A warning- posting this bit in all the areas I have posted a few times. This is something that happened to me last month and was not quite sure how to deal with it.

I was at a fairly nice hotel for a conference in a city where I have never been cruising for girls nor posted. Their wireless interent was having problems and in the morning while waiting for events to get underway I decided to make use of a computer they had hooked up online for use by guests. Two arrested in teen sex ring By Mary Schenk December 14, 2006 1:35 PM CST

Champaign County sheriff's deputies have arrested two people from Urbana in connection with a juvenile prostitution ring involving at least five girls and probably more.

A release from Champaign County Sheriff Dan Walsh said John D. Haywood, 46, of 4312 E. Airport Road, U, and Pearl E. Bigham, 27, who listed an address in the 1100 block of Lanore Drive, were each arrested Wednesday for juvenile pimping, a Class 1 felony alleging they induced teenage girls to perform sex acts with others for money.

Haywood was also charged with two counts of aggravated criminal sexual abuse, a Class 2 felony, alleging that he had inappropriate sexual contact with two girls in his home – one on or about Nov. 29 and the other sometime in December.

"Girls ages 14 to 16 were induced to have sex with adults as part of this enterprise. We have located five girls involved, but there may be others we do not know about," Walsh said in a release, asking that anyone with information contact his office at 384-1213. He refused to release further details.

State's Attorney Julia Rietz said the matter came to the attention of authorities about two weeks ago through concerned parents.

"Somehow or another, Bigham becomes acquainted with these girls and arranges for them to meet Haywood. Then he has sex with them and arranges for them to have sex with other people for money," she said.

Rietz said because the investigation is in its early stages, authorities are not sure how long the pimping may have been going on. They are also convinced that there are probably more victims than the five identified, she said.

Rietz said deputies also plan to investigate the customers of Haywood and that criminal charges against them are possible depending on what detectives learn.

The arrests Wednesday of Haywood and Bigham followed a search done at Haywood's home Tuesday in which deputies seized numerous items, including video and cassette tapes. Investigators will be looking at those to see if they can determine the identities of victims and customers.

Juvenile pimping carries penalties ranging from probation to four to 15 years in prison upon conviction.

Haywood would be eligible for an extended prison term of up to 30 years based on his criminal history, which includes convictions out of Vermilion County in 1993 for possession of a controlled substance, robbery and armed robbery, Rietz said. He was also on probation for a 2005 Champaign County conviction for unlawful use of weapons by a felon.

Haywood was arrested on a warrant issued Wednesday by Judge Tom Difanis carrying a bond of $750,000. Bigham was arrested without a warrant. Both were expected to make court appearances this afternoon.

Man, woman accused of using teens as prostitutes

An Urbana man was charged Thursday with having sex with two teenage girls that he pressed into service as prostitutes. A woman working with him is also charged with recruiting the teens to work as prostitutes.

John Haywood, 46, of 4312 E. Airport Road, was charged with two counts of aggravated criminal sexual abuse and an even more serious charge of juvenile pimping. Also charged with juvenile pimping was Pearl Bigham, 27, who listed an address in the 1100 block of Lanore Drive, Urbana. They were arrested Wednesday.

Juvenile pimping is a Class 1 felony carrying penalties upon conviction ranging from probation to four to 15 years in prison.

The pair is accused of enlisting teenage girls to work for Haywood as prostitutes.

Champaign County sheriff's Lt. Ed Ogle said officials became aware of the matter when victims came forward. Deputies believe there may be other victims and have asked anyone with information to call his department at 217-384-1213.

In court Thursday afternoon, Assistant State's Attorney Duke Harris explained what deputies have learned:

— At Bigham's home on Nov. 29, the Urbana woman told one victim she could make money working as a prostitute. Bigham took the girl to Haywood's home, where he had sex with the teen.

Later that evening, Haywood called the victim and said he had a job for her that night. Haywood drove the girl to his home, and she had sex with another man for $50. The next day Haywood gave the girl $40 of the $50 he had collected from the customer.

