I normally post in VA, but had a last minute, unplanned trip to your lovely city... no time to check out reviews on the WSG, but grabbed a copy of the City Paper once I got into town...what a great listing of AMPs!!! What constitutes this offense? Basically a female loitering in a known prostitution area.

How does LE know there is an attempt to solicit? They really don't. It is all based on an assumption that she has no other reason for being there.

How can this be proven? It probably cannot be proven. Then again so many SW's miss their court date, they end up with a FTA warrant. Basically guilt without proven guilt.

The SW I was with Thursday night showed me her citation that the MTA cop wrote. My first remark was that it wasn't her name on it. She didn't have ID and lied to the officer. If she had given her real name, she'd probably be locked up right now for probation violations.

In addition to my misadventures with Stripperella, I have also been on sporadic street patrol.

My favored area is the north side of PP, or Conk & B'more and the few blocks northwest of that intersection. The talent seems a little younger and better quality in those locations, compared to Wash/Wilkens/SCarey or BCB. Hampden is almost always dead when I check it out. Maybe some have luck there; not me.

In Baltimore City, pointing the hand down is used to flag a "hack" or unlicensed cab. There are hundreds of guys driving their wrecks around Baltimore hacking. Usually their fees are lower than a standard taxi and they will go into neighborhoods that many legit taxis boycott. Many can be found looking for fares at the grocery store.

Pointing the hand in the air means that you want a real taxi.

Hey guys,

It's been a long time since I've done anything but quick recon, especially in Baltimore, but I finally picked up a couple of sw in Laurel (the report is in that section if your interested). The pickup isn't my point. I want to remind you mongers not to make the hugely dumbass move I made.

ALWAYS check the position of the seat the sw was in if your significant other will ever be in the car. I have picked up other SWs within two blocks of that same spot before, but the circumstances and details were very different. So I went with what I could deduce from the situation. I try and minimize the probability that I am gonna get in trouble, by analyzing the details and assigning each detail a significance, either positive or negative. An attempt at risk management.

As a reminder to the new guys and still relatively inexperienced on this board, if a SW doesn't hop right in the car without saying anything, ready to drive away, don't pick her up! Don't play twenty questions through the car window, period. A chick who looks almost too good and wants to hammer out the details through the car window is a pretty good tipoff to a sting. At the most, offer her a ride or something just to give yourself five or ten seconds to decide how to proceed. If you don't like the vibe, throw out a decoy question, like "Do you know a girl named Ethel who hangs around here?" or whatever. The answer will usually be no, giving you the opportunity to pull away after replying "Okay, thanks anyway." If the answer would happen to be yes, just wing it.

(I picked up a real skank once before I improved my technique. I didn't even wanna touch her. So I ended up driving her around a little pretending like we were looking for my sister, who had succumbed to the temptations of the street. I told her my Dad was worried sick. I used the drive time to quiz her on the SW hangouts, on the guise of looking for where my sister might be, when in fact I was just learning from her where to look for some tail. She ended up insisting on praying with me before she got out of the car. Also, this was early in the evening and there was plenty of traffic, so I felt more comfortable driving her, as opposed to 2 am when it is just Me and My SW driving back to the 'hood, sticking out like a sore thumb.)

A real SW will hop right in the car without asking any questions. And after they hop in, drive away for at least a mile before making anything other than small talk. After about five miles I am usually ready to "check their ID" which for me means for them to show me their rack. I have also had them feel me through my pants (sometimes, not usually) but I don't feel this is necessary (also, I don't get off on it. The fucked up thing about me is, I think I enjoy the hunt more than the kill. Okay, one of the fucked up things...) And I don't feel the need to "touch" them down below or scope their tweeter at this point; I feel that if they show me their rack it is sufficient ID. And even then I don't discuss money. (Frequently I never discuss money at all; just discuss what I want after five miles or more and pay them after the deed. Most are expecting the going rate.) I just keep driving and making small talk until I get to where I want to go. NEVER go where they want to go; most times they do know a spot (In my book, no streetside location is good. A "good spot" is a motel.) but the risk of being led into a trap is still too great, on a percentage basis. Five percent risk is too much risk if you can reduce it even further. Avoid being robbed; go where you wanna go NOT where they wanna go. That keeps you in control. Then consider hiring a cab to drop them back off in their 'hood. I think the risk is greater returning a SW than picking up a SW. So hiring a cab reduces your risk by more than half.

