"We're talking about open drug deals, prostitution," she said. "These aren't people who live in this neighborhood, these are people who come in to do business."

"By getting lights in -leaving them*on, we hope it sends a message this isn't the place for that kind of business," she added.

"If our neighbors would pull together, improve property, it'd be a nicer place to work and live," said Donna Petersen.

"If everyone does a litle bit of their part, it can make a big difference," added her husband.

I have been to Sugars once and had an unsatisfying experience with Hope. Saw Rene there at the same time. They did not look like sisters. Did see both arrive together while I was cruising once. Wonder if this means the place will be going out of business like the other one did?

Sisters arrested on prostitution charges at Davenport club By Brian Krans

Two sisters from Silvis were arrested Wednesday night for allegedly offering sexual services to undercover police officers at a downtown Davenport strip club.

Davenport police's Tactical Operation Bureau was conducting an investigation into alleged prostitution activity at Sugar's Dancers, 1037 W. 3rd St., where the sisters were dancing under stage names, court records state.

Amber "Hope" Griffin, 29, agreed to dance nude and perform a sex act on a male customer for $150, and Stephanie "Rene" Griffin, 27, offered sex to an undercover officer for $120, court records state.

The Griffins, both of 1612 14th St., were charged with prostitution. They both made first court appearances Thursday in Scott County District Court.

Police conducted a similar sting at Sugar's in May 2004, during which a dancer solicited prostitution to an undercover police officer. Then mayor Charlie Brooke pulled the club's license, but a judge's ruling earlier this year declared his decision as unconstitutional.

Neither of the Griffin women were being held at the Scott County Jail Thursday. Their next court date is set for June 1.

By the way, they have been "busted" like that many times, & have been in business for as long as I can remember. I don't think they're going anywhere. Saw Devine (not her real name) several times when sshe was working at After Hours in both locations. Was 18 first time aI saw her and a real hottie. Would have gone there more often but she always wanted more for less than one could find by picking up a SW. Plus she was always rushing. Managed to talk her into letting me take 1 picture the second time I saw her. The flash did not go off, but it still counted as my one. ;( It is thus a rather crappy and dark photo. Waited to scan this one since I figured might be able to get it to look a bit better once I learned to use the photo editing program a bit better. Still looks a bit washed out and the colors are not all that good but at least you can see something, I am afraid this is as good as I can make it.

Wed- Got into town and checked in at hotel by about 6:30. Did the stroll area on both sides of the river. Saw nothing. Although since the city did manage to shut down the other place that was similar to this most anyone could conclude that this could be happening soon. Davenport Adult Club Ordered to cCose by City by Tom Saul /Quad City Times Wednesday, August 23, 2006

A Davenport adult business that has been the subject of police raids and prostitution arrests has been ordered to close.

The closure comes after guilty pleas Aug. 15 from two women who were charged as a result of an undercover investigation there. The Aug. 18 city order gives Sugar’s Dancers, 1037 W. 3rd St., and owner Dorothy Sampson, until Sept. 8 to appeal the decision and ask for a hearing. It also bars Dale Labath of*Davenport, owner of the*building, from allowing a*similar business to open there for at least five years.

“I can’t discuss it. You’ll have to talk to my lawyer,” Sampson said Tuesday as she sat behind a desk in the lobby of the business.

Sampson directed questions to attorney John Moeller of Davenport. He did not return a phone call seeking comment. Labath also did not return a phone message left at his home asking for comment on the order.

The order says all business at the club must cease immediately, and no new enterprise may reopen at the address for two years without city approval. Sampson is barred from operating a new adult business in the city for at least five years.

Sugar’s violated several*sections of a city law that regulates adult businesses, the order says. Employees allegedly also offered to engage in prostitution in violation of the law.

Since 2000, Davenport police have conducted raids or investigations at least five times into prostitution and pimping at Sugar’s, the order says.

After an undercover probe and a raid in 2000 that closed the business for three weeks,*Sampson agreed not to supply or display condoms and to remove patrons who exposed themselves. She also promised that “no prostitution or drug activity would be allowed on the premises or on an outcall basis,” the order says.

The most recent arrests stemmed from a May undercover investigation in which two agents from the Iowa*Lottery Commission worked with police. They entered Sugar’s and paid for sessions with women at which time they were allegedly offered illegal sex acts for additional payments.

Police data on calls to Sugar’s since the first of the year list 227 responses by officers to the* business. Of those, 186 were extra patrols, but robberies, assaults, thefts, disturbances and vice crimes also were listed.

Cheryl Mix, who sometimes works at a pawn shop next door to the club on West 3rd Street, said she has been accosted*frequently by men on the street near Sugar’s. Recently, she said, a man parked outside for almost three hours and kept staring at her as she went about her** business.

“I can’t even walk across the street to the store to get a pop without someone bothering me,” Mix said.

Duane Huebee, who owns an auto towing and repair shop on Myrtle Street next to Sugar’s, said he has seen the frequent stops by police at the business, but that its employees and patrons rarely bother him.

“The biggest thing we fight over is probably parking spots,” Huebee said. “I know the city has been trying to get them for a long time. They want them on the outskirts of town, and maybe that’s a better place for them. But we do our thing and they do theirs, and we don’t bother each other.”

A Davenport adult business that has been the subject of police raids and prostitution arrests has been ordered to close.

The closure comes after guilty pleas Aug. 15 from two women who were charged as a result of an undercover investigation there. The Aug. 18 city order gives Sugar’s Dancers, 1037 W. 3rd St., and owner Dorothy Sampson, until Sept. 8 to appeal the decision and ask for a hearing. It also bars Dale Labath of*Davenport, owner of the*building, from allowing a*similar business to open there for at least five years.

“I can’t discuss it. You’ll have to talk to my lawyer,” Sampson said Tuesday as she sat behind a desk in the lobby of the business.

Sampson directed questions to attorney John Moeller of Davenport. He did not return a phone call seeking comment. Labath also did not return a phone message left at his home asking for comment on the order.

The order says all business at the club must cease immediately, and no new enterprise may reopen at the address for two years without city approval. Sampson is barred from operating a new adult business in the city for at least five years.

Sugar’s violated several*sections of a city law that regulates adult businesses, the order says. Employees allegedly also offered to engage in prostitution in violation of the law.

Since 2000, Davenport police have conducted raids or investigations at least five times into prostitution and pimping at Sugar’s, the order says.

After an undercover probe and a raid in 2000 that closed the business for three weeks,*Sampson agreed not to supply or display condoms and to remove patrons who exposed themselves. She also promised that “no prostitution or drug activity would be allowed on the premises or on an outcall basis,” the order says.