— About a month ago, a second victim met Bigham, who told the girl she could make money working as a prostitute for Haywood. The girl went to Haywood's home sometime this month, where they too had sex.

Haywood later arranged for that girl to have sex with a Champaign man in return for cash. When the girl asked Haywood for her money, he refused.

Harris said based on the interviews with the girls, police searched Haywood's Airport Road home on Tuesday and recovered "numerous" DVDs and videocassette tapes depicting Haywood and the girls engaged in sex acts.

Haywood was arraigned Thursday via video hookup from Champaign County's satellite jail. Judge John Kennedy ordered bond set at $750,000 and Haywood have no contact with the victims named in the charges or their homes.

Harris also noted that if convicted, Haywood would face an extended prison term based on prior convictions out of Vermilion County for robbery, armed robbery and possession of a controlled substance, for which he served prison sentences. At the time of his arrest, he was serving a sentence of probation for unlawful use of weapons by a felon that he received in September 2005 in Champaign County, Harris said.

Kennedy set Bigham's bond at $250,000 and ordered her not to have any contact with the victims. Harris said the only criminal history he could find on Bigham involved a deferred prosecution for theft from Texas in 2004.

At a news conference later Thursday, Sheriff Dan Walsh, Ogle and State's Attorney Julia Rietz declined to answer many questions, citing the ongoing nature of the investigation.

"We are in the infant stages of this investigation," Ogle said, unable to answer how long the abuse may have been going on. They said five girls may have been victimized by Haywood and Bigham although there were only two victims listed in the criminal charges.

Rietz said earlier that she would consider charges against the customers of the girls but it would depend on how the investigation developed.

Teen prostitution investigation to take awhile By Mary Schenk

Because of the "hundreds" of videotapes, DVDs and CDs seized from the home of an Urbana man accused of having sex with young girls and acting as a pimp for them, it could be a long time before authorities finish their investigation.

Champaign County State's Attorney Julia Rietz said Friday she is considering filing a number of other charges against John Haywood and Pearl Bigham, including child pornography.

But she said she's taking her time to see how the investigation into their alleged criminal activities develops before filing other charges.

"It's a pretty extensive situation. We're not at the end of this investigation at all," Rietz said.

Haywood and Bigham were arraigned Thursday on charges of juvenile pimping, a Class 1 felony. The charges accuse them of taking money from male customers who had sex with the girls, knowing the girls were under 16.

Haywood, 46, was also charged with two counts of aggravated criminal sexual abuse accusing him of having sex with two of the girls he had induced to work for him as prostitutes. The sex acts are alleged to have occurred on Nov. 29 and sometime in December at Haywood's home at 4312 E. Airport Road, U.

The public defender's office was appointed Friday to represent Haywood, who entered a plea of innocent. He's scheduled to be in Judge Tom Difanis' courtroom Jan. 16.

Both Haywood and Bigham remained in the county jail Friday in lieu of $750,000 and $250,000 bond, respectively.

Capt. Jim Young, overseer of the jail, said Haywood was in a cell block reserved for inmates with medical problems. He said Haywood had met with the jail nurse twice by early Friday to discuss his pre-existing conditions.

A public defender said Thursday in court that Haywood has colon cancer, heart disease, an ulcer and fractured discs. He is also missing part of one foot.

An examination of court records shows that Bigham, 27, is the mother of three children ranging from 4 to 7 years old. She was living in the 1100 block of Lanore Drive in Urbana before her arrest Wednesday.

The mother of one of the girls named as a victim in Haywood's sex charge said Bigham had apparently opened her home to her daughter, a runaway, and others like her daughter who were chronically truant from Urbana High School.

It's not clear from court documents whether the relationship between Bigham and Haywood was anything more than business – that is, Bigham bringing girls to Haywood to work for him as prostitutes.

