Multiple interviewees estimated there are 80 to 100 illicit massage parlors (IMP) in operation throughout Delaware at any given point in time. Respondents noted that two to three women are potentially being exploited in each, which would add between 150 to 250 women to the probable victim count. The exploitation is likely both sexual and labor-based trafficking according to the interviewees. The women kept on-site at these IMPs may perform sexual acts with customers but are required to pay the trafficker for room and board which often violates Labor laws.

At the intersection of sex and labor trafficking lie massage parlors. Human trafficking is perceived as a hidden world to most Americans, an evil lurking in far, exotic places. However,
Human trafficking occurs in all cities, in corners we frequent, and in businesses we patronize. A prime example of how common this is in all our communities is the extensive trafficking that occurs in illicit massage parlors throughout the country. Flushing, New York, within driving distance to Delaware, is considered an east coast epicenter of human trafficking women and girls from Asian countries are brought into the states with the promise of work and vast opportunities. They are told they will have an apartment to live in, a job with good pay, and a path toward the American dream. They arrive to find out they will be working at 26 massage parlors where they must provide sexual favors to all clients, they must sleep on the floor.
At these massage parlors, and they are completely secluded from all life outside of their "work." Efforts to raid and shut down these massage parlors have been mildly successful at best because these businesses are legal and very quickly set up, any time one of these parlors is shut down by the authorities, they are up and running again legally under another name in just a few days. Preparation for these raids is extremely lengthy and complex, and without the existence of a dedicated task force complete with translators and experts on the victims' culture, these illicit Spas will continue to operate indefinitely.
Future efforts should endeavor to elicit more information about the extent of labor Trafficking in the state, but the scope and duration of the current project prohibited a more in-
Depth analysis. Still, it is clear from the data reported above that human trafficking is a problem in the state of Delaware. Below are recommendations for how to improve data collection efforts.

Officials: Human Trafficking Unit Shut Down Three Spas In February.

Officials have closed three of what they are calling "illicit massage establishments (IMEs)" in February, the first full month of operation for the DOJ's first Human Trafficking Unit (HTU), according to the Attorney General's office.
On February 2, Dream Spa in Wilmington was closed and the patrons were evicted following an internal investigation by the HTU, in partnership with the Division of Professional Regulation, showing that Dream Spa had been operating at that location as an Illicit Massage Establishment for several years officials said Thursday. This work was accomplished with the cooperation of the property's landlord.
On February 7, Zen Holistic Healing, in Wilmington was closed and the patrons evicted following an internal investigation by the DOJ's Human Trafficking Unit, in partnership with the Division of Professional regulation and Delaware State Police, showing that Zen Holistic Healing had been operating at that location as an IME since the summer of 2021 according to officials. This investigation started following complaints made by neighbors in the community and was accomplished with the cooperation of the property's landlord.
On February 23, members of the Delaware State Police Troop 3 – Major Crimes Unit, in partnership with the FBI and investigators from the Division of Professional Regulation, executed a Search Warrant on Spa Wellness in Dover. This location had been under investigation by DSP and the DOJ's Human Trafficking Unit since January.
Following the search warrant's execution, two individuals were arrested: Cui Ying, 47, was arrested and charged with Felony Promoting Prostitution 3rd Degree, Conspiracy 2nd Degree, Operating an Unlicensed Massage Establishment, and Prostitution. Dung M. Tran, 62, was arrested and charged with Felony Promoting Prostitution 3rd Degree, Conspiracy 2nd Degree, Felony Providing a False Statement to Law Enforcement, and Operating an Unlicensed Massage Establishment. Victim services specialists also helped provide assistance to an employee who was identified as a likely victim of human trafficking officials said.
During the search warrant and subsequent arrests, approximately $7,000 in suspected illicit proceeds were seized as well as two vehicles known to be associated with the operation spa. Bail conditions included no contact with the victim as well as the prohibition of operating a Massage Establishment in the State of Delaware.
Prior to purchasing the Dover property, Ying was associated with a New Sky Spa on Concord Pike in New Castle County, which had been shut down through work by DOJ's Civil Division, including Deputy Attorney General Zoe Plerhoples, in partnership with investigators from the Division of Professional Regulation. Almost immediately after New Sky Spa's closure, Ying purchased the property that became Spa Wellness and began operating the spa. Dung Tran had previously operated multiple spas in the City of Dover, including one at the same address as Spa Wellness.
The Human Trafficking Unit has worked to identify IMEs statewide and will continue to work with law enforcement partners, the Division of Professional Regulation, and landlords to close those illegal businesses in the months ahead.

The women giving the massages were trafficked by the group, the Department of Justice said, and were forced to work long hours and live in unsanitary conditions.
"Some people assume human trafficking only happens on the other side of the world, but the reality is that it is right in our backyard and cases like these are just the tip of the iceberg," said Delaware Attorney General Kathy Jennings in an official statement.
The Feb. 27 indictment specifically focuses on the date range of March 2020 to February 2023, as it's when some members of the group began lying to receive government benefits.
According to the indictment, one person in the trio claimed a massage parlor had closed because of the pandemic and was given over $25,000 in unemployment benefits from the Department of Labor. She used that same claim to apply for and receive Medicaid, too, according to prosecutors.
In reality, police found about $200,000 in suspected proceeds from her illegal business across multiple bank accounts, according to the Department of Justice. The money has since been frozen.

I'm not fussed over the scam about Gov't money. PPP was a joke, anybody who could fill out the form got "free money" as it seems there was no investigation into IF a claim was legit or not. Apparently there is no investigation, nor recovery process going on these days when obvious fraud is found.*** This is what the LE does, heap as many charges as possible on a suspect.

Remember you are there for a massage which is legit. Anything that happens after that is between two consenting adults. DON'T talk to LE! Once a legit service is paid for, it clouds legally the line and gives your attorney a leg to stand on. But opening you mouth and giving up your 5th amendment rights, by confessing to or admitting to a crime is final. Yer done!

".To be fair I think all of us should be concerned about the trafficking of all children boys and girls. We should also all be concerned about adults being forced into sex slavery against their will whether it is foreign or domestic originated. As such AMP get too much attention in that many if not most are staffed by willing employees. The prosecution of AMP provides the politicians with "successful" outcomes of an
Agenda against these so-called traffickers even tho very few use children and unwilling adults. My experience and insight would suggest that very little attention is paid toward sex workers unless there is a belief that there is a strong connection to weapons and drugs to specific escorts. Also at times the nuisance the sex workers walking may create becomes a local political concern and create pressure on local law enforcement however I have not seen much of that in Pa..
