I suggest to use discretion, obey all traffic laws, make sure all your lights are operating and make huge circles. Don't get caught up constantly Circling the same area. Me personally, I am going to stick to CL and BP for a while. I see the writing on the wall.

Cops: Woman used Craigslist to book paid sex

A tip to police led to the arrest of a Milford woman who was using Craigslist personal ads to book dates to engage in paid sex at a Georgetown park, police said Thursday.

Q% W# 25, was cited for prostitution Tuesday following an investigation by Georgetown police, said Lt. Lawrence Grose.

The "date" was set up about 8 pm Tuesday at a park on South King Street, he said.

Officers learned that women were using the personal ads on Craigslist to set up dates for sexual acts in exchange for money through an ad on the website. Wise's post read: "If you play, you pay," Grose said.

An officer posing as a would-be customer sent a text message to the number listed in the ad to see if it was a possible ploy for prostitution.

The officer received a return text advising that she would meet the customer in Georgetown and for a certain price perform a sexual act, Grose said.

The would-be client agreed to meet at a park on South King Street and the undercover officer then went to the predetermined location and found Wise.

Further investigation determined that the number on Wise's cellphone was the same number the officer had initially texted for the sex date, Grose said.

W# was released on a summons to appear in court at a future date.

Police have brought seven men into custody, after they solicited undercover New Castle County Police officers for sex.

The women were posted in Alban Park to act as prostitutes Thursday as patrol officers and detectives surveyed the neighborhood, said Master Cpl. Michel Eckerd of county police.

Officers arrested seven men who met with the undercover officers thinking they were prostitutes, Eckerd said.

Those arrested include the following:

Names of dudes listed.

Those who drove to the area had their cars towed by police, and all the men were issued a criminal summons then released.

Attorney General Jennings Unveils Internal Reform Measures for Criminal Prosecution

Citing incarceration and recidivism rates that outstrip the national average, an unprecedented opioid epidemic, and a groundswell of public support for reform, Attorney General Kathy Jennings announced Monday morning more than 30 internal protocols and positions for the Department of Justices handling of issues from charging and sentencing to probation, bail, and expungements.

A memo to DOJ prosecutors and staff outlines a comprehensive body of presumptive guidelines that emphasize judicial discretion, increase diversion for lower-level offenses, reduce collateral consequences associated with criminal records, and guide an overall shift in focus toward more violent crime.

Attorney General Jennings said internal reform is only the first step of many toward a more fair and equal criminal justice system. The Attorney General said she will work with legislators, community advocates and law enforcement on a number of changes to state criminal code this year that will also lead to better outcomes than current laws.

We dont have to choose between public safety and progress; we can and must choose both, said Attorney General Jennings. These policies reaffirm the Department of Justices longstanding mission to protect the rights of all Delawareans: victims, the public, and the accused. Our decisions substantially impact peoples lives and livelihoods, their families, and the community's faith in the system. We are continuing to work on other initiatives outside of our office, but our internal reforms are an important step forward in a long journey toward the model of justice that the people of this state expect of us, and that we expect of ourselves.

Delaware has made significant progress reducing its prison population and pretrial detainee population (down 11 percent and 33 percent, respectively, from 2014 to 2018). However, room for improvement still remains: according to the Sentencing Project, Delawares incarceration rate in 2016 ranked 16th among all states and was among the highest in the region. The state also has a high rate of recidivism: figures from the Criminal Justice Council show a three-year re-arrest rate of 72.8 percent.

Governor John Carney, who recently announced an initiative to improve re-entry procedures in Delaware, praised the announcement.

We have a responsibility to make sure Delawares criminal justice system is fair to all Delawareans, said Governor Carney. Weve been focused on helping all offenders in Delaware successfully re-enter their communities once they have served their time. These policy changes at the Department of Justice represent another real step forward, by ensuring that our resources are focused on prosecuting crimes that represent the greatest threat to our communities. I want to thank Attorney General Kathy Jennings for her leadership on this issue, and for all of her efforts to make Delawares criminal justice system more fair for all Delawareans.

