Those in the Philadelphia area, for instance have had the luxury of going to a forum on the first page.
Can you use a Cookie, to show a frequent forum for everyone else. The Philadelphia guys would get Philadelphia and another.
So, pick one like http://www.usasexguide.nl/forum/forumdisplay.php?35-Alabama (It is already listed. Pretend it isn't) Adda button, that says, "Make my frequent forum.
So, somewhere between ALL THE FORUMS and the current list:
All The Forums.
Atlanta