The most recent arrests stemmed from a May undercover investigation in which two agents from the Iowa*Lottery Commission worked with police. They entered Sugar’s and paid for sessions with women at which time they were allegedly offered illegal sex acts for additional payments.

Police data on calls to Sugar’s since the first of the year list 227 responses by officers to the* business. Of those, 186 were extra patrols, but robberies, assaults, thefts, disturbances and vice crimes also were listed.

Cheryl Mix, who sometimes works at a pawn shop next door to the club on West 3rd Street, said she has been accosted*frequently by men on the street near Sugar’s. Recently, she said, a man parked outside for almost three hours and kept staring at her as she went about her** business.

“I can’t even walk across the street to the store to get a pop without someone bothering me,” Mix said.

Duane Huebee, who owns an auto towing and repair shop on Myrtle Street next to Sugar’s, said he has seen the frequent stops by police at the business, but that its employees and patrons rarely bother him.

“The biggest thing we fight over is probably parking spots,” Huebee said. “I know the city has been trying to get them for a long time. They want them on the outskirts of town, and maybe that’s a better place for them. But we do our thing and they do theirs, and we don’t bother each other.”Oh, by the way, stick a fork in Madam Sampson, she is done. If I am wrong, then this wasn't about politics. The following are pictures of a construction contractor who was given a difficult deadline to complete by me. He worked through the weekend yesterday and Sunday to get the job done so other contractors could start Monday. A few months ago I picked up an older but slender gal (I believe her name was Carol) near Sugars as she was returning to her apartment after visiting a nearby liquor store. DAVENPORT - 'Sugar's Exotic Dancers' and the dancers there have been entertaining people in downtown Davenport for years, but police say that's not all that goes on there.

Police say they heavily patrol the area and have made several prostitution arrest.* The club is also accused of being a hot spot for drug dealers.

The city of Davenport revoked the club's license, but the owner appealed and Sugar's is still open.

On Thursday afternoon, at Davenport's public safety meeting, aldermen and local business owners say the club is trouble for the entire area.

Speaking on behalf of several businesses, Shelley Sheehy says millions of dollars have been spent revitalizing the area and the activity surrounding the club is hurting downtown Davenport's reputation.

"Given all the investment and the recent investments in the last three years, it's not an appropriate place," she said.* "It's not a place where it's accepted, in our opinion."

"We've got to be much more aggressive on cleaning out these areas through the abatement process," said 4rd Ward Alderman Raymond Ambrose.

Davenport's public safety meeting about Sugar's is scheduled for next Thursday, September 7th.

Well I decide to give early evening/night cruising a chance.When I arrived on the stroll I saw two right away but they were older so I decided to wait because I thought there might be more selection if I waited.So I drove around for awhile saw some other mongers out.I saw one down a side street headed down 3rd.Black top with tiger stripe sleeves and young early twenties but it was a false alarm.She was hot.Then I saw a young blonde go into the store on 2nd,I saw her head down the alley and it looked like it was game on,but another false alarm.So I drive around a bit more and nothing.I parked down from Sugars by the pole and I see this black chick munchin on some BK and talking on the phone looked good.So I pull up and offer her a ride she accepts.Nice body and friendly could only do bj because her time of month.Excellent unrushed service.I gave her.1 extra for the effort.Got her number.As I am taking her back she tells me she's 44 I would have guessed 35.This was one of my best finds yet in Dport.Clean, nails done, smelled good.I might become a regular.But I think I enjoy the hunting as much as finding them.I wish the damn gas prices would go back to pre 2k prices.Anyway I went back on the stroll about 9 and there was nothing,I wanted to stay longer to hunt but had to get back home.Maybe some of you guy's can sound off on this it has been my experience that Dport has realy decent selection during the day.Maybe I should have stayed until the post midnight hours to see if things pick up.

I have only been to one strip club in the QC. It was in RI, Jolly Rogers I think was the name. Girls were very unfriendly and danced from behind the bar.

DAVENPORT - A Davenport strip club ordered to close in August is still up and running today.

The city revoked the Sugar's Dancers' business license after a series of undercoverr investigations led to prostitution arrests and convictions.

Jim Patton just hopes the doors eventually close for good. He's owned Midwest Publishing for nearly 50 years and says he's had enough.

"We have customers come and go, sometimes the girls stop and visit with them, I don't think that's good," he said.

Police are certainly familiar with the adult business. In the past two years they received about 170 calls for everything from assault to needing extra patrols. Since 2000, they conducted a series of undercover investigations. At least 3 women were arrested and eventually pled guilty to prostitution. The x-rated details are in a 9-page document sent by the city ordering the business to close.

"Pretty descriptive, they're doing more than dancing over there I think," he said.

"It was embarassing to share it with business owners, but I felt they should know what's going on," said Shelley Sheehy, a development consultant working with business owners in the neighborhood.

"There's a lot of investment in this neighborhood," she said.

She says Sugar's just doesn't fit in.

"People are waiting to see wehat happens with Sugar's, when it's gone you'll see a whole lot more happen down here," she said.

If the owners decide to appeal, they have to file request for a hearing - the deadline is Thursday at 5:00.

Made a trip into the QC last night. Was not spending the night in town. Did not spend all night looking. Did not get lucky. The stroll area as itis in Illinois is full of road construction and I saw nothing out. Davenport was a bit better. Saw a few ugly girls out. As reported in the news Sugars is still open. They may not be much longer. Anyone who wants to visit them again should do so soon. Wonder if they will be having going out of business specials? The owners of Sugar’s Dancers, a downtown Davenport club ordered closed for allegedly allowing prostitution on its premises, have requested a third-party hearing to resolve their dispute with the city.

The club was ordered closed Aug. 18 after two women were charged with prostitution as a result of an undercover investigation. However, the business has remained open.

In his response to the city’s revocation of the business license held by Sugar’s owner Dorothy Sampson, attorney John Moeller called the city’s actions “overboard” and unconstitutional.

He said the revised ordinance the city is attempting to use to close the business is not fundamentally different from a similar ordinance deemed unconstitutional in January by District Judge John Nahra.

Further, Moeller asked for a “qualified and impartial hearing officer not related to or employed by the City of Davenport” to hear the case.

Assistant City Attorney Tom Warner said the case will be handled by a city hearing officer. The hearing could be conducted before City Administrator Craig Malin or a designee of Malin’s, Warner said.

Moeller noted that when the city attempted to close Sugar’s in 2005, the hearing officer was then-Mayor Charlie Brooke, who also heard the appeal. That, too, was deemed illegal in the district court case.

The ordinance was “overboard and invests unfettered discretion in the office of the mayor,” Nahra wrote. “Placing such discretion ‘in the judgment’ of the mayor with guidance lit only by phrases such as: ‘public health,’ ‘morals’ and ‘breach of peace’ leaves far too much authority in the hands of one official. ...”

