Nothing to do for the weekend so decided to take a drive to south central Illinois and see what could be found in terms of SWs, using info gleaned on this forum. First stop on this trek was Springfield.
It appears as if Springfield is still dead in terms of SW. Going back through reports from last year it seems as if no one had reported any luck since last summer. Later reports all seemed to be posting of pics from old conquests, comments about said pics or reports that nothing was available in town. This report is going to be one of the later. Foundboth the areas of reported SW sightings the by the park east of Bus Rt55 north of downtown and the one south of the old 19th centruy house to the Hardees. Saw no girls out that had the SW look although did see a couple of young black men out who were waving me down, presuably in an effort to sell me drugs. Did the cruise a few times twice having about an hour long food break in between. Headed to Decatur where had a bot more luck- see report there.
wow Springfield really appears to be dead as of late. Never was the ebst area to find girls.
This one is Becca found her about 3 or 4 years ago and had some fun with her at a notel. Did not want nay pics taken first time I saw her but agreed second time around. She did have another part time job it turns out of cleaning out apartments and storage lockers that had been vacated but such a job was not real consistent. Had to make a trip to Springfield yesterday afternoon for work related stuff. I decided to stick around town for a bit and try my luck. I had been to Springfield once before looking back when it was much colder outside. Thought there was a good chance the somewhat milder weather might have brought a few girls out. I was wrong.
I did several sweeps though the areas that girls have been reported having been found on here. Same ones as in January. I think there may not be any out anymore or else they have moved on to new areas that no one has reported on. Last report mentioning any girls being found is from last summer. After cruising the two areas for about an hour total, with a dinner break between them I saw nothing out and decided to head out of town.
Not sure of all the street names here so bear with me. Was on what I believe is 11th St Business I-55 heading north, one sure way I knew to hit real I-55. After going under some railway tracks saw a girl walking along who gave me the eye. Pulled off onto the first side street when down pulled around and came back to the main road. She had turned around and was heading towards me, asked her if she wanted a ride and she said yes got in.

Drove around a bit and wound up finding a secluded space to park. She was very uninspired performance wise and was not really into it at all. But since it had been about six weeks since I had gotten any, so she was the best I had this month. When we were done she had me drop her off near the cheap motel by the bend in the road. She told me that hopefully as soon as the paychecks started coming in she and BF would be moving to an apartment and she would stop doing this. I would not go out of my way to hook up with her again.
At least Springfield is not totally dead and if you are desperate you may be able to find her again, until of course the paychecks start coming in.

Yes, its still open. I haven't been there for years and haven't heard anything about take out. Not sure of the current prices for dances etc, probably about the same as other clubs.
As luck has it (or not) I was in Springfield for work myself. Going back again unfortunatly.

The effort could have taken a turn for the worse Friday night when a man cocked a loaded gun and approached an undercover police vehicle demanding to know why it was parked by his house.
The incident happened about 10:40 p.m. as two plainclothes officers were sitting in a vehicle with tinted windows and watching possible drug activity at a house at 14th and Brown streets.
The vehicle was pulled off the street and a few feet from the side of a house, where a woman was sitting on the porch. The passenger-side windows of the vehicle were cracked open and the engine was off. The woman was overheard asking who was in the vehicle, then telling at least one child it was time to go to bed.
A short time later, the woman was back on the porch and again overheard talking about the undercover vehicle. Moments later, a man walked out onto the porch and yelled at the vehicle, "Who's there!"
The officers opted to stay in the car, thinking the man would probably walk up and ask through the cracked window who they were, then leave them alone.
But the man yelled, "Who's there!" three more times and started walking toward the vehicle.
Then the officers heard the clicking sound of a gun being cocked. They burst out of the vehicle and went after the man, who ran back into the house and shut the door.
In minutes, four marked patrol cars were at the house, and a woman inside let officers in to find the man. The man wouldn't tell them where the gun was, but about 20 minutes later, an officer found it stashed in the kitchen. Police said it was cocked and fully loaded.
The man also was wanted for contempt of court.
"If he turns out to be a felon, and he had a gun, then that would be great to get another gun off the street," said Sgt. Kurt Banks, one of the supervisors of the detail.
Police had made seven arrests by 11:30 p.m. Friday, most of which were drug related. They arrested a man about 7:30 p.m. near 15th and Clay streets after he ran from them when they stopped to investigate a suspicious van and a man walking away from it in the middle of the street. The man ran down an alley, and police found him in possession of suspected powder and crack cocaine.
Officers had been watching the activity for 45 minutes before something really caught their interest.
"Sometimes it doesn't go as fast as you'd like it to, and then other times you leave the station and turn the corner and ...," said Officer Ron Williams, who is the Beat 400 neighborhood police officer.
Also taken into custody Friday was a man was wanted for residential burglary. The warrant had a bond of $30,000.
Officers made eight arrests Thursday, _including that of a man who was found _with nearly $6,000 cash and about 5 grams of crack cocaine on him, a man who _had eight bags of marijuana on him and a prostitute who was working.
Officers were monitoring groups of people in yards and on the street, and they also stopped people for a variety of offenses, such as driving with the stereo too loud or not stopping at intersections.
Officers from several units in the department - including the Pro-Active Crime Unit, neighborhood police officers, the summer detail and detectives from the investigations division - were working together and pooling their knowledge to get criminals off the street.
The detail was going well, Banks said after the arrest of the man with the loaded gun.
"One of the things a lot of the supervisors have stressed is that we work together more and share information," he said, noting that all the officers bring something different to the table.
"It's just sharing that information and going out and targeting the right individuals."

