What's going on with all these service providers wanting advances, when did this happen I must have been out for too long?.Not sure where you are seeing a ton of this in Eastern Oregon?

From their perspective, I imagine too many flakes results in a deposit mode of business. Unfortunately, it is rife for scams as well.