The hearing likely will be scheduled for the third week of September, city legal staff said.

Meanwhile, the club remains open. Sampson and two dancers declined comment on the case Monday afternoon, but they nodded their heads when asked whether business has been on the downturn since the closure order.

“I feel closing Sugar’s was the right decision,” said Alderman Keith Meyer, who represents the 3rd Ward, where the club is located. “I hope the city and the neighborhood prevails.”

Hearing to close Davenport strip club put on hold

A hearing on the order to close Sugar’s has been postponed for more than two weeks at the request of the attorney representing the downtown club’s owners.

Attorney John Moeller said the city has not provided him a list of witnesses, investigation reports and other discovery materials he needs to defend his clients.

The club was ordered closed Aug. 18 after two women were charged with prostitution as a result of an undercover investigation there. However, it has remained open as the legal process unfolds. The hearing originally was scheduled for Sept. 22.

“I’m sure the city would be happy to do these (closures) without any hearing whatsoever — just send the police over and put a notice on the door,” Moeller said. “But it’s an issue of what is fundamentally fair. I think I should be able to get a list of witnesses who will testify and to get a list of documents to be used so I can investigate the city’s claims. I don’t think anything less is fair.”

Davenport Corporate Counsel Mary Thee said the city granted Moeller’s request to move the hearing back and will cooperate with his request for materials.

“It’s not a court case — it’s an administrative appeal — but we certainly do what we can to make sure both parities get due process, and we will assist them in getting any public document that they request,” Thee said.

Meantime, Moeller filed suit against the city in federal court Friday to recover attorney, court and other fees stemming from Davenport’s 2004 attempt to shutter the adult nightclub that features nude dancers.

The suit names the city and then-mayor, now-alderman Charlie Brooke as defendants. It notes that the Iowa District Court found the ordinance used to attempt to shut down the business was “overboard and invests unfettered discretion in the office of mayor.”

It seeks recovery of “substantial attorney fees” and asks for monetary damages for the “emotional distress and suffering” Moeller’s client, club owner* Dorothy Sampson, suffered as a result of the previous legal action.

No court or hearing dates have been set in the federal case.

Moeller again asked for a “qualified and impartial hearing officer not related to or employed by the city of Davenport” to hear the case Oct. 12.

City legal staff previously said the hearing could be conducted before city administrator Craig Malin or someone designated by Malin.

The case

The Davenport strip club — Sugar’s — was ordered closed Aug. 18 after two women were charged with prostitution as a result of an undercover*investigation there. However, it has remained open as the legal process unfolds.

What’s next

An administrative hearing regarding Davenport’s efforts to close Sugar’s nightclub is scheduled for Oct. 12.

A Hampton, Ill., man arrested Monday for indecent exposure at Credit Island Park is a food service employee at the Illinois Youth Center in Kewanee, Ill., and has been placed on administrative leave.

NAME REMOVED, was one of three men arrested by Davenport police after they were allegedly observed masturbating in wooded areas of the park. A fourth man was arrested for prostitution.

Derek Schnapp, a spokesman for the Illinois Department of Corrections, said the accused was placed on paid leave Tuesday after officials learned of his arrest. He said it’s normal procedure for the department to place an employee on leave if they are arrested.

Schnapp declined to detail the accused’s role at the center, which houses juvenile sex offenders.

He said the accused will remain on leave until his case is reviewed and there is a hearing to determine his future with the department.

The charges against the four men are all misdemeanors.

For the third time in as many months, a hearing on revoking the business license of Sugar’s Exotic Dancers has been postponed.

Now, the legal battle over whether the adult business in downtown Davenport knowingly allowed prostitution on its premises will be decided in Scott County District Court.

“We’re just looking at proceeding in a different direction at this point in time, which we believe may be a more efficient way of resolving the issue in the long term,” city Corporation Counsel Mary Thee said Thursday.

The club was ordered closed Aug. 18 after two women were charged with prostitution as a result of an undercover investigation at the property, 1037 W. 3rd St. A Davenport statute allows businesses that are ordered closed to appeal to a hearing officer, typically the city administrator or a designee. In the Sugar’s case, Deputy City Clerk Jackie Holecek was designated to issue a ruling.

John Moeller, who is representing Sugar’s owner Dorothy Sampson and building owner Dale Labath, has continually claimed that Davenport’s hearing system is unconstitutional.

“They’re asking a city employee to make decisions about her boss,” he said. “The city administrator signed this order. To ask the city clerk to make a decision contrary to her boss’s is not reasonable. That was my complaint to the city.”

Thee said that since it was clear Moeller would appeal a negative decision to district court anyway, the decision was made to shift the entire process there.

That left some business owners who wish to see Sugar’s closed feeling perplexed. Sue Simms, who owns AVS Inc., an audio-visual rental business across the street, questioned why the city did not go directly to district court after the first scheduled hearing was postponed Sept. 22.

“I was under the impression this place was going to be closed a long time ago,” she said. “It seems like they’ve been able to find a way around these issues. I think there are many people who have legitimate business in this area and our voices don’t seem to be heard. It’s a little discouraging.”

Carol Morris, operations manager of Kryger Glass, 1036 W. 3rd St., said the prostitution and other crime issues in the near west-side business district are much deeper than what happens inside the club.

“It seems to me that the prostitution is coming from other apartment buildings and businesses down here,” she said. “The streetwalkers are the ones propositioning our employees. It seems like Sugar’s does a pretty good job of keeping people away. I don’t see anything outside. As far as a neighbor goes, they’re a pretty good neighbor.”

Thee noted that the state laws Sugar’s is being accused of violating — being a public nuisance and allowing a house of prostitution — have different punitive outcomes than city statutes. The city was attempting to revoke Sugar’s business license permanently and prohibit Labath from operating a similar club on the same site for five years.

If Sugar’s is found guilty in district court, the likely outcome is a restraining order to stop business activities. Initially, that order probably would be temporary, Thee said.

Moeller said he welcomes the chance to defend his clients in a courtroom rather than City Hall.

“It gives me the opportunity to subpoena witnesses and documents and prepare a defense,” he said. “That’s something I’m comfortable with, and I think it’s consistent with constitutional requirements. A judge is not employed by the city. Most people want an independent moderator. A judge is trained in the law.”

Brian Heyer, the city attorney handling the case, said a hearing has been scheduled Dec. 5 in Scott County District Court where the city will ask a judge to shut down Sugar’s until the lawsuit is resolved.

The suit details several searches of the business at 1037 W. 3rd St. Some searches were conducted by undercover Davenport police officers, and one was conducted by undercover agents from the Iowa Lottery Commission.

According to the suit, two commission agents were “solicited for sex acts as defined by Iowa law at the price of $150 and $120, respectively.”