A 38-year-old alleged prostitute was arrested Sunday afternoon at 10th and Enterprise streets. Police said officers were working undercover as part of a detail targeting areas known for prostitution.

Police were sent to Memorial Medical Center just after 1 a.m. Friday to meet with a battered prostitute.

According to this article it looks like several Springfield girls were given a get out of jail free card that they chose not to use.
About 40 people were being sought Friday for various drug and prostitution offenses as part of the latest Operation Sudden Impact roundup by Springfield police.
By 8:30 p.m., 20 people wanted for street-level drug dealing and prostitution had been arrested on warrants and taken to jail during the all-day roundup.
This is the fifth installment of the Operation Sudden Impact detail. Clay Dowis, deputy chief of the investigations division at the Springfield Police Department, said the operation targets street-corner sales of drugs and is an attempt to keep some of the chaos and disorder in the neighborhoods to a minimum.
"As we all know, the drug sales on the corner lead to all the violence, and really this is just an attempt to control both the drug sales and the violence that's almost always associated with it," he said.
"It is an effective way. You make the folks on the street corners a little bit apprehensive about being out there," he added. "It can impact the drug sales to some degree. I'm not sure it's going to be the end-all, but it's certainly one of the methods we're going to use to try to keep the drug sellers on their toes and hopefully off the street corners."
In previous years, police targeted solely drug dealers. However, this year they also obtained warrants for several prostitutes. Sgt. Chris Russell, one of the supervisors of the detail, said the women had been arrested previously for prostitution but cut a deal with authorities to provide information about drug activity. Because they ultimately failed to cooperate with police, they were being sought for the original prostitution offenses.
A press release from the Sangamon County State's Attorney's Office and Springfield police said a grand jury returned indictments against the 35 people for 30 drug-related offenses and five prostitution crimes. The records of the indictments and arrest warrants were sealed to allow police the opportunity to take the suspects by surprise.
Two additional felony drug warrants and five additional misdemeanor drug and prostitution warrants were also obtained, the press release said.
Operation Sudden Impact began in August 2003, shortly after Don Kliment became police chief. The police department's narcotics team works closely with the Sangamon County state's attorney's office to make cases against targeted suspects.
Most of the transactions with undercover police officers are captured on videotape. Authorities then seek indictments and warrants from the state's attorney.
The first three details resulted in the resolution of more than 100 cases, 98 convictions and prison sentences totaling more than 600 years. Operation Sudden Impact IV happened in June 2006, when 29 people were indicted.

The following people were indicted on charges of felony prostitution: Gail Bernstein, 51, of the 800 block of South Fourth Street; Jessica Fox, 26, of the Sangamon County Jail; Terrie Frye, 30, of the 1600 block of East Lawrence Avenue; Charity Goacher, 33, of the Sangamon County Jail; and Laura McCarty-Welch, 29, of the Sangamon County Jail.
Four women face charges of misdemeanor prostitution: Margaret Dickerson, 24, of the 1600 block of North 30th Street; Debra Kriener, 44, of the 1000 block of South Seventh Street; Carol Pickerell, 30, of the 1100 block of North MacArthur Boulevard; and Michelle White, 28, of the 900 block of North Ninth Street.
Dickerson, Kriener and Pickerell pleaded guilty to prostitution Tuesday, Wolff said.
Looks like justice is swift in Springfield. Plus I find it weird that several of he women reside in the jail!

A 22-year-old woman is accused of offering to perform a sex act on an undercover police officer.
Nicole R. Beaver of the 2200 block of South 12th Street was taken to jail following her arrest in the 2500 block of South 12th Street about 1:40 a.m. Saturday.
An officer working plainclothes duty on a prostitution detail was flagged down by Beaver in the 1300 block of Germania, and she allegedly offered to perform a sexual act in exchange for $30. The officer drove to a parking lot in the 2500 block of South 12th Street and waited for backup officers to arrive and arrest Beaver.
While he was waiting, Beaver got nervous, police said. The officer then identified himself and tried to arrest her, but she pulled away. When the officer handcuffed her, she allegedly tried kicking him several times, and the officer eventually opened the passenger-side door and shoved her out while keeping a handle on the cuffs.

Police conducting a prostitution detail Monday night arrested a woman after she allegedly offered to perform a sex act on an undercover officer in exchange for $30.
The officer was patrolling in the area of 11th and Cass streets in an unmarked car about 9:30 p.m. when he saw Lori B. Brown, 26, of the 1000 block of East Cornell Avenue Brown, who he knew from past dealings with her.
Brown allegedly flagged the officer down, and he pulled into a parking lot. She walked over and got into the passenger seat, asked if he was a cop, and when he said no, they negotiated a price for a specific act. The officer eventually identified himself as such, and Brown allegedly tried to flee. He caught her, and after a short struggle, she was arrested.

