A pubic shield is a device that protects the pubic area from skin to skin transmitted diseases like herpes and genital warts. It can also cover the base of the penis, which condoms sometimes don't, and also the scrotum. They should be of the right material or design to not adversely affect condoms. Latex rubbing on latex can cause breakage.

Unique brand condoms are made in Colombia from a special plastic material that is thinner but stronger than latex, providing extra sensation. A penis limiter is a product that can be worn over the penis to limit the depth of penetration during intercourse, to prevent pain for the woman when the penis pokes the cervix. It can also prevent a condom from slipping, cover the base of the penis and keep the scrotum a distance from the woman's genitals.

It covers her vulva, opening and depth. By that token, it protects his pubic are completely. They're strong, one size fits all, and reasonably affordable.

Downside? Very tough to find/buy.
Ladies can get a private Rx via mail order like men can get for ED drugs, minoxidil etc.

They were available through Amazon a while back; but no longer.

Would wearing a condom with these condom shorts be a nearly 100% effective method of preventing hsv, hpv?

Assuming no tears in the latex, it should prevent all skin to skin contact in the groinal area. The one potential flaw is in fluids managing to work their way between the condom and the shorts barrier. Perhaps adding an ohnut would help reduce that chance? I'm unaware of any latex binders that wouldn't reduce the structural integrity of either product.