A search warrant executed by Davenport officers “recovered several used condoms from the garbage cans in the rooms located within the business. The used condoms were discovered throughout the business.”

The club was ordered closed Aug. 18, after two employees were charged with prostitution as a result of the investigations. Since then, two city hearings on the matter have been postponed.

John Moeller, the attorney representing Sugar’s owner Dorothy Sampson and Dale Labath, who owns the building where the club operates, has called the city’s hearing process unconstitutional.

In 2005, Moeller successfully challenged a previous city attempt to revoke the business license. In that case, District Judge John Nahra ruled the city ordinance was “overboard and invests unfettered discretion in the office of the mayor.”

Since then, the ordinance has been revised and the city legal staff has decided to cite a state statute to make their case.

If the lawsuit is successful, Sampson would be forced out of the premises and permanently restrained from opening another adult business in the city. In addition, Labath would have to close the business and leave the building vacant for one year.

“After that year, he’d have to find a tenant or sell it,” Heyer said.

The city would then move forward with the business license revocation, he added.

Sugar’s Exotic Dancers in downtown Davenport can stay open, for now.

But the strip club’s female entertainers will no longer be allowed to perform behind closed doors.

District Court Judge James Kelley issued a temporary injunction Tuesday against the owners of Sugar’s, ordering them to not permit prostitution to occur on the premises, allow closed-door dances, allow patrons to be nude or in a state of semi-nudity or allow any adult entertainer to perform in any place that cannot be observed by the club manager’s station.

Sugar’s was brought into court by the City of Davenport’s legal department, which is seeking a nuisance abatement that would shut down the business. The temporary injunction was a first step, said city corporate counsel Mary Thee. According to the city’s suit, undercover police officers and Iowa Lottery Commission members documented prostitution at Sugar’s during several sting operations over the past year.

“I think this will accomplish what the neighbors and the City Council desire at this time,” Thee said of the injunction. “It will seriously interfere with any illegal activities going on there.”

She said the hearing on the permanent abatement request has not yet been scheduled.

Everything will be in the open at Sugar's Exotic Dancers after a judge's ruling Tuesday prevented any dancing behind closed doors at the club, which the city calls a front for prostitution.

That means the club's "one-to-one" dancing, where a patron chooses a girl and a specific dance and goes behind closed doors, is now forbidden. The injunction bars any entertainer to perform behind closed doors or out of the eyesight of the manager's station.

District Court Judge James Kelley placed the temporary injunction on the owners of Sugar's, preventing the business from leasing the building 1037 W. 3rd St. for the purpose of prostitution. His order came after an in-chambers hearing earlier Tuesday morning.

Brian Heyer, assistant Davenport city attorney, filed for the injunction in November alleging that Sugar's was a house for prostitution. The lawsuit was against owners Dorothy J. Sampson and Dale A. Labath.

None of the parties involved returned calls for comment Tuesday.

The lawsuit filed by the city stemmed from the arrest of two Silvis sisters in May. The women, Amber "Hope" Griffin, 29, and Stephanie "Rene" Griffin, 28, were arrested after police say they agreed to perform sexual acts on undercover officers. The two women have since been given deferred sentences on charges of prostitution.

A search following the arrests also found used condoms in the private rooms, according to the lawsuit. The club was ordered closed Aug. 18, but owners contested the order, demanding an impartial hearing.

The city has been trying to get the club's business license pulled since then-Mayor Charlie Brooke pulled the license in September 2004. It followed a similar police sting there months before when a dancer solicited an undercover police officer. A judge's ruling earlier this year declared Mr. Brooke's decision as unconstitutional based on the review process.

This time, Judge Kelley imposed more stringent rules on the business, including the closed-door policy. While the dancers don't perform nude, only topless wearing a G-string, patrons cannot be nude anywhere on the premises.

No further court dates on the lawsuit were available as of Tuesday.

I used to goto Tuxedos alot in my younger days. Never would I ever be caught dead at Sugars. Its been well known for a long time what goes on down there. Plus the quality of dancers doesnt compare

This is just great! You know some of us really do not want to wander the streets to pick up hookers on the corner. A fine establishment such as Sugars has accomodated many great men that just want a place to go and render a fair price for a valued service. This will not stop the craft it will just drive it out into the streets where everyone, women and children will be exposed to these working professionals. At least Sugars allowed them a place to work. You dont see Doctors being forced out of Hospitals to work on the streets do you?

Its technological eyes will get keener and more numerous as the Davenport Police*Department expands its neighborhood camera surveillance plan, according to Chief Mike Bladel.

An undisclosed number of portable and mobile cameras soon will supplement a pair of operational fixed-site surveillance cameras.

The new cameras then will be hooked into a citywide wireless network allowing police to view live streaming video from their squad cars.

In addition, the department will begin recording its*captured video, allowing it to use as evidence to prosecute crimes.

“We want to be adaptable enough to respond to changing crime patterns,” Bladel told the city council’s committee-of-the-whole Monday. “Cameras, I’d like to warn you, are not a silver bullet. However, they can aid our police work.”

Already, cameras mounted on the Heritage high-rise building on West 3rd Street and in the 400 block of Harrison Street have assisted in making arrests for prostitution, public consumption of alcohol and loitering, Bladel said.

As technology improves, so does law enforcement’s ability to utilize it to crack down on crime, Bladel said.

The chief was careful not to reveal too much, responding to Alderman Keith Meyer’s question about whether the camera on the Heritage*building could zoom in on the face of someone walking on the Centennial Bridge: “We really don’t want to demonstrate to the public our full capabilities, but, yes, it would be our goal to identify people from a long distance, and that is an achievable goal.”

Several aldermen said they had mixed feelings, with concerns about “Big Brother” warring with the clearly demonstrated ability of the technology to help combat street crime.

“I know there are concerns from the public about the ‘Big Brother’ syndrome,” said* Alderman Bill Lynn, 5th Ward.

Bladel asked aldermen to think about the number of stores and businesses that videotape customers and the ubiquity of cell phones with video and digital cameras on them.

“This technology is not going to go away,” he said. “We have to embrace it and hold each other accountable to use it in a responsible manner. The reality is, with the police department, public oversight is there. The council has never failed to hold me accountable to them.”

The chief noted all the camera work thus far has been accomplished with no consulting fees and using only around $10,000 of a $100,000 neighborhood camera enforcement budget.

The department is partnering with the Raytheon Company for a six-month trial of the wireless network, which expires in February, and cooperating with the Iowa Department of Transportation on other infrastructure needs for cameras. Once the Raytheon pilot program ends, the wireless network would have to be funded through the police department’s regular budget.

“We’re doing it right, but it takes time,” Bladel said. “We’re pushing this as fast as we can, but we’re doing it systematically, which will save money in the long run.”

