Portland's swinging / public sex scene is still in recovery, having lost some great places due to rising rent costs and the necessary challenges of the pandemic. Other than the swing clubs like Privata and The Velvet Rope, the most active spots for anonymous, free sex with women are the Taboo Video locations on SE 82nd and SE Stark. You can also find semi-private rooms at the clubs (Sanctuary, Velvet Rope, Privata), but those places can be pricey.
Also, Portland Tub and Tan's rooms usually have a cot-sized elevated flat surface in their dressing / shower areas that can def be used for fun. I don't think there's any kind of cushion up there, but you can pad it with towels and clothes.