Two people were arrested a little after noon Monday when neighbors saw them having sex on the back steps of a vacant house in the 800 block of North Seventh Street.
Herman P. Ellison, 42, of the 1600 block of North 11th Street and Jennifer M. Gilmore, 34, of the 1700 block of South 11th Street were taken to Sangamon County Jail after the incident.
Officers were sent to the property after a neighbor complained that a sexual encounter was happening behind the house. A woman told police she saw her young daughter staring out a bathroom window at something, and when she looked out, she saw a couple engaged in sex.
The woman’s husband also saw the encounter.
Three police officers showed up at the property, and they took Ellison and Gilmore into custody. Prior to being arrested, Gilmore allegedly provided a false name, and it was discovered she was wanted in Sangamon County for failing to appear in court for possession of a controlled substance.

Seven women are behind bars in Springfield after police bust them for prostitution. It comes after an undercover sting operation in the Enos Park and Bunn Park neighborhoods Tuesday night.
Olie Steigberg has lived in the Enos Park Neighborhood for more than 25 years. He says it is common to see prostitutes working in his neighborhood. “Especially at night probably about 8 or 9 o'clock at night is when it gets really bad,” said Steigberg.
Neighborhood Police Officer Kevin Barrington was part of last night's bust were seven women were caught trying to profit from sex. “Most of them were actually walking in the area, flagging down cars and we were made aware of that,” said Barrington. He's says the women aren't the only one's losing out. “A lot of people consider prostitution a victim less crime, but it's not there's a lot of victims. The neighborhood itself is a victim and prostitutes are normally victims,” said Barrington.
Tuesday nights bust was a joint effort between the new street crimes unit and neighborhood officers. It's the first time they've teamed up. Police still have some other suspects and say there could be more arrests to come.

Police respond to complaints about prostitution

For the past three summers, Jamie Adaire has watched a growing number of prostitutes trolling for customers along Ash Street, between 11th and 15th streets, and around the 2100 block of Cornell Avenue.
“It has become a security risk for the community. ... We have children getting on and off the buses out there,” said Adaire, a 30-year resident of Bunn Park and president of its neighborhood association.
It’s a problem that’s brought drug and other criminal activity to the area, decreased property values and forced residents to stay inside their homes, he said.
“They’ve been working this area quite a bit, and we have reported it on many occasions to the police, and ... when the police come around, they don’t do anything. (The prostitutes are) just walking, and the police can’t do anything,” Adaire said.
That pattern changed Tuesday night when a special police detail nabbed three of the neighborhood’s alleged prostitutes. Overall, seven women were arrested in the sting, including four in the Enos Park area, which is north of downtown.
Adaire called the bust encouraging. However, he fears the same women will soon be back, just in another neighborhood.
“It seems once they’re taken off the streets, they come back and move to somebody else’s street. That’s been a recurring problem in this community,” he said. “It seems like they’re playing musical chairs.”
Police and social service agencies agree that prostitution is an ongoing problem that migrates.
“We’ll go out and we’ll pick them up and do a sting. It will lessen activity for a while,” police Cmdr. Cliff Buscher said. “... They move someplace else, so we go there and make arrests there and clean up that neighborhood.”
Bernie Carver, director of Positive Options, Referrals and Alternatives — an agency that helps woman break the cycle of prostitution — said his staff sees the problem first-hand when they do a street outreach four nights a week.
The outreach, which consists of HIV testing, condom distribution, counseling referrals, etc., focuses on high-risk areas for prostitution, including low-cost housing and liquor stores.
“This is a highly mobile population. People move around and respond to police activity,” Carver said. “There are people who are homeless and just do this to survive.”
Police decided to go after activity in Bunn and Enos parks Tuesday due to numerous complaints from residents, Buscher said.
The sting was a cooperative effort among members of the police department’s street crimes unit, neighborhood police officers and patrol officers.
The three women arrested near Bunn Park are: Farrah L. Mount, 30, of the 400 block of East Myrtle Street; Phyllis M. Heinemann, 42, of the 2200 block of East Pine Street; and Rebecca Eller, 36, of the 1400 block of East Cedar Street.
The four taken into custody around Enos Park are: Sondra K. Sawyer, 42, of the 1100 block of South Spring Street; Tammy L. Drum, 33, who is homeless; Mila Manuel, 32, of the 1600 block of Loveland Street; and Gloria McKaufman, 40, of the 900 block of North Fifth Street.
Enos Park Neighborhood Improvement Association president Steve Combs said the problem, which residents rate second only to drug dealers and users, is cyclical in his area.
After the neighborhood struggled with prostitution in the past, he said it re-emerged early this fall and appeared to be concentrated at a particular property. So residents began working with Enos’ neighborhood police officer, Kevin Barrington.
Combs said he is optimistic that continued partnerships between the street crimes unit and neighborhood police officers can put enough pressure on prostitutes to make a difference. It ties in with Enos Park’s efforts to purchase surveillance cameras and take legal action against troublesome property-owners, he said.
“Criminals tend not to want to be confronted. They want to go the path of least resistance. Our job is to make it very difficult to find that path,” Combs said.
Adaire agreed community action is key. He also thinks police efforts should focus on the johns as well as the prostitutes.
“I don’t think any police department has a real solution for it. We keep putting (prostitutes) in jail, but maybe it would help if they had some kind of treatment,” he said.
Carver and the PORA organization see prostitutes mostly as victims.
“Our clientele are almost all universally victims of childhood sexual abuse, extreme poverty, drug and alcohol addiction,” he said. “The other factor that many people don’t consider is that four out of five have a pimp of some kind who more or less force them to do this. It’s a kind of rape where the violence and sex is contracted to a third party.”
Carver noted that police have been very cooperative with his organization in the past and that one of PORA’s former employees is now a Springfield police officer.
“We don’t view them as the enemy. They have a legal system they have to work within. And the women don’t view them as the enemy, either. They know police are there to serve and protect. Sometimes they’re thankful for getting picked up,” he said.