Camera types

The Davenport Police Department soon will be using three types of surveillance cameras. They are:

Fixed — Camera is expected to stay in a location for an extended period of time, often bolted down.

Mobile — Camera can be moved relatively quickly and placed covertly, typically in targeted neighborhoods. Usually is left in place for a brief period of time.

Portable — Camera can be moved immediately and may be a visible deterrent.

Affidavits detail prostitution allegations By Dustin Lemmon | Thursday, December 07, 2006

Performers at Sugar’s Exotic Dancers have allegedly offered undercover police sex for money in a hotel and in locked rooms at the club and in some cases employees have arranged those meetings, according to police affidavits the city is using in a court petition to close the club.

Seven Davenport police affidavits have been filed in a lawsuit the city has pending against the operators of the dance club as evidence for the petition. The city wants the business at 1037 W. 3rd St., closed and has filed suit against its operator Dorothy Sampson and building owner Dale LaBath.

The affidavits detail the results of undercover investigations of prostitution at the club dating back to 2000, but some involve incidents that occurred earlier this year.

A district court judge issued a temporary injunction against the club earlier this week ordering them to not permit prostitution on the premises, allow closed-door dances, allow patrons to be nude or in a state of semi-nudity or allow any adult entertainer to perform outside the view of the club manager’s station.

The city filed an amended petition after the injunction was ordered which includes the state of Iowa as a plaintiff.

According to the affidavits, police discovered used condoms in the garbage at the business during an investigation in 2000 and found several new condoms in the purses of the dancers and club manager.

During that investigation police also viewed 32 videotapes and in one case witnessed a manager telling Sampson about a party she attended on an “out-call” with a club dancer in which the dancer started “turning a date” in a bathroom without collecting the agency fee. The two then “turned dates” with other men at the party, she reportedly tells Sampson on the tape.

In the video, Sampson tells the manager that she knew the dancer’s mother and that they used to “work the streets” a long time ago, the affidavit alleges. According to the affidavit the terms “out-call,” “turning a date” and “work the streets” are all used to refer to prostitution.

In April 2000, a representative from the Scott County Health Department told police he was distributing condoms to a staff member at the club as part of the Minority Aids Prevention Program, because it was a place with potential “high-risk behavior,” one of the affidavits states.

The affidavits also detail an incident in April 2000 in which an undercover officer called the club and spoke with an employee about getting an escort for the evening. He arranged to meet a dancer at a local hotel where she took her clothes off and she told the officer it would be $100 for sex. The girl was eventually arrested by officers waiting in an adjoining room.

During a search at Sugar’s that month an officer spoke with a manager who said any acts of prostitution the girls performed in the club was done so without her knowledge.

The girl who had been arrested a few days earlier was interviewed after the manager and said the manager told her what rates she should charge customers for various sex acts, the affidavit states.

John Moeller, the attorney representing Sugar’s, had no specific comments about the allegations made in the affidavits and said he would argue the case in court.

“It doesn’t take much to get a temporary restraining order,” Moeller said. “The final hearing, I think, is where there is going to be the controversy.”

Moeller said the date of that hearing has not been set. The next hearing in the case is Dec. 26.

I just moved to the QC about 6 months ago. Having heard of Sugars on this board decided to check it out. Before I had the chance all this trouble came up, so I decided it might be a good idea to stay away. Since nothing motivates our fine public servants to be diligent in their duties like some one telling them they can't have what they want, I figured it wouldn't be long before they decided to take another shot at shutting the place down. Anyway about the middle of last month curiousity and spare time got the best of me so I decided to stop by. On entry, I was introduced to two girls one white the other black. Since neither was especially appealing I used the old "need to hit the ATM" exit strategy and bailed. A little later curiousity returned and I decided to go back. When I returned the black girl was with a regular customer so only the white girl, Mercedes, was left. Since she would have been my pick anyway I wasn't bothered and paid the older lady at the desk for 20 min. Once we get to the room upstairs, I conversed a little with Mercedes and was told pointedly no extras where available. I wondered out loud if this was because of the case against them and was told that not everyone did extras to begin with. Feeling a little let down I asked what a 20 dollar tip would get and she says one song. So basically after spending 40 buck and enduring one of the most lackluster dances ever I left. On the good side if they really are videotaping what goes on there the only thing they got was 5 min of me looking very bored. Seems they are either being good girls or more likely they are lonly offering extras to those they know and trust.

After reading the thread I have seen a few posts about this place. I have been there three times and had the same lady on each visit. I asked her name the first time, but couldn't understand her and have since been to embarrassed to ask again. She is a little older, on the short side, with hair a little past her shoulders. Before anyone says anything I realize I just described 90% of Asian women on earth but thats the best I can do. All three times the massage has been great. I have come to enjoy having the lady walk on my back which was a first for me when I went there originally. After the massage she asked if I wanted anything else. I may have gone at an off time. I avoid streetwalkers as a rule, but like to window shop every now and then. Made a decision long ago that the danger was to high with streetwalkers speaking in regards to LE, disease, crime and add to that the on again off again availablity and needing to get a motel to have any real fun (my car doesn't lend itself to that kind of activity) they don't fit my needs. Sugar's landlord moves to evict By Tory Brecht | Tuesday, December 12, 2006

The owner of the building that houses Sugar’s Exotic Dancers told the city’s legal department he has ordered club owner Dorothy Sampson to vacate the premises by Jan. 1.

City attorney Brian Heyer said if building owner Dale Labath follows through with the eviction, the city will not seek an order that would keep the premises vacant for one year.

Labath, along with Sampson, are co-defendants in a lawsuit the city filed seeking a nuisance abatement for the club — located at 1037 W. Third St. — because of alleged prostitution.

“If we prosecuted this to a successful conclusion, Dale would be without the use of his property for a year,” Heyer said. “I’m willing to waive that if she, indeed, is vacated from the building and an acceptable use for the building is found.”

In an e-mail sent to a concerned downtown business owner, Heyer stated, “Dale has agreed that there will be no adult entertainment operation of any kind located at the property.”

Neither Labath nor Sampson could be reached Monday.

Sue Simms, owner of AVS Inc., an audio-video rental business across the street from Sugar’s, said she’s satisfied with that deal.

“As long as the city has some say (about what goes in), with the understanding that we’ve all been upset with what’s been going on in there, and they don’t allow something equally troublesome in, I don’t have a problem,” she said.

Shelley Sheehy, an activist with the West Central Business District organization, said cleaning up Sugar’s is a good first-step in cleaning up the near-west downtown neighborhood.

A survey of 26 businesses conducted by the organization a year ago found that 25 listed open prostitution during the day as a “burden” on area business.

“This won’t clear it all up, but it sends a strong message,” she said. “It sends the message that law enforcement and the city are working together to help this neighborhood.”

