Why do people assume when a provider is "being safe" it is from LE? They are MORE worried about crazy clients that might hurt them, force them, or not pay them. That is what the ID check is for. Dudes are far less likely to act up if the girl knows exactly who the person is.

They can use tower trianglulation/tracking to find the phone if it is on, but it is NOT nearly as accurate as GPS, and these pay per use phones do not usually have GPS. Tower triangulation/tracking is accurate to about 50 meters. GPS is accurate to about 3 meters.

Neither works if the phone is off. So if you are not using it, no reason for it to be on.