Springfield residents may notice more police officers on the street and less criminal activity in their neighborhoods after the first of the year, once a new police work schedule goes into effect.
The Springfield Police Department currently has three shifts of officers who work 8 1/2 hours a day. Under the new plan, the department will have five shifts, and officers will work nine-hour days.
The plan was prompted by a desire to get more officers on the street at peak times, but also by a glitch in the current schedule that requires officers to occasionally work six days in a row with two days off.
Springfield police Deputy Chief Doug Williamson said officials studied the department’s calls for service and evaluated the times of the day when more or fewer officers are needed on the street.
“Chief (Ralph) Caldwell, as well as the staff, has made every effort to put as many officers on the street as possible, but we didn’t want to just throw them out there without evaluating when they should be there and what type of work they should be doing,” Williamson said.
“We’re trying to target the criminal activity a little better. We’ve got an increased focus on targeted patrols, and you’ll also see an increase in the special details that we run, such as traffic details, prostitution stings and covert surveillance.”
Currently, the city’s police officers work a 5/3 rotation, which means they work five days in a row and have three days off. However, when the officers’ days off fall on Wednesday, Thursday and Friday, they do not get the Friday off. Similarly, if their days off fall on Thursday, Friday and Saturday, they must work the Saturday.
“In order to reach the amount of hours they had to work, they owed us days. So the management of the police department chose the high-calls-for-service days for them to work,” Williamson said. “We could pick any day for them to work, so we chose Friday and Saturday so we could beef up the manpower.”
The result was that officers, depending on what schedule they were on, could lose as many as 10 to 14 Fridays and Saturdays, and they would lose them in consecutive weeks at a time.
The new schedule, which goes into effect Jan. 2, will smooth out that wrinkle. However, the department wasn’t able to fix the problem under the current three-shifts-per-day schedule, so administrators looked at other options. They concluded five shifts per day would ensure there were enough officers on the street at all times.
The shifts will start at 6 a.m., 8 a.m., 3 p.m., 7 p.m. and 11 p.m. Each will be for nine hours.
The department’s policy is to not reveal the specific number of officers on the street at any given time, but Williamson said there will be times under the new plan when manpower is increased from 20 percent to 45 percent.
In addition, the department will have two layers of officers working for about six hours each night — patrol officers going from call to call, but also the department’s six-member Street Crimes Unit and its 10 neighborhood police officers, who will work on specific crime problems and hot spots around the city.
For instance, they might saturate an area where there has been a burglary spree, or they could target drug dealers or work traffic details.
The second layer of police officers means the department will have resources to target high-crime areas and times of increased calls for service.
Residents should notice the change, Williamson said.
“The average citizen is generally home and watching the police protection and the police response during the evening hours, and that is where we have loaded up the police officers,” he said.

Drove around earlier this evening, absolutely dead. It wasn't even that cold out. There were people out, just no ladies. I can't wait for spring, because dead is the only word to describe Springfield right now.

A Springfield police officer is under investigation for allegations that he engaged in a sex act with a prostitute while on duty, sources said.
Police officials confirmed an officer is under investigation but would not discuss the nature of the allegations.
“It’s an internal matter at this time. The Illinois State Police is looking at it at our request. He is on restricted-duty assignment until the investigation concludes,” said deputy chief Clay Dowis of the Springfield Police Department. He declined to elaborate.
The officer was not arrested, and it is unclear if he could face misconduct or other criminal charges. First assistant Sangamon County state’s attorney Steve Weinhoeft would not comment Thursday.
“The matter is still under review right now,” he said.
The woman involved notified the police department after the alleged incident, which happened early Wednesday in Lincoln Park. Sources said the officer stopped to talk to the woman, and she asked for a ride home. Instead, he allegedly drove her to the park and arranged for the sexual act.
The officer then drove the woman home, and a friend convinced her to report the matter to police. Officers reportedly collected evidence from the spot in the park where the car had been parked.
Officials would not name the officer pending the outcome of the investigation.