Like Simms, she doesn’t mind if Labath has use of the property, as long as Sugar’s closes down.

“I’d say it’s a positive step if he, indeed, takes that step,” she said. “Our problem has always been with the business. I hate to be pessimistic about it, but we’ll see what happens after Jan. 1.”

Background

The City of Davenport filed suit in Scott County District Court last month, seeking to have Sugar’s Exotic Dancers closed because of accusations of prostitution on the premises. Last week, a judge allowed Sugar’s to stay open while the lawsuit continues in court.

That's basically correct. When the rooms first opened, the girls told me that they were under videocamera surveillance. (Take a peek at the monitors behind the counter when you first come in and pay the cover charge.) So, while a girl might be less inhibited in a private room than she would be on a public couch, she won't go so far as to do something that would get her in trouble with the club management.

A warning- posting this bit in all the areas I have posted a few times. This is something that happened to me last month and was not quite sure how to deal with it.

I was at a fairly nice hotel for a conference in a city where I have never been cruising for girls nor posted. It was not PDG and I suspect no one will name themselves that so I figure it is a safe name to use. PDG was soeone who had been a regaular poster in one of the cities I have been posting in. It said his last sign in was in May, coinciding with his last report here. I could have been a real jerk and posted some reports on him saying how I had decied to switch sides and was now a flaming fag and was now hanging out with all th hot transvestites. But I did not. Landlord finally gets the message on Sugar's Thursday, December 14, 2006

Davenport’s cat-and-mouse game with Sugar’s house of prostitution finally got the attention of the business’s landlord. Dale A. Labath, of 3426 Fairhaven Road, Davenport, has alerted the city that he will evict Sugar’s from the building he’s rented to them at 1037 W. 3rd St.

Sugar’s owner Dorothy Sampson tried to dodge the city’s effort to close the business, claiming what goes on behind the closed doors in Labath’s building isn’t her business. Her business, apparently is attracting men who contract independently with the women who work for Sampson in Labath’s building. The nature of that business is made clear by the scores of new and used condoms confiscated by police during repeated raids and undercover prostitution investigations.

Still, building owner Labath continued to accommodate the business year after year. Now, faced with an aggressive and long-awaited crackdown by Davenport’s city legal, Labath got the message. The city was prepared to close Sugar’s and prohibit any business from occupying Labath’s property for a year. Now the landlord says he’ll kick Sugar’s out now, rather than face a year with no tenant.

Labath might have overlooked complaints from other West 3rd Street business owners about the blight Sugar’s put on their neighborhood. But we’re glad to see his response now and hope he’ll join the strong group of local business owners who have higher aspirations for this neighborhood.

He might miss the rent for as long as it takes to find a new tenant, which he should be able to do in less than the year the city wants to lock him out for, but you really can't blame him. He made a solid business decision, no doubt based on the assumptions that the city will not give up until Sugars is closed, and even if the city did lay off for the time being, with Sugars under the microscope it would be difficult for them to make a profit. After all who would pay the prices they charge for a legitimate dance. There is much better quality available for less in just about any of the local clubs. Sugars best bet now is to close up shop and find another spot where their neighbors will be less vocal to the city. Personally I can't believe they lasted as long as they have being so close to downtown and all the government buildings in the area. From what I have seen places such as this do much better on the outskirts of town where they can maintain a lower profile. That being said I wholeheartedly agree that the city could find better ways to use its resources, but thats government for you. Being fundamentally lazy they always take the low hanging fruit first.

Was cruising down 3rd Street during the afternoon on the 26th and saw a 30-something dirty blonde doing the walk a couple blocks east of Sugars. She stopped to talk when I pulled over and asked if I was dating. She had bad teeth, but was OK other than that. I said "Maybe, but want to know if you're a cop." She wouldn't offer any "proof" without money first. (Didn't think she was because her first move was to try to get in the passenger side, and Leo would never get in for a ride.) She said that we could go to a wooded area just 3 minutes away, which seemed a little strange to me because I was wondering how that could be. I noticed a guy in a blue Cherokee watching from just a half block away and became suspcious, even though it was probably just another monger. In any event, I turned her down because things just didn't seem right. From the description above, does anyone know who she was and if I passed up a good one or not? I didn't get her name. Likewise, anyone ever go to "the woods" from this area?

In a totally unrealted story it appears as if anyone who has gotten a traffic ticket in Davenport from one of their cameras may be able to get a refund. Sugar’s Exotic Dancers at 1037 W. 3rd St., Davenport, has closed.* Some business signs were seen being taken down Tuesday afternoon at the place where authorities have alleged that prostitution has occurred.

Someone answering the phone Tuesday at the location confirmed that the business had closed, but said they hope to move to another location.

Last month, the owner of the building that houses Sugar’s told the city’s legal department he has ordered club owner Dorothy Sampson to vacate the premises by Jan. 1.

City attorney Brian Heyer said at the time that if building owner Dale Labath follows through with the eviction, the city will not seek an order that would keep the premises vacant for one year.

Labath, along with Sampson, are co-defendants in a lawsuit the city filed seeking a nuisance abatement for the club because of alleged prostitution.

Last month, Heyer said: “If we prosecuted this to a successful conclusion, Dale would be without the use of his property for a year. I’m willing to waive that if (Sampson), indeed, is vacated from the building and an acceptable use for the building is found.”

Using the "hoe finder" capabilities of Google Earth, you can not only find the former location of the strip club in Davenport on 3rd Ave, but you can see that there are several patches of "woods" a few blocks away from the area.

One of the areas looks like a park, and from personal experience, I find parks are risky, but there appear to be several opportunities for concealment in the nearby area.

I won't comment on the economic tradeoffs of using $3,000 in technology to find a $20 girl.

I saw two likely contenders yesterday. Like Christmas presents, they were all wrapped up, and there's no telling what was under the wrapping. The first one was a BSW, appeared to be twenty-something. She smiled as I made eye contact with her, but I was headed in the wrong direction. I circled the block, and she stopped as I passed, making eye contact again and smiling. She opened her mouth, spreading her lips in a large and inviting "O" as if she were already at work.

Everyone called her "Angie."

Her real name was Angela Marie Hennes. The 41-year-old Davenport woman was identified as the victim of a homicide after her burned body was found Saturday in rural Scott County.

Authorities aren't releasing the cause of her death because of investigative reasons. "The person who did this would know," Capt. LeRoy Kunde, of the Scott County Sheriff's Office, said.

A farmer found the body near a service road north of the 15000 block of 100th Avenue, north of U.S. 61 and west of Interstate 80. He said he found the body face down in a fetal position about 4 p.m.

Despite the body being burned, police were able to identify the victim through fingerprints, Capt. Kunde said.