Another tip: I never pick up a SW with unidentified headlights shining behind me. I circle until there are no headlights behind me. I do miss some pickups this way, particularly to dudes in Dodges (?) and minivans (?) The areas that the SWs hang out have frequent LE patrols, so the chance that the headlights behind you are LE are HIGH. Again, this is a numbers game, you are just trying to reduce the odds of having a problem. Also, I prefer to make a pickup a block or two off the main drag in the shadows as opposed to on the main drag or smack in the middle of Street & Walker. If you have a SW sighting, try circling the block at least once to see if you spot any LE vans or cruisers hiding a block off on a side street. But don't stand on the brakes and make the first right. Try and blend more. Go down two or three blocks and slide around discreetly. Try and scope your surroundings as well as possible, looking for things that just stick out. After awhile you get better at spotting things that are out of place. If someone or something stands out or looks to be trying to blend too much, ask yourself, "What is that person/car running/van blocking the alley surrounded by Dunkin' Donuts boxes doing here?" Then proceed based on a reasonable conclusion.

Great posts! I agree with your comments on abuse. I have read some reports here that really turn me off. Too many guys are into the power trip and are abusive. I suspect it's a high percentage of those out there hunting. There is really nothing that WE can do about that, other than apply some peer pressure. These gals don't have great self images anyway. Cruised through W/W last night at about 7:30pm, found nothing but some skanks I wouldn't touch. I didn't recognize any of them so I don't know their names.

I then cruised East on Baltimore to the block and decided to check out some SCs to test and see if any extras could be had there. I had not been to a block SC (all my SC experiences are from other cities as I travel extensively)before so it was a new experience for me.

I went into one club and it was right as the dancers shifts were changing. Spotted a tall cute blond that was finishing her shift. After Clix's info on Diamonds I went back to the W/W area earlier this week for a stress reliever. Damn, I hope Clix is wrong even though Mr. Jimmy was covered during his introduction to Miss Diamonds. After the second loop only seeing a couple working girls which should remain unemployed, I was on Eagle moving slowly when I see this girl waving at me down a cross street. I turned around and went back with her still waving at me. I pull up and she asks if I am looking.

The brief conversations on APEX piqued my curiousity as I have only driven past but not entered. I did a search and several websites.

I visit Baltimore about every three months. I always stay in an upscale inner harbor hotel. Well, had the day free to do as I please, so I decided to make a road trip up to Baltimore, the Mongering haven that I thought missed so much. I’ve been stuck down here in northern VA for a few months now and the actions/options are few and far between.

My circle started at the WW loop, and then went to PP and to CB. I was amazed on how the LE was out in force. I saw a few options in all three locations, but not of the quality that I was expecting. So I ended up returning to WW for a not so great choice, but one I knew what to expect. Again the LE was out in force on the return trip also. I know it could and has been better, but I guess it just wasn’t my day.

This is an observation from about a month ago when this site was screwed up:
I went down to the block on a Friday night when there was some light snow falling. I was amazed at how bad the quality was at The Plaza. She hemmed and hawed, and sighed a lot, and when I held out the money and said, "Take it or leave it", she took it while asking if I could drop her back off at the corner where I picked her up. Since I had to go past it anyway, I said yes, but that I was leaving right then. Dropped her off without another word, and I won't ever pick her up again.

It really pisses me off to get hit up for more money after we're done. If a provider doesn't want to negotiate beforehand, but insists on a flat rate, that's fine -- I've put girls out of my car for getting too greedy before, although I'll drop her back where I picked her up unless she does something to really piss me off. I'm OK with tipping for excellent service, or to keep someone sweet if I'm hoping to do lots of repeat business, or giving a girl 50 cents for a payphone. But a deal's a deal, and if you don't like it, say so before we get things really started. If we negotiate (for example) Greek or multiple pops or posing for pictures, and she doesn't make a good faith effort to go along with it, then she doesn't get to keep that money (I know some folks won't pay up front, but I will, in most cases).