Bigham has two active orders of protection against her that were issued in Champaign County. One issued in October names an adult female cousin of Bigham as the protected party. It was based on what the cousin described as ongoing abusive behavior that started in October 2005, when Bigham moved to Champaign, and culminated in a fight with the cousin in late June 2006.

The other order, issued Nov. 13, lists a former boyfriend and his two children as the protected parties. In the application for that order, the boyfriend alleged Bigham went to his daughter's grade school in Urbana and tried to pick her up after an emergency order of protection had been granted to Bigham in early October against the boyfriend. The man said he felt Bigham was trying to get him to violate the earlier order by contacting him through his children.

Sheriff's investigators said Thursday they have identified five girls, ages 15 and 16, who had been involved in acting as prostitutes for Haywood but believe there may be more. They are unsure how long it may have been happening.

Court documents based on Dec. 10 interviews with three of those girls, two of whom are sisters, show that they were all introduced to Haywood by Bigham, who told them they could make easy money working for him as prostitutes.

The girls said they knew Haywood by his street name of "Face." Booking records show him to be 5 feet 11 inches, weighing 225 pounds.

According to the documents, one of the girls said when she was first introduced to Haywood at his home, he wanted to have sex with her before he put her to work. Although she didn't want to, she agreed to have sex with him. She saw a video camera on a tripod pointed toward the bed, which she believed was recording.

That same day, Haywood took her to a home in Champaign where two other males, one believed to be about 15, had sex with her, the documents stated. When that was over, Haywood took her out for Chinese food and told her that she wouldn't be paid because the food he'd bought her and the gas he'd used driving her around in his Cadillac ate up her share of the payment.

The girl said that even later that day Haywood lined up two other customers for her. One never showed up, and when the other did, she refused to perform because she found him "gross." She said that angered Haywood, who told her she would no longer work for him.

The sisters told investigators they are related to Bigham and that Bigham arranged for Haywood to pick them up. They said they were willing to work for him to earn money to buy coats and shoes. Although reluctant, one sister said she had sex with Haywood after he told her that if she didn't take her clothes off, he wouldn't take her home.

It was later that same night he picked that girl up, and brought her back to his house to have sex with a customer, who paid Haywood $50. The girl said Haywood gave her $40, saying the other $10 was his cut for gas and the use of his room. The girl said she saw a video camera aimed at the bed.

The girl said she became very upset after getting the money, realizing she had performed sex for cash. She and her sister decided then not to work for Haywood.

Court documents also detailed an Oct. 10 incident in which Haywood picked up a female whose age was not listed, at a concert in Bloomington, drove her home in his Cadillac and wanted to have sex with her. When she refused, he ordered her to take her clothes off and threw her on the bed. During a struggle, he had an arm around her neck, choking her. After releasing her, he lectured her about her willingness to get in a car with a stranger and how she could have been raped or killed. He then drove her home, the report said.

Third person arrested in teen sex ring By Steve Bauer

URBANA – A third person has been accused in connection with a local teen prostitution ring.

Champaign County State's Attorney Julia Rietz said today that Leslie Kent Wilson, 56, who listed an address in the 1700 block of Sangamon Drive, C, was arrested Thursday on warrants for aggravated criminal sexual abuse and child pornography and patronizing a juvenile child prostitute in one case and criminal sexual assault in another case.

The first case involves three counts of aggravated criminal sexual abuse, alleging in different instances that Wilson had sex with a teenage girl in 2005, Rietz said. Wilson is accused of having sex with a teenage girl while being videotaped by John Haywood, according to the prosecutor.

In the second case, Wilson is accused of rape of a 38-year-old woman early this year.

Wilson was being held in the Champaign County Jail today pending arraignment on the charges.

Haywood, 46, who listed an address in the 4300 block of Airport Road in rural Urbana, was previously arraigned on charges of aggravated criminal sexual abuse and juvenile pimping. His bond was set at $750,000 and he is due to return to court Jan. 16.