Ms. Hennes was born in Omaha, Neb., later moving with her family to Davenport where she attended Catholic and public schools. She graduated from high school in 1985, later attending Scott Community College.

It was a few years later her life changed as she became involved in drugs, prostitution and other crimes.

In 2002, she was sentenced to a five-year prison term for theft and forgery charges. Over the next four years she spent time in and out of state prison, having been sentenced to probation that was later revoked for new violations, according to Fred Scaletta of the department of corrections.

She attended the Drug Court program, an intensive program designed to keep repeat drug offenders out of prison. She was removed after newer crimes, according to court records.

She was finally discharged from the sentence last April.

About that time, she worked part-time maintenance at the Scott County Courthouse.

She worked through the community services program earning money for rent. Her last known address was an apartment across the street from the courthouse at the Ledo Apartments, formerly known as the Shricker.

Those who met her, including court employees and a newspaper reporter, regarded her as a friendly person, often joking and smiling while working.

Court records list at least 13 different addresses in as many years. She left behind two sons. Services for Ms. Hennes will be Friday at Runge Mortuary and Crematory.

Capt. Kunde said there have been tips given into the case, including investigators finding some people of interest. "We're getting a lot of informaiton we need to follow up on," he said. "We haven't come to a standstill by any means."

Friend remembers murder victim by Chris Minor

Scott County detectives are working to find a killer, and a friend of the victim says she believes she met him on the streets of downtown Davenport.

The body of Angela Marie Hennes, 41, was found Saturday afternoon in a remote farm field in western Scott County. The farmer who found her said the body had been burned.

Hennes was the mother of two children. A woman who didn't want her name used today told NewsChannel 8 that she has known Hennes for many years.

''I know she loved her children very much,*I know she loved her parents very much, she had her struggles, but she didn't*deserve this.''

The friend, who says she is a drug addict and prostitute, says Hennes, too had struggled for years with a serious cocaine problem, *and had turned to prostitution to support her hellish habit.*

''Crack cocaine. She's been in and out of treatment, and I know, I've been in treatment with her. She tried really hard to stay off the drugs, the prostitution is a way to support the habit.''

Hennes, she says, had fallen from being a middle class mother, to living in the old Schricker Apartments on West 4th Street, and believes her friend's killer has a connection to the streets and sex for sale.

''That's what I believe. I believe she got into the vehicle with some violent person. She was probably turning a trick, and whatever happened, they left her dead.''

Hennes was arrested in November of 2005 in a prostitution sting in downtown Davenport, and plead guilty a month later.

Scott County Sheriff Investigators say they aren't pursuing any one lead or angle, and are asking the public for information to help with ''that one piece of the puzzle'' that may help crack the case.

Hennes*had gone to Davenport Catholic and public schools and attended Scott Community College. ''Angela came from a very good family, she was a good person, she just had problems'', said the friend, who shared the same drug counselor as Hennes, who she says she last saw her two weeks ago on the streets.

She says she has frequented the area where Angela's body was found with her customers in the past. When asked if she's afraid of being on the street now, she said, ''Yes, I'm very afraid. I didn't think this could happen in Davenport. I know I called alot of the girls already today, the ones who have phones, and told them to be careful. We're scared to death everytime we get in a vehicle. Our parents are scared they're never going to see us again. Our boyfriends are scared. But the drugs, just drive us to do it.'

A couple days ago while window shopping I happened to see what appeared to be a fairly decent looking SW going into the liquor store on the corner of 2nd and Myrtle. davenport police arrest six on prostitution charges

davenport police officers arrested six people in a sweep of alleged prostitutes and their clients wednesday.

the tactical operations bureau hit areas they say are known for drug and prostitution activity in the downtown area, in the 300 block of brown street, according to court records.

undercover officers were allegedly propositioned by women while surveillance units allegedly observed "johns" picking up and propositioning women.

according to court records, christine g. grafton-lindell, 28, of 528 w. 6th st., davenport, was arrested with john xxxxxx, 28, of davenport. police allege they observed him pick her up in the 300 block of brown street around 2 p.m. the two then went to a semi-trailer parking area -- "a popular place for johns and prostitutes to go" -- and had sex, according to the affidavit. both christine and john were charged with loitering for prostitution.

according to court records, also arrested and charged in the bust were:

dale xxxxxx, 59, of mile, iowa. an affidavit states he agreed to pay amber l. bishop, 25, of 530 n. ripley st., davenport, $30 for sex in the 500 block of w. 9th street. both were charged with prostitution. ms. bishop also was charged with possession of a controlled substance and possession of drug paraphernalia. police allege she had a crack pipe and a generic form of xanax on her without a prescription.

kimberly lynch, 21, of 510 liberty st., muscatine, was charged with prostitution after offering to perform a sex act for $20 in the 1600 block of w. third street. she also was charged with harassment for allegedly giving police a false name to hide a warrant from muscatine county.

angel m. brown, 25, of 1526 kirkwood blvd., davenport, was arrested on outstanding warrants for several counts of prostitution and operating while intoxicated.

all those arrested made first court appearances in scott county district court wednesday morning. further court dates were unavailable.

wonder if any of the young women are the ones who were working out of sight at sugars up until harassment by the city led to them being closed last year? if so it looks like the city has done a fine job at moving something that had been behind closed doors out into the open. i may be wrong since i am certain all the dancers from sugars took a cut in pay and went and got jobs as lawyers, doctors or other profesionals right after sugars handed them their pink slips.

too pretty to do this? i definately don't agree with the assessment of these women, and furthermore there is no beauty standard that makes this type of behavior acceptable. it is a sad situation when someone allows themselves to be treated like dirt for any amount of money, much less $20-$30 dollars. this behavior is immoral, dirty and disease spreading. kudos to the dpd for doing an excellent job. i hope they catch more of their coworkers and steer them towards resources that will help them get clean and make better choices for themselves!

as awful as it is, these people still need our prayers to get them out of the lifestyle they are living. their problems i'm sure are deeper than what they have been arrested with. they are all searching for something to passify their need for love and it will not be found in a drug, alcohol or sex............only in the love that god can give. hopefully they read this and know that there some good christ-followers out here that do care for their souls. a good bible-based church is the place to start, and before anyone comments on this, god will judge us all, not just the people we read about in the paper. how are you doing with your own life??

prostitution will not be stopped as long as there are men that are going to pay for it. additionally, drug addiction, hopelessness and poverty are what drive women to sacrifice their bodies and self worth. it's not as easy as saying 'it's disgusting'. i don't think for a second these women enjoy what they are doing. i do think they would benefit from mental health and substance abuse resources.

