If someone had serious balls, they could do a public records request to the local police departments (City of Madison, Town of Madison, Monona, etc).

The public records request would request the locations of known areas of prostitution. There must be a list because there are laws against loitering in areas of known prostitution. In order for those laws to be enforceable, there would have to be documentation of what are known areas of prostitution.