Birthday party arrest
A 21st birthday party at a downtown bar went awry Tuesday night when a woman who offered to perform a lap dance for the honoree stole $20 from him, police said.
A 31year old Springfield woman was arrested outside after the incident, which happened about 11 p.m. at Two Brothers Lounge, 309 E. Monroe St.
According to police, the victim and his friends were celebrating when the woman showed up with a man, and at some point offered to give the 21-year-old a lap dance because it was his birthday. Afterward, she allegedly dragged the victim into the women’s room as his friends videotaped.
Police said that’s where the accounts differ. The victim accused the woman of taking $20 from his wallet and leaving.
Initially she said she knew nothing about the incident, then told officers she was promised $25 if she performed a sex act on the man. When an officer asked whether Rogers was admitting to prostitution, she changed her story again, police said.
As she left the bar, she allegedly got into a fight with another woman on the sidewalk. Officers found her a short time later about a half block west of the bar and eventually arrested her for aggravated battery.

Three women and a man were arrested Sunday night during a prostitution sting near Enos Park at Seventh and Enterprise streets.
Three Springfield women aged 17, 29 & 30 were arrested. The newspaper listed all 3 names and addresses, which I removed since I as far as I know it is against the rules. Surprised since in the past I have not seen the names of people under 18, only something like a "17 year old juvinille".
Police also plan to seek charges of resisting arrest against the 29 year old woman after she repeatedly tried to pull away while they were handcuffing her.

A Springfield group is taking a new approach to crack down on an age old problem.
PORA wants police to not only focus on arresting prostitutes, but the men who buy sex. One former prostitute says she feels thats the only way to slow the problem.
I got attacked by a man he stabbed me 8 times raped me and left me in the woods, buried me in a shallow grave, said Donna Johnstone.
That brutal attack changed Johnstone's life. After 15 years of picking up men as a prostitute shes no longer on the streets.
That made me realize how much I had hurt my kids, hurt my family, said Johnstone.
Shes not alone prostitutes work the streets everyday across Central Illinois.
What we feel needs to be done is attack the demand side of the problem, said PORA Director Bernie Carver.
PORA helps prostitutes get off the streets hopes the Springfield city council will pass a new ordinance punishing solicitors of sex.
We'd like to take this out of the criminal justice system and make it a civil fine more of less like a parking ticket, said Carver.
The first offence would be $1,000 and a second could cost all the way up to $3,000. Former prostitutes like Johnstone say lowering demand is a step in the right direction.
Were doing this, but they make it easy for us because they're always wanting sex. They're always wanting something, said Johnstone.
We're not opposed to having the sellers arrested and incarcerated, but we just think there needs to be more emphasis on the other side of the equation, said Carver.
Even if the plan works Johnstone knows it will take an eye-opening event like the one she had to get many prostitutes off the streets.
My message is they don't have to go as far as I did because eventually something's going to happen and whether you survive it or not is up to your higher power, but why take that chance, said Johnstone.
Alderman Gail Simpson says she's in favor of any ordinance going after the people buying sex. She hopes the council can bring it up soon.
Carver would also like to see a mandatory class when men are arrested for buying sex to teach them what they're doing the community.
But for God's sakes let's not slow down the sale of drugs, or provide jobs, or provide education, or anything else that will help a woman do anything but suck dick for a living.
Let's also root for the Guv with his cuts in transit, etc. that kicks the props out from anyone in the lower class.

Springfield park police are cracking down on illegal activity in some local parks.
An undercover operation focusing on prostitution and sex acts occurring in some parks was held on Thursday and led to the arrests of five men.
Four of the men arrested at Carpenter Park will be facing charges of solicitations of sex acts, and one, arrested at Douglas Park, is charged with public indecency and resisting arrest. * Police say they encountered many more men at the scene, but did not have enough information to arrest them.
Some park-goers say they always knew illegal activity like this was going on, but tried to stay away from it. Now they say they’re just happy the police are finally doing something to put an end to it.
Police say they will continue the stricter patrols of the park, but park-goers are encouraged to call in if they witness anyone engaged in sex acts or suspicious behavior.

YOUR CAR COULD BE IMPOUNDED
People arrested for soliciting prostitutes in Springfield would have their vehicles impounded for a day, under a proposal backed by Mayor Tim Davlin.
City law already gives police the authority to impound vehicles involved in prostitution-related cases. The proposed ordinance would make impoundment mandatory for those caught soliciting from a vehicle.
"With this ordinance, Mayor Davlin hopes that it will reduce the occurrence of prostitution within the city of Springfield, " said Jim Donelan, executive assistant to the mayor.
Asked how large a problem prostitution is in Springfield, Donelan said: "It’s no secret that it’s one of the oldest professions that exist. It’s one that we would rather not have in great occurrences in this city. "
But some say the proposed ordinance doesn’t go far enough.
Bernie Carver, outreach coordinator for Positive Options, Referrals and Alternatives (PORA), called it a "baby step in the right direction. "
He said the local nonprofit organization would rather see steeper fines — ranging from $1, 000 to $1, 500 for first-time offenders and $1, 500 to $3, 000 for a second offense. Currently, solicitation of a prostitute is a misdemeanor that comes with a fine of up to $500.
"We really need to get people’s attention, " Carver said.
He said his agency, which helps prostitution survivors, has been told there are about 10 customers for every prostitute working on Springfield’s streets.
"This problem is not going away unless we focus on the demand side, " he said.
Springfield police have made 25 arrests so far this year on prostitution-related charges, more than in each of the last three years. Donelan said the increase is attributed to greater enforcement efforts. There have been two arrests for solicitation so far this year, according to the Springfield Police Department.
The proposed ordinance change will be discussed Tuesday by the city council’s finance committee. The meeting will be at 5:15 p. M. In the city council chamber, third floor of Municipal Center West, 300 S. Seventh St.
The proposal calls for a vehicle to be impounded for 24 hours after an arrest. A towing fee of $55 and a storage fee of $12 per day must be paid before the vehicle is released, Donelan said.
If the vehicle isn’t owned by the person under arrest, it can be released to its owner before 24 hours. Towing and storage fees will still have to be paid.
Cities and counties across the country have passed laws allowing vehicles to be seized. Some come with a fee of more than $1, 000.
While the laws have generated more money, they’ve also prompted legal challenges.
In Miami, a city law impounding vehicles was ruled unconstitutional earlier this year by a state appeals court. The law, passed in 1997, had generated more than $12 million in impoundment fees, according to newspaper reports. Miami charged an impoundment fee of $1, 000 in addition to towing and storage fees.
Donelan said the city isn’t worried about legal challenges.