Also previously arraigned on charges of juvenile pimping in the case was Pearl Bigham, 27, who lists an address in the 1100 block of Lanore Drive, Urbana. Her bond was set at $250,000. She is also due to return to court Jan. 16.

Rietz and Champaign County Sheriff Dan Walsh said earlier that the arrests of Haywood and Bigham stemmed from an investigation of runaway girls ages 15 and 16 being used as prostitutes to have sex with male adults.

Investigators seized hundreds of videotapes and DVDs, which are being reviewed. The investigation is continuing, Rietz said. Anyone with information about the juvenile prostitution is urged to call the sheriff's office at 384-1205 or Champaign County Crimestoppers at 373-8477.

URBANA – A Champaign man accused of participating in a prostitution ring involving teenage girls was treated professionally for voyeurism 10 years ago and had a history of patronizing prostitutes, according to court records.

Charges of aggravated criminal sexual abuse, child pornography and patronizing a juvenile prostitute were filed Friday against Leslie Kent Wilson, 56, who listed an address in the 1700 block of Sangamon Drive, for criminal acts alleged to have occurred in 2005.

In a separate case, Wilson is also charged with criminal sexual assault for an attack on a 38-year-old woman that occurred in January or February of this year.

Wilson was arrested late Thursday afternoon at a Savoy car dealership where he works, hours after Champaign County Judge Arnold Blockman granted Wilson's wife a divorce on grounds of mental cruelty. Wilson and his ex-wife were not present for the dissolution, but their attorneys were.

State's Attorney Julia Rietz said Wilson is an associate of John Haywood, 46, of the 4300 block of Airport Road, Urbana, who was charged last week with juvenile pimping and aggravated criminal sexual abuse for recruiting teenage girls to work for him as prostitutes and for having sex with at least two of the girls.

Also charged last week with juvenile pimping was Pearl Bigham, 27, of the 1100 block of Lanore Drive, Urbana, whose role was to bring willing girls to Haywood to work.

Leslie Kent Wilson, 56, of Champaign is the third person charged in a prostitution ring invoolving teenage girls in Urbana.

Both Haywood and Bigham remained in the county jail Friday.

Based on some of the "hundreds" of videos reviewed by Champaign County sheriff's investigators and prosecutors from the state's attorney's office, the charges were filed against Wilson. More may be filed later against Haywood, Rietz said.

In the three counts of aggravated criminal sexual abuse, Wilson is alleged to have committed different sex acts with one 15-year-old girl in July 2005 at Haywood's home. Wilson is also charged with child pornography and patronizing a juvenile prostitute involving with the same girl.

In a separate criminal case, Wilson is charged with criminal sexual assault alleging that sometime in January or February 2006 he and Haywood engaged in forcible sex acts with a 38-year-old Urbana woman.

Rietz said that was also captured on videotape. Because there are two attackers involved, the potential penalties for that offense are up to 30 years in prison, Rietz said.

Rietz said it was clear from the videotape that Haywood was instructing Wilson on what to do to the woman, who was beaten as well as sexually assaulted.

Rietz said Wilson has admitted to investigators that he had sex with the teen on three separate occasions in 2005 and that he was "paying Haywood a substantial amount of money on a regular basis" for it. He also admitted knowing the girl was not old enough to consent legally to such acts, Rietz said.

Wilson appeared before Judge John Kennedy on Friday, who left his bond at $750,000 and set his next court date for Feb. 13. Wilson's attorney, Ed Piraino of Champaign, entered pleas of innocence on both cases for Wilson.

Court files show that Wilson pleaded guilty in 1996 to a single count of misdemeanor disorderly conduct for window peeping at a home in the 2300 block of Winchester Drive, Champaign, on Dec. 6, 1995. Other charges – of disorderly conduct, stemming from another window peeping on Butternut Court in Champaign, and resisting arrest for fighting with a police officer who tried to take him into custody – were dismissed.