In the past, I've let a girl keep the money if she tried to do Greek, but just couldn't manage it, or if we negotiated multiple pops and I changed my mind. I've also given a girl money for her time if we drove around for a while and couldn't come up with a workable place or if I decided that I shouldn't have picked her up. I've even given a regular an extra $30 so she could pack it in for the night. I've never gone along with a wheedle for more money afterwards, though, or someone keeping the money after backing out of a deal.

I conned someone into letting me use their car today. Around 10ish, I picked up Tanya on Ramsay near the circle. Very pretty blonde, except for a small scar on her face. Giving up a bunch of extra money only helps many of them to become better and more efficient drug addicts, IMHO.

I think back to the recent past to find a few SW's who went from being good fucks to GFE's because of this little extra attention paid to them. Among these are Ruthie, Angela, Muffen, and Heather from Carey St. Ruthie will go as far as to take a shower for me, and that's like pulling teeth. Had time for a quick loop around W/W at lunch time.

There was a short blond on Washington, not bad I've seen her before, but I passed. Hey guys, long time no see. Have severly restricted my sw activity to just recon and window shopping in the pp/haven area. Dunno, guess I'm just tired of the scene, smell, and scares. I went out on the new Mongermobile/Land Yacht yesterday. Wasn't worth much of the effort or gas money. Everybody's "favorite" Jules was out with a hood pulled over her head on Payson. It has been a few years sinse spending a lot of time on the Block. In these years, THE place was the Pu**ycat. I set up, and kept a regular rotation with Julie, Holly, and Michelle. Takeout was available, and was the best.

About a year later .I found Holly dancing at the Pu**ycat, again. She thought that, as old as I was, that I had passed onto the "Great Block in the Sky." She had received a house from "Low Life" ex husband, up in Harford Coumty, in a divorce from her ex. What a shame. She and Joe had a great home. She took great care of a young daughter. I recall the wonderfull Christmass decorations at her home.

Mr Boh goes back to the 1970s in DC and the Block, but wonders if "If does anybody wins, on the Block", and would enjoy a get together with a night of National Bohemians, with "Baltimonger", and "Block Monger?", to compair, now, versus the "Great old Days, when THE Block went for over 4 blocks on East Baltimoe Street.

Wonder, if anybody remember Honny Holiday, a Block Establishment, and would debate if there is a street named in her honour?

A performance evaluation system launched by the Baltimore Police Department with transfers of the 27 lowest-rated patrol officers is under fire from critics, who view it as a quota system that could lead to civil rights violations by emphasizing arrests.

The criticism - from a city councilman and the police union - escalated yesterday with disclosure by the union president that a Northern District lieutenant also had instituted his own unique program giving scores to his officers for performance ranging from one point per traffic citation to 10 for a gun arrest.

"This is not good for the city, for the officers or the residents," said Lt. Frederick Roussey, president of Fraternal Order of Police Lodge 3, which represents those in the ranks from officer to lieutenant.

"You have officers competing with each other, officers worrying about their arrests numbers. There's going to be pressure to make arrests arbitrarily just to get your numbers up."

A Police Department spokesman defended its official evaluation system yesterday, while noting that the lieutenant's system had been halted.

"It was a motivational tool the lieutenant was trying to use," said spokesman Matt Jablow. "His motives were good, his methods were not. We found out about it about a week ago and told him to stop."

According to documents provided by the police union, Lt. Stanley R. Dorsey started his point system by early February. It included such scores as one to three points for seizing drugs, a point for filing a towed-vehicle report, a point for issuing 10 parking tickets, five points for catching juvenile curfew violators, and three points for each arrest.

At the end of each week, sergeants were to tally the points for their assigned squads.

"Once again another big performance - 2nd week in a row," read a handwritten note signed by "Lt. D" for the week of Feb. 13-19, adding, "you'll beat Sector 3 if the bottom 4 or 5 officers step it up. Strive for 50 pts each."