Springfield Police go undercover to target prostitutes and people paying for sex.
* One of the people arrested was a 14-year-old boy. Prosecutors are still looking into that case, but already one of the women arrested has plead guilty.
* For more than an hour police sat and waited for their first sign of trouble. They spent their next seven hours looking for men and women trying to buy and sell sex. While focusing on one woman she offered her services. That's when police moved in and made the arrest.
* “We get a lot of repeat offenders it's kind of an unusual thing to come across a face you haven't seen before,” said Officer Matt Goulet.
* After the first arrest officers waited more than an hour to bust another man near Enos Park.
* “It's just something that takes time. It's something that has to be done because it's not a victimless crime,” said Enos Park Neighborhood Association President Steve Combs.
* While the Enos Park Neighborhood Association knows prostitution won't be eliminated or go away completely they're glad to see police taking action.
* So far this year Springfield police have taken 25 prostitutes off the street by doing details like this and they say the results are starting to show.
* “I think we're defiantly seeing less activity, but we see more activity and then it goes away,” said Goulet.
* The difficulty in fighting this crime is it's always on the move. Police know it's an ongoing battle so this time they're not just looking for those selling sex, but those buying it as well. That's why officers are out on a night like this and they vow to be back.
* “When we can get together like this and spend time in an area where residents have called and complained about illegal activity is satisfying to go in and make a very obvious difference,” said Goulet.
* Springfield police have done about five undercover stings so far this year.

I think this town along with many others may just be dead. A woman who a year ago had sex with an on-duty Springfield police officer in a city park has filed suit against the officer, alleging he raped and injured her, causing her to miss out on income.
The suit, filed by 47 year old Brenda of Springfield, who has a long local record of prostitution and other arrests, seeks damages in excess of $50,000 from former Springfield police officer Zeid Langan. Langan resigned as a result of the incident.
The complaint also names the city of Springfield and Police Chief Ralph Caldwell as “respondents in discovery,” meaning Brenda’s attorney is trying to determine if there is enough evidence to name them as defendants in the suit.
Brenda’s suit says the assault was unprovoked and that she suffered physical and psychological injuries.
“As a result of said injuries (Brenda) necessarily incurred medical expenses and will incur additional medical bills in the future,” the complaint, filed Jan. 15, reads. “Furthermore, for a period of time (Brenda) was unable to perform her occupation with the result that she has suffered loss of income ...”
Brenda is represented by Springfield attorney Randall Wolter of the firm Wolter, Beeman and Lynch. He declined Tuesday to say what Brenda’s occupation is or was at the time of the attack. He said she suffered both physical and mental injuries, but he did not get into specifics.
“In all honesty, I’m not sure what she’s doing now. I haven’t spoken to her in a while,” he said.
A Springfield police report on the Jan. 22, 2008, incident, written by Lt. Chris Mueller, states Brenda reported the incident to police right away, even though she feared being arrested “because she took money from the officer, presumably in exchange for the sex act.”
No criminal charges were ever filed against Brenda or Langan. An assistant Sangamon County state’s attorney at the time confirmed Langan was under investigation but said he was not charged because no money was exchanged for sex. The investigation reportedly showed Langan gave Brenda money to buy alcohol, not for sexual favors.
Wolter also said no money was exchanged for sex.
“If she had been paid for any sexual activity, obviously we wouldn’t be alleging a sexual assault,” he said.
Langan resigned from the police force a week later.
The incident happened in the early morning of Jan. 22, 2008, in Lincoln Park. Langan reportedly stopped to talk to Brenda about 11:15 p.m., and she asked for a ride home because she’d been drinking at a friend’s apartment on West Jefferson Street. He allegedly drove her to the park instead, and the two had sex outside the squad car. She earlier asked him for $2 so she could buy some alcohol, but the police report indicates he gave her $7 after the act.
Langan then made Brenda lay down in the back seat while he drove her home.
A friend convinced her to report the matter.
Brenda told another officer, with whom she was acquainted, about the encounter, and he notified Mueller, who was the shift lieutenant at the time. Mueller and Lt. Steve Swetland took Brenda to Lincoln Park, where they found a condom wrapper and a used condom, as well as tire tracks in fresh snow, all of which backed up Brenda’s account.
According to the report, Brenda described the officer with whom she’d had the encounter as “short, fat and dumpy.” She also provided the number of the squad car assigned to Langan.
Langan’s phone number is unlisted, and he could not be reached
for comment Tuesday. It was unclear who will represent him in the lawsuit.
City attorney Jenifer Johnson declined comment except to say, “The city has not been named as a party, so we’re going to take a wait-and-see approach.”
Brenda has been arrested numerous times for prostitution, including July 30, 1993; Aug. 10, 1994; March 28, 1998; March 6, 1999; Aug. 16, 1999; Aug. 18, 2003; and Aug. 19, 2006. She was convicted on four of the charges; three of them were dismissed.
Her criminal record also includes charges for forgery, theft, soliciting rides as a pedestrian, resisting arrest and trespassing.