Wilson, who was a contractor and carpenter at the time, was sentenced to a year of probation and public service, which he successfully completed. His court file contained several letters of support from friends and clients who had employed him. It also had several letters from a licensed clinical social worker at Christie Clinic who was treating Wilson for voyeurism.

"While any predictions regarding recidivism and this type of offense are notoriously unreliable, I can say Kent displays all of the necessary requirements for a good outcome: motivation, genuine desire for change, insight and a strong desire to avoid any further negative consequences," wrote Peter Erickson in February 1996.

Wilson's divorce file revealed that his wife of 33 years sought the divorce on Jan. 6, 2006, based on "extreme and repeated mental cruelty."

The petition alleged that the wife learned of "illicit relationships with prostitutes" that Wilson was having in 2003 when a prostitute came to their home. The petition said Wilson sought counseling for his addictive behavior. The petition said the wife learned not long before filing for divorce that he was again involved in "illicit relationships with one or more prostitutes."

Based on their investigation so far, Rietz said, the prostitution ring had been operating at least a year and a half. All of the activity seemed to be at Haywood's house, she said.

Rietz urged anyone who has any information that could help identify victims or can help in the investigation to call the sheriff's office at 384-1205.

Rietz said she's waiting for sheriff's investigators to complete their work before deciding what other charges might be filed against Haywood or others. In addition to the many tapes not yet reviewed, Haywood's computer also was seized and needs to be analyzed by experts.

Earlier this week, she met with Colin Bruce, a prosecutor with the U.S. attorney's office, to see which agency might be able to get the bigger sentence should Haywood be convicted.

"We've concluded we can get more significant sentences in state court than in federal court, so we're keeping the case," she said. "Federal authorities are more than willing to assist us with evaluating a computer seized from Haywood's house."

Calling her "a parent's worst nightmare," a Champaign County judge Monday sentenced an Urbana woman to six years in prison for trying to lure a girl into prostitution.

Pearl Bigham, 27, who listed an address in the 1100 block of Lanore Drive, last Thursday withdrew a plea she had previously made in June to child pornography and instead pleaded guilty to soliciting for a juvenile prostitute. The latter charge carried the possibility of probation.

She admitted that in November and December 2006, she directed at least one teenage girl to the home of John Haywood, of the 4300 block of East Airport Road, Urbana, for the purpose of acting as a prostitute.

Haywood, 46, was convicted in a jury trial last month of child pornography, unlawful use of weapons and being an armed habitual criminal. All those charges stemmed from items found at his home in December by Champaign County sheriff's investigators looking into the allegations that Haywood was pressing girls into service as prostitutes, using teens referred to him by Bigham.

Bigham testified at Haywood's trial. He is to be sentenced Aug. 10 but still faces other unresolved charges of juvenile pimping, aggravated criminal sexual abuse and criminal sexual assault.

At Haywood's trial, Bigham, a mother of three, admitted that she let the teen girls, some of them runaways or the daughters of single mothers, hang out at her house, where they drank alcohol and entertained boyfriends.

"You are a parent's worst nightmare," Judge Tom Difanis told Bigham in imposing sentence. "They're trying to teach them not to do what you allowed them to do in your home."

Bigham's attorney, Assistant Public Defender Carrie Peltier, argued for a sentence of probation for Bigham, noting that she had no criminal record, had served in the Army, and had accepted responsibility for her crime by pleading guilty and testifying against Haywood.

"She is not a predator," Peltier argued.

Assistant State's Attorney Duke Harris asked for a sentence of eight years in prison, saying a message of deterrence had to be sent to anyone who would prey upon children or set them up to be preyed

"I think the nature of the problem has declined in recent years," Swenson said.

“They would stop a lot of my clients. A lot of time just flagging them down, seeing can they get a cigarette,” said Enos Park resident Shannon Norris.

You’d think being across the street from a playground would be a plus for her daycare business. But sometimes she finds herself shielding her kids from prostitutes.

“You can catch them right here at the corner, doing whatever transaction. And I just kind of shake my head and just keep going, like wow,” said Norris.

