Been here a couple of times it's Cerritos and Western. Setup is the same as the other MPs in OC with lobby and door that closes to the massage rooms. Massage rooms are private rooms which are nice compared to other parlors where you have a curtain separating beds or the rooms are not completely enclosed. That's independent of the business license. My business license is renewed ever year but if my CUP gets yanked a day after I renew I'm still shut down because both are required in order to operate. All of this can be done by code enforcement without the need for LE to get involved. However, it is sometimes very hard for code enforcement to actually enforce anything without LE involvement because they don't have the capability of doing an investigation and gathering evidence.

There is no such thing as a massage license in California, therefore there is no state massage board. There is a civilian organization called California Massage Therapy Council (CAMTC). They issue massage certificates, and most cities require the certificate for MTs to operate within their city limits. It's sort of a license but not quite. They don't have the authority to regulate establishments. That falls on the cities.
There have been a lot of stories in the past of "chiropractic clinics" that were really fronts for MPs offering sexual services. In a lot of those cases it was someone operating under the license of a chiropractor who either retired or left the business. If they get busted and get their license revoked, no biggie, they're out of the business anyway. Same thing with acupuncturists.

Some cities do issue their own MT licenses separate from the CAMTC certificate. As I mentioned, California is currently the only remaining state without a state massage license, so regulation of the profession is at the city level. So I suspect that they get tired of cheapskate mongers giving 10 buck tips, so they raise their house fee wth the expectation of lower tips. So those places might be a better deal (50 house + 40 = 90,40 house + 60 = 100).

How willing is she going to do something normally reserved for a boyfriend, how much financial pressure does she feel, how much she is comfortable with you after multiple visits, and how much does she find you attractive. The last thing I would ever do is to push it, force it, or demand it. They are human beings doing a difficult in a foreign country. Start with a peck, then a peck that lingers, then see her reaction, and discern green light / red light. But even before that, be a gentleman, be friendly, build some rapport. Joke around. Make a connection. You may find the GFE is enhanced for you too to win her over.