According to the State Journal-Register on Monday a lady from Pleasant Plains pleaded guilty to helping run a multi-state prostitution ring. She was indicted last September along with 16 others. The stings in Springfield are done for now. Several SW's and Hobbyists were arrested as a result. This is done every year here prior to the start of the Illinois State Fair. The North 9th street stroll and Enos Park Area should be avoided or follow the 2 Cop Rule, as LEO will be targeting this area prior to and during the State Fair (August 13 to August 23rd).
There is not much happening on or around the South 11th stroll, except for Chante (approx 30 yo WSW BBBJCIM.2) and Becky (35 yo WSW BBBJCIM.20) both very good at what they do, both 7's on SW scale. No digits for either. But if one knows how to cruise the stroll then either one of these to WSW should be easy to find.

Springfield Alderman Busted In Prostitution Sweep Springfield Police say an Alderman in the capital city picked the wrong time to hit on the wrong ladies.
Officers say they were at a local bar over the weekend to crackdown on complaints of prostitution when a Springfield alderman approached two under-cover, female officers and asked about a sex act.
Police arrested Alderman Sam XXXXX around 2 a.m. Sunday. He was booked into the county jail on a misdemeanor count of solicitation of a sexual act.
Sam's lawyer says his client didn't break the law. He says the alderman was simply chatting with the women but that no crime occurred.
Sam represents the area of Springfield that includes the city's downtown, and area that has seen its share of prostitution problems. So he could have thought that the police women were his voters who he just wanted to get to know better.
This is not the first time Sam has had troubles because of his interaction with women. The Illinois Department of Corrections banned Sam from its prisons after guards say they caught him and a female inmate hugging and kissing back in 2002.
Sam is a lawyer, and was able to sign for his release from jail.
No word yet when he may be back before a judge to face the prostitution charges.

The perported City Alderman will be charged by the Sangamon County States Attorney for allegedly seeking a sex act from two undercover police women.
The 55 year old Alderman faces one count of solicitation of a sexual act, which is a Class B Misdemeanor punishable by up to 180 days in jail and or a fine of as much as $2000. He was arrested about 2 AM Sunday, outside of bar in the 400 block of East Washington St.
The Alderman referred all questions to his attorney, and has no plans to resign.
On a side note, yes Mr. Quick he is not allowed to conduct attorney client visits at the Illinois Department of Corrections, and also at the Sangamon County Jail for allegedly recieving "payment in kind" from one of his female clients.

Dale XXXXX was arrested in the 1000 block of South 11th Street, was booked into the Sangamon County Jail about 7:35 p.m., according to jail records.

They didn't need much of a sting to arrest Sam. He is just not very smart when it comes to the ladies. I know him and a few of the ladies that he has attempted to solicit before. As indicated in a previous report, his sideshow has a new act about every 30 days. This is the just latest version.
Leave it to the Springfield police to get right on the stick. Just a few days ago someone reported on finding some action on south 11th and wouldn't you know it, someone gets arrested at that very location. If I didn't know any better I could swear that the original post was a setup.