Jablow said Dorsey's point program was not a quota system, but that the department stopped it to avoid the appearance of having a quota.

"No one was being rewarded or punished," he said, "but obviously even the appearance of having a quota is very, very bad."

The department insisted that the short-lived point system at Northern has nothing to do with its "performance enhancement program" which began a month ago and has been similarly criticized as a quota system.

The program is the brainchild of new city police Commissioner Leonard Hamm and his deputy, Marcus Brown, Jablow said.

All patrol officers this month were required to tally their enforcement statistics - from parking citations to felony arrests. The officers' numbers are compared with averages from their squads and shifts.

On Saturday, the program was enforced for the first time. The 27 lowest-performing officers - three from each district - were reassigned, at least temporarily, to another district and told to improve.

In an internal memo, the department called the monthlong reassignments "an effort to assist in improving your performance." Yesterday, the union called it "punishment."

"It's totally destructive," Roussey said. "You disrupt the officer's life, his child-care arrangements. You take away his expertise in an area, something patrol officers rely on for their life."

Councilman Kenneth N. Harris said the program raises the specter of quotas and civil rights violations.

"My concern is if officers start arresting people for no good reasons - without probable cause," he said. "We want to focus on quality of policing and arrests, not quantity."

The Police Department pointed to statistics that show the number of arrests this year has decreased 31 percent, compared with the same period last year.

Jablow said the evaluation program is continuing, and each month 27 underperforming officers will be reassigned.

"You'll find that the vast majority of officers who will not be affected are very happy about that," Jablow said. "All we're asking is for officers to come in and work hard."

The union is consulting its lawyers and will continue to fight the program, Roussey said. "You can call it whatever you want. But we've never had quotas before, and we shouldn't start now."

I did find a SW on Aviation Blvd. near BWI Airport when I was staying at the Red Roof Inn, but that seems to be a rare find. Your best bet is to go to Baltimore city. You can try my version of the Washington Blvd. to Wilkens Ave. loop or W/W loop (they do not intersect)

From Baltimore Washington Int’ L Airport (BWI) take the I-195(NW) to the I-95 North get off the I-95 at Caton Ave exit 50B ( the sign will read Caton Ave to Wilkens Ave.) Turn right off Caton Ave on to Wilkens Ave at St. Agnes Hospital (The Hospital is on the Left side of Caton, but turn Right at Wilkens Ave) After you pass DeSoto keep an eye out for SW’s . Stay on Wilkens Ave until you reach Ramsay Street ( just past the Circle) make a right turn on to Ramsay Street and go to the end a Carey Street and make another right turn on to Carey Street. Keep your eyes open this still is a prime SW area.

From Carey Street make a left turn on to Washington Blvd. Take Washington Blvd. To Cross Street and make a right turn on to Cross Street. Go one short block to Ward Street and make a right turn on to Ward Street which is a narrow one way street, but a lot of SW live on this street. At the end of this block of Ward Street is Ostend Street make a right turn on to Ostend Street then make a left turn back on to Washington Blvd. That will take you past Carroll Park (sometimes there are SWs on the right side
Next to the MTA Bus Depot)

At the intersection of Monroe and Washington make the right onto Monroe and it will take you past Carroll Park Monroe sometimes has SWs on it as it is the transit corridor for girls going between Wilkens and Washington. Has anyone been with Della, the nasty old white b*tch who sometimes stays on Ramsay near Monroe, but lives in Dumbdalk? I was there at her house a month ago with another SW when she brought in one guy and fucked him for a pint of whiskey, and later brought in another guy and fucked him for a hit off his pipe. (Robux's type:D) She once threw a used needle out her upstairs window and hit some guy in the forehead with it, and the needle stuck him. He didn't get mad about it! If it happened to me, she would have been the next thing flying out that window.

I had 2 different SW's try to get me to stay the night this past week. Both in the same night! The second one ended up falling asleep in my car for 4 hours.

I've got to stay away. Too much drama.