It’s the same for so many neighbors in the area. The problem is in plain view, but it’s too difficult to put an end to.“

The numbers that have been arrested are invariably out on the street within hours. And it just repeats itself. So somehow, some way, we have to get at other issues associated with this crime,” said Steve Combs, president of the Enos Park Neighborhood Improvement Association.

Neighbors are teaming up with PORA, and asking city leaders for a new ordinance that would fine a man 1500 dollars if he’s caught with a prostitute. They also want to see a mandatory treatment class for men who pay for sex.

“We're looking for a champion, or champions on the city council to promote this idea,” said Bernie Carver, a director at PORA.

For now, neighbors are working to take matters, literally, into their own hands.

“Walking video cams. We buy the video cams and get out there, we walk the street, we'll take pictures of prostitutes and Johns,” said Combs.

Until the city finds a long-term solution, neighbors can only be on the look-out.

“Just keep praying for us in this area, and hopefully it will just turn out to be okay,” said Norris.

CHAMPAIGN- An online sex scandal hits Champaign-Urbana. Craigslist linked police to the crime. They arrested these four men,......(edited names out)... They're from Champaign and Urbana. Police say they were trying to pay for sex. Police say it's new technology helping one of the oldest professions around.

"They're coming out of Chicago, St. Louis, Indy, and they'll be in Champaign just for one day," said Champaign police chief, R.T. Finney. Police say prostitution is traveling like a circus. Making it's stop in central illinois. A sting operation was set up to catch the people making a deal for sex.

"There are times and dates that they are going to meet," said Finney. The online sites use pictures and profiles. Some obvious. Others more discreet.

"Some of it is hidden under massages, erotic massages."

Police say hiding behind your computer screen won't work, "Right now we are looking at individuals who are running their own sites." With each click and post, you could be surfing your way behind bars.

Police are now working to track down the prostitutes on the other end of the operation. They're not sure how many people could be behind some prostitution rings.

Champaign County State's Attorney Julia Rietz has asked Champaign police for more information before deciding whether to charge four men arrested in connection with Internet prostitution.

Champaign police issued a release Thursday afternoon saying that four men had been arrested Wednesday for soliciting a prostitute online. But Rietz had already decided Thursday morning that she would not be charging the men – three from Urbana and one from Champaign – until police supplied her with additional information.

The release from Champaign police said that "officers stumbled across a local site advertising prostitution in the Champaign area, " then set up a detail where the men were told to come to a prearranged location to meet the prostitute.

They were arrested after allegedly providing cash for the sex acts.

Solicitation of a prostitute is a misdemeanor offense.

Champaign to get a vehicle-impoundment fee. This was the most controversial new fee to be considered by the city council Tuesday night.

City police said neighboring communities of Danville, Bloomington and Peoria charge such a fee, which applies when a vehicle is seized by police for DUI, driving on a suspended or revoked license and other criminal offenses such as prostitution, drug possession and weapons possession.

Police Chief R.T. Finney said those area communities charge between $250 and $500, depending on the offense, for drivers to reclaim their vehicles. A $500 impoundment fee could generate $300,000 for the city, he said.

But council members Marci Dodds and Tom Bruno expressed concern about "the innocent owner," cases where a friend, child or boyfriend or girlfriend drives the owner's vehicle and gets into trouble.

"This is a really large fine that seems to hit lower-income people who maybe can't afford to retrieve their car," Feinen said.

City Attorney Fred Stavins said some cities with impoundment fines do have innocent-owner exceptions, but that most don't. Finney said drivers would have the impoundment fine refunded if the driver is found innocent and that there would be an appeal process offered.

Bruno said he did not like imposing a fine before a person is found guilty or innocent in court.

"This doesn't follow that American tradition of innocent until proven guilty," he said. "This is summary punishment."

The council voted 7-2, with Bruno and Karen Foster voting no, to instruct police to bring back ordinances imposing the vehicle impoundment fine, a viaduct obstruction fee and a towing fee.