Ward 5 Ald. Sam xxxxxxx allegedly agreed to pay as many as three women, two of them undercover police officers, $40 each for a sex act, according to a police report obtained through the Freedom of Information Act.
The 10-page report, released Thursday by the city, provides more details about the events that allegedly unfolded at Bar Oasis, 411 E. Washington St., in the early hours of Aug. 9. The aldermans arrest was part of an undercover prostitution/illegal drug buy-bust operation conducted by the Springfield Police Departments Street Crimes Unit.
55 tear old Sam has been charged with one count of solicitation of a sex act, which is a Class B misdemeanor. His first court appearance is scheduled for Oct. 13.
His attorney, Jay Elmore, declined Thursday to discuss details of the case. But he said Sam plans to plead not guilty and take the case to trial.
On the day of his arrest, Sam's then-attorney Jeffery Leving said: Sam was sitting at his neighborhood bar, across the alley from his residence, minding his own business, when two female police officers sat down next to him. Casual small talk ensued, but certainly no crime took place.
According to narratives in the police report, two undercover female officers approached a man, later identified as Sam, who was sitting at the bar about 1:30 a.m. Both women sat on barstools to his left.
The man offered to buy them a drink. One officer accepted, and he bought her a bottle of MGD 64. The other declined, saying she already had a beer.
The man, who was drinking a Baileys and Buttershots drink, introduced himself as Sam Sam, and identified himself as a lawyer and an aldermen of the city, according to the report.
The officers introduced themselves as Jennifer and Nichole from Virden.
Sam allegedly told Jennifer he was looking for a girl like me and gave the two women a booklet of paper with his name preprinted on it, according to the report. A copy of the paper attached to the police report shows that on top of it reads: Sam xxxxxxx Alderman. At the bottom is a slogan: A Hardworking Alderman.
Jennifer asked Sam where she could score some powder and ecstasy, according to the report, and Sam told them that he didn't do illegal drugs.
He allegedly told Jennifer he had beer and wine in his apartment downtown and that she should come with him because it would be cheaper to drink in his apartment.
Jennifer told Sam that when we visit Springfield it is to make money, the report says.
I then asked Sam if we went to his apartment and saved him a bar tab, could we make some money. Sam asked what we would do.
Jennifer suggested that the two would perform oral sex for $40 a piece, according to the report. Sam said he had money and would take care of us, the report alleges.
Nichole said her sister would join them at his apartment for the same price, and he stated that he would give us $120 for all three of us.
Sam displayed a large sum of money and informed us that he had plenty of money for us and would make it worth our time, the report says.
Nichole said she told Sam to wait until the transaction was completed to pay. Sam put his money back into his pocket, the report says.
The two officers told him they had to go to another bar, Catch 22, to pick up the officers sister, and for him to stay at Bar Oasis before they would go to his apartment. He wrote down his number on the pad he gave the women earlier, according to the report.
As Sam exited the club, a sergeant approached and walked him across Washington Street for privacy, the report says. He was advised he was under arrest, and he asked to go to an ATM so that he could get bond money.

Cruise that street in the early evening and pickins are not bad for this fair city. The last sting I've heard about was in August just before the State Fair. The last arrest was with Sam and Man. But have not read or heard about anything since.
Start on 11th and Stevenson, heard north to North Grand. Jump over to 9th street and keep going north till Sangamon. Head back south down ninth till it ends. Make that loop at the right time and you'll see at least three prospects, maybe more.
Saw one sitting on a park bench on 9th and Carpenter. Another on south 11th near South Grand, another on 9th near McDonalds (this area can be particularly active. There is either a druggie or a SW standing near the entrance of the BP station just about every time I go by.

Wanna know how to find and sw in Springfield? Look for the LE. If there's one nearby, the ladies aren't too far away. It works just the reverse in this town. There are so many cops...Sec. of State Police, Park Police, City Police , County Police. Its like looking for poop by following the flies. I can't count how many times I've seen the presence of LE and sure nuff...there's a chick giving people the look right nearby. They couldn't all be decoys. In September, things will change. Cut backs will take place and the cops will no long have the manpower to point their radar in areas where no posted speed limits exist. They will no long be able to put a fleet of cars in a circle around the next suspected sw they see. I'm all for enforcing the laws that matter but its time for the ridiculousness to end. Guess they finally got around to arresting the juveniles who were robbing suburban homes in the past week. Springfield, IL- From reading the forum, it is looking like this is the Mecca of the Midwest for AMP's. I went to one (Warm or Cozy?) last fall and had a good time. It seems that all the AMP's here are pretty good. If anyone would care to give them a ranking I would be grateful. Won't have the time or funds to hit them all on this trip, but that may be another trip as well.
Quad Cities / Moline, IL- I usually stop at Rose in Moline. I am inclined to try a new joint this trip. I have been meaning to the last few times, but Linda is good so I usually fall back to the tried and true when I am down there. I feel like I should try Island or Asian in Milan. Would like to see Tattoo Tit at some point.
CR and Des Moines, IA- I will probably skip CR and just head to Des Moines. Like to hit Hull Ave. For some fun. Any place else in the area good? I have the number from a lady that was in Ankeny that I will reach out and see if she is still in the area. Had some limited fun with her about a year ago.
Back to Minneapolis. $400 for the rental car and 2400 or so miles, $2000 for hobby funds to start. A bunch of memories I can only tell guys I don't know. Priceless!
Thanks for indulging in a long read, and if after reading, you can offer any suggestions I woud really appreciate it. I will post a follow up late May with a re-cap of how the trip went. I have done a handful of these type of trips in the past, but the COVID got in the way the last couple of years. Really had fun on a couple of trips to Florida and Arizona. Looking forward to the "road" again.

Normally I pitch the question as I don't care what the answer is but I just want to know the truth about the risk I am taking. And then it's all in how the lady answers the question. Some women monitor their Menstrual cycle (or claim to atleast). Some say they haven't been on BC for X amount of time. Some say they are indeed on BC, some have their tubes tied. Some have health issues that make getting pregnant difficult. I get a large range of responses when I inquire. When I lived in Ohio and started to act on this fetish I've even had a lady that I've seen for a while confess that she was never on BC when we were hooking up and she would invite me over for overnight appointments for the (donation of an hour) when she thought she ovulating. Those were a huge turn on, and she did have a kid during the years that we were playing together but it wasn't mine so I suspect she was telling me the truth.
It's a pretty long winded answer but the Short answer is you don't know who is being truthful, you just go with the flow. And to be clear I would not recommend this fetish to anyone, it's just my thing that I personally like to do.