dont be so quick to judge...when i was 15 i was forced to go with a man while walking home from school. i was drugged and then forced to have sex with at least 5 differet guys in exchange for drugs. luckily for me, the drug dealer left after 3 days to get more drugs, and i managed to escape. i woke up on the steet asleep under an upside down couch. somehow i found my way home and dont rememer much after that. i wasnt a bad teenager, i did good in school and didnt run with a bad crowd. i could have easily ended up like these women thinking that this was just another way of life. instead i started over. and thankfully i didnt get addicted to those drugs i was made to take.

you make no refrence to the fact that many, if not most, people in society have good fortune because we have earned it through hard work, education, strong morals, self respect, and a determination to always improve ourselves and those around us. i for one do not hoard my good fortune. i help when i can and when my means allow. somtimes this is a financial gift, somtimes it's listening and providing guidance. it is our duty as good citizens to try and help improve the lives of our weakest citizens. as for dispersions being cast, society has the right to judge. if these women don't want to be cast in such a harsh light, perhaps they should choose a new profession.

yes well, i grew up in an abusive alcoholic family. i put myself through college while raising children also. we have choices. these people need prayer and each week in my church we pray for all people in these types of situations. the only way to remove this type of thing from society is for everyone to turn to god and accept jesus christ as their saviour.

i know one of those people personally and that person was clean for a long time and hadn't been downtown in a long time. do any of you know how hard it is to get off of crack and stay clean? i bet you dont, so maby you should quit talking about these people. you prolly dont know them and you dont know the circumstances in which they were down town. so stop bitching and just be glad it isnt you and hope to god it never happens to you.

prostitution may not be many people's ideal behavior but, it is the worlds oldest profession. i wouldn't do it personally but, i don't think it should be a crime. if it were legal then the government could regulate it, making it safer for all the parties that are involved.
i don't think that displaying these people's addresses is a very proactive move. they have committed crimes, yes, but aren't they still people?
they didn't kill anyone, they are all adults.

wake up this is about drugs. drug dealers dont make their money from just selling drugs they make it from making addicts indebted to them turn tricks. dont think it isnt well orchestrated either. a drug dealer can cut off a supply of a lesser drug like pot to a whole area and then say "hey sorry about no pot here's some coke instead,no charge". the people who get hooked come back , that is who the drug dealer wants. because then the addict will use up all their money, credit, sell their items , then start stealing from friends and family's until the support group around them has turned their back on the addict in disgust. what does an addict have left to sell? thats right, their body. dont ever underestimate that drug dealer isn't a business man as ruthless as a corporate ceo.

Of course there is the occasional gem, but finding them seems to be a matter of luck. Anyone want to start a petition to bring in more (hopefully) better talent?

Talked to the officer and he said they did a sting last week (probably got the new girl) and their undercover officer was offered more than a massage. Charges were filed today against an employee of Island Spa, 3422 E. 1st Ave., Milan, after several anonymous complaints of alleged sexual acts offered for money.

Hui Kim Chong, 44, has been charged with prostitution, a Class A misdemeanor. John Kinser, assistant Rock Island County state's attorney, said a conviction is punishable by up to a $2,500 fine and a year in jail.

A Milan Police Department undercover investigation conducted March 30 at the spa resulted in officers bringing in Ms. Chong and business owner An Song, 63, for questioning.

Police Chief Mark Beckwith said the business was shut down last Thursday under police authority because of the sexual nature of the activity. An appeal date for closure is still being set by the Village of Milan.

MILAN -- The owner of a Milan massage spa says her business has nothing to do with another spa in town where a staff member was charged with prostitution, and that she takes steps to make it clear she provides only legitimate services.

"Just because she was in Milan and I'm in Milan we're being associated," said Paula Gunther, owner of Therapeutic Oasis Massage and Spa, 671 West 10th Ave. "That's not what spa means."

With her local competitor, Island Spa, 3422 E. First Ave., Milan, under fire after an employee was charged Thursday with prostitution, Ms. Gunther said the backlash to her business has been strong.

"It's really sad that when I have spent thousands of dollars and just about as many hours as dollars in the classroom and studying and testing to pass my national boards," Ms. Gunther said. "To have it reduced to this, and that really gives the profession a black eye as well as a black eye to the community.

Although Ms. Gunther said she expects the attention to die down soon, she said she has fielded "icky phone calls" and inappropriate requests daily as of late because of allegations at her competitor.

"We are not tolerating any funny business," she said. "If anyone comes in here and gets out of line in speech, or action, or behavior the session will be terminated, payment will be expected and a police report will be filed. End of story."

In addition to other pre-existing safeguards in place at the spa, Ms. Gunther has created a sign to place in massage rooms spelling out conduct expected of clients following the Island Spa charges.

Although awkward or illicit situations are uncommon in the industry, Ms. Gunther said she did not want anyone expecting sexual services to show up on her doorstep.

"I knew her clients would be looking for another place to go and I'm here to tell you -- it ain't here," she said.

With a small staff of only three massage therapists, Ms. Gunther takes many precautions to ensure safety and comfort for all involved. Staff members never work alone and there are intercoms in massage rooms. She reminds staff members they can terminate a session if they are made to feel uncomfortable. She also keeps a list of previous problem customers.

"We have other guidelines. We simply don't take male clients after 5 p.m. -- not first-time clients," she said, noting this policy is relaxed once new clients are established.

Although operating with a larger staff, Lauri Bishop, owner of Serenity Serenity Salon and Day Spa, 3915 16th St., Moline, has similar policies in place. She said she does not allow any of her 18 staff members to work alone and takes other precautions.

"We have intake forms that every guest has to fill out and sign that states right on there that no sexual misconduct will be tolerated or the service will end, you will be asked to leave and full payment is still expected," she said.

Capri College massage therapy director Michelle Bequeaith said she tries to prepare students for potential awkward or illegal situations as well. She said because students practice in six side-by-side cubicles with instructors nearby it would be difficult for an offensive act to be attempted at the school and go unnoticed.

Ms. Bequeaith said she encourages students to take an active role in eradicating any ideas the profession of massage therapy is anything but professional.

"It is something we as a profession have to deal with. I teach my students over and over and over again - it is your responsibility to educate the public."

Was back in town for a couple of nights last week.

Made the downtown stroll and found a couple of ladies. First was Amanda, early 20's, just had a baby about 2 months ago and very fresh. Sounds like how much you would pay for something you would have found in Sugars before they were run out off business. Don't pay that much. If you do she will expect it every time and to make things worse she will tell her friends of lesser quality and they will want that much also.

I watched this whole thing play out, kept my cool, and didn't post a response to my doubting posters. It was a zero poster that wanted more pictures of the girl I met who promised to hook me up with a gal he knew. That was the picture he sent to me when I gave him my email. He also said she was from the midwest? I don't know? I tend to give people the benefit of the doubt, know what I mean?