The suggested amount for the towing fee was $10 to $25, which is meant to recapture the cost of police time spent entering information about towed cars into the department's computer system.

The city council is expected this month to consider a new $250 vehicle impoundment fee that could generate nearly half a million dollars annually.

But two council members say they're concerned that the fee would fall hardest on the black and student communities, which are least able to afford it, and that they're considering voting against it.

And a local towing company owner said he's concerned that he'll wind up with a bevy of unclaimed vehicles in his impoundment lot, as he contends many car owners won't be able to afford to reclaim their vehicles.

As proposed, starting Oct. 1, the city would charge $250 for a variety of traffic and criminal offenses where the city impounds a vehicle. The proposal is expected to be on the council's July 21 agenda.

Car owners would have to pay the fee at the police department at 82 E. University Ave., then go to the towing company that is holding their vehicle and pay the towing charge, generally $100, and possibly also a $25 towing administrative fee under city council consideration.

Offenses for which a vehicle could be impounded include driving under the influence, driving on a revoked or suspended license, no valid driver's license, hit and run, fleeing and eluding, uninsured motor vehicle and reckless driving, as well as certain criminal offenses, such as possession of illegal drugs or weapons or prostitution.

The fee would generate about $450,000 annually for the city, assuming an 80 percent collection rate, according to Deputy Police Chief Troy Daniels.

Daniels said the ultimate aim of the ordinance is to deter crime and serious traffic offenses. The department opted against including less-serious traffic offenses, he said.

"We definitely want to make sure this is viewed as being for more serious violations that deal with health or safety," he said.

Area cities such as Bloomington, Danville and Peoria already charge impoundment fees. Peoria and Bloomington charge $500, while Danville's fee is $300. Urbana and Champaign currently don't charge such a fee.

The fee would be assessed against the owner of a vehicle, not the driver. The city administration is recommending against including an "innocent owner" defense in cases where someone other than the vehicle owner is driving a car and commits an impoundable offense, except when a vehicle is stolen.

City Finance Director Richard Schnuer said the fee income would offer some financial relief to the city budget, and that the $450,000 income estimate is more than twice what had been originally projected.

The additional income might allow the city council to replace one or two vacant police officer positions that the city hasn't filled because of the recession, according to City Manager Steve Carter.

But council members Michael La Due and Will Kyles both said Wednesday they are undecided on the issue, because of concern the fee might hit economically disadvantaged residents hard.

La Due said he thinks university students would wind up paying the impoundment fee more often because they live "in the most congested areas with the most parking troubles."

"I don't want to add to the burdens and costs of being a University of Illinois student," he said. "It already costs a lot of money to have your car towed."

Kyles said he's worried about "who is more likely to get hit with these fees, and who can't afford to get their car out of the impound."

Tim Feldkamp, owner of Feldkamp 24-hour Towing in Urbana, said he's certain that many residents whose cars are impounded will simply not reclaim them, crowding impound lots.

A person facing a $250 impound fee, a $25 administrative fee, a $100 towing charge, and, in some cases, the cost of obtaining new license plates and auto insurance, will usually just opt to junk an older car, he said.

"We're going to end up with a whole bunch of junk cars," he said.

But Daniels said the city has implemented a program where towing companies can fill out paperwork to junk impounded cars and submit it to city police, which he said greatly expedites getting state approval.

CHAMPAIGN — Champaign police arrested two women Friday in north Champaign for offering sex for sale.

Champaign police reports said that at 12:40 p.m., Xxx Xxx, 45, who listed an address in the 1200 block of North Champaign Street, Champaign, was arrested for prostitution at Eureka and Neil streets.

About 5:10 p.m., Xxx Xxx, 50, who listed an address in the 200 block of West Vine Street, was arrested for prostitution at Fourth Street and Bradley Avenue.

One posted bond Saturday and was released from jail. Another remained there Saturday evening.

The women were expected to make court appearances Monday in Urbana.