I am a regular poster on the DC board but live in MD and follow the antics in Ballmer. I am particularly fond of the the Jet Stripella saga. Great stuff!

I had an appointment downtown and some time to burn so decided to run the famous Clix loop. At the intersection of Wilkins and Monroe at 10:30 am I spotted a WSW (no mistakening that she was working) maybe early 30's sitting on a bench on Wilkens just before the intersection with Monroe. She caught my eye as a reasonably good looking blond, maybe mid 30's, shoulder length hair and no obvious signs of being a jockey. For all you Clix loop pros, who did I see?

With apologies to the many Stripperella fans, I have been avoiding her. She has called a few times but I haven't been returning her phone calls. The frequency of her calls has dropped way off.

So I had the urge and began by scoping out the available action "south of the border". After awhile I finally settled on a NOVA agency and made the call. Set up a time and got directions to what turned out to be a somewhat rundown apartment complex in Annandale. Circled the complex for a bit to scan for anything that looked like it could be a sting. Didn't spot anything, so I parked and rang the doorbell. A really foxy little frosted blonde answered the door. There were one or two other girls there. Went back to a plain bedroom with a massage table set up in the middle. Uh-oh, this is looking like a massage when I want FS. She wants to see ID, then makes a call to someone on her cell. I am very antsy about a ripoff or a sting by this time. I get my ID back and we talk for a little bit. She calls on the cell AGAIN, then wants me to read my DL number to her, for logging into some kind of book or database. Perfect. I read a fake dl number to her which they record and she doesn't question. She says later that she usually doesn't do the call-ins so she wasn't sure what to do during the first call.

She is really a hottie. Petite with frosted blonde hair, clearly goes to the tanning salon, silky skin. Very "Girl Gone Wild" looking. Claims to be 24, Ukrainian, and a part-timer who drives in once a week from out of town. She wants to be paid first. I tell her she has to show me the goods first. We go around and around about this, but she finally relents and strips down to some really nice black lingerie. Now I want to know if it is FS or what. She says no FS incall, that is available on outcall, for about four and a half benjies. I am like, no way, I would not spring for that on outcall. I almost walked but I finally agreed to 1.75 benjies for a massage, mainly because she is so hot. So I spring then we proceed with a satisfactory session, although she is just not as skilled as an AMP girl. Afterward I ask her for digits but she will not divulge, says to arrange an outcall through the agency. No Thanks.

A few days later I heard on the radio that a place in Annandale had been busted. After checking, I determined that it was a different place. All the same, I was glad I gave a fake dl number. I was in the mood so I decided to scan a popular review website. I finally settle on a chick in {location deleted} because it is convenient. I make the call, and the girl on the other end asks which chick I want, her or her sister. I am not sure which I want so I kind of him and haw around. She says, "Well, I am {name deleted}, how about me?" I agree and we set a time to meet at a certain hotel. Later I kind of wished I had asked for her sister, but something had caught my attention and made me decide not to change. I end up being early so I go to a restaurant nearby and wait. She calls me at the appointed time and I go to the hotel. I see her sister exiting the elevator as I am entering. Hmm, maybe another time. So I go up and meet a late-twenties girl who is a little heavy, tattoos, and otherwise kind of low-class looking. She is very friendly and chatty and so I decide to stay. She tells me quite a bit about the drama between her and her sister. Sigh. But she gives an absolutely smoking BJ and a really wild ride. The wild ride wasn't really my idea of a good time so we switched back to oral. Ultimately, she was very professional yet friendly, and if she had just looked better it would have been a great session.

The thing that had caught my attention is that she and some other girls throw a certain kind of "party", so I wanted to stay on her good side and find out just how the parties work. So in order to stay on her good side I didn't switch to her sister. So afterward she 'splained to me how the parties went. Hmmm. This is interesting. When she told me who was on the guest list, I was able to identify two chicks who I had identified in the past as particularly desirable and whom I would really like to meet. The next day I received a party invitation but was unable to attend on short notice because of work demands. The cost of a gift to take to the party is high, and I am unsure if it is really my kind of thing. Still, I might try it just once in the future, when they have another party.