Key provisions of the memo include:

Support for pretrial practices that deemphasize cash bail for routine misdemeanors
Guidance to avoid unjust stacking of minimum mandatory sentences and to reduce requests for the Courts to declare a defendant a habitual offender in order to increase sentences, especially with non-violent crimes
Policies that aim to address the opioid epidemic by relying on mental health and drug treatment needs before prison sentences
Emphasis on diversion and alternatives to prosecution for several categories of low-level offenses, including simple possession of marijuana and prostitution
Consideration of alternatives to prison that limit collateral consequences while accounting for public safety, such as house arrest
Emphasis on judicial discretion in sentencing, shorter sentencing recommendations, probation in lieu of some prison sentences, and recommending judges limit probation to one year in most scenarios
Opposition to the issuance of warrants and driving license revocation for failure to pay fines and fees when the accused is without the ability to pay
Consideration of collateral consequences for undocumented victims and witnesses
Juvenile justice provisions that encourage extended Family Court jurisdiction and discourage trying children as adults except when necessary
Support for expungements for crimes that are now legal, and for nonviolent charges in which a nolle prosequi (a decision not to pursue charges) has been entered on the basis of insufficient evidence
Support for pardons for isolated, non-violent crimes when the applicant has demonstrated sufficient rehabilitation

All of Attorney General Jennings internal changes are presumptive guidelines; prosecutors will be able to seek exceptions to policies when individual cases facts and circumstances warrant the deviation.

Delaware Center for Justice Policy Director Kate Parker said the announcement made important progress on fairness in the criminal justice system.

The Delaware Center for Justice applauds Attorney General Jennings, State Prosecutor Roop and their leadership team for promulgating guidelines that we believe will transform the quality of justice for Delawareans involved with the criminal legal system, said Parker. These guidelines push us towards a safer, fairer, more effective legal system one where the race and gender of the defendant or victim or the amount of money they have in their pockets will no longer predict court outcomes.

New Castle County Chief of Police Col. Vaughn Bond praised the Attorney Generals attention to mental health and addiction issues in particular.

I look forward to working with the Attorney General to not only focus on criminal activity, but also on treating individuals who are suffering from addiction and mental illness, many of whom comprise a significant portion of our incarcerated population, said Col. Bond.

".I would think even though if you're in this hobby you would be against human trafficking. If they find people that are doing just that. They should be dealt with. If somebody willingly sees somebody that they know are being trafficked. That's another issue in itself. If I knew a girl was being trafficked by another person against their will. I would not want to partake.

Delaware Attorney General Kathy Jennings unveils the new Human Trafficking Unit at the Department of Justice, the first-of-its-kind for the state.

The Delaware Department of Justice unveiled Monday the state's first-ever dedicated Human Trafficking Unit (HTU), which will collaborate closely and directly with law enforcement and advocacy groups to provide resources for such cases to build them as strongly as possible.

"This state has made substantial strides not only in recognizing human trafficking for what it is, but in educating the public in terms of enforcement, through law enforcement officers, and in terms of our own laws," said Attorney General Kathy Jennings unveiling the individuals who would make up the unit. "Thanks to the people in this room, combating human trafficking has been a top priority of my administration, and it's an issue where we've had to be creative. Because, by their nature, these crimes happen in the shadows, and they are committed by increasingly sophisticated criminals. ".

When she got her start, Jennings recalled having to deal with the Route 40 serial killer, Delaware's only known serial killer, as just a young prosecutor.

She detailed how many of his victims were sex workers who'd been abducted, tortured, and murdered. Witnessing women who'd disappeared from society due to childhood trauma, ongoing abuse, and drug addiction being brutally murdered because they were easy targets placed human trafficking as a top priority during Jennings' rise through the DOJ.

"No more could I ever drive down Rt. 40 and see women walking along Route 40, knowing what they were doing, and never giving it a second thought," she said. "These are real people. They experienced real pain. And it is incumbent upon all of us standing here today to act in concert to eradicate human trafficking in all its forms. Because sex work is only one of many forms of human trafficking in this state. ".

To accomplish this, the HTU was formed, led by Family Division Director Abigail Rodgers and staffed by two full-time Deputy Attorneys General. Rodgers a veteran prosecutor, has also served as the President of the Board of Directors for Prevent Child Abuse Delaware, as Commander of the Child Predator Task Force, and as the inaugural Chair of the Human Trafficking Interagency Coordinating Council.

They'll work closely with Delaware law enforcement officer and Brian Moore, current chair of the Human Trafficking Interagency Coordinating Council, to build strong cases against predators committing human trafficking in the First State.

"Human trafficking is a very complicated problem involving many agencies and many issues. Part of the problem out of the gate is that people don't understand what it is and what it looks like here in Delaware. I think, instinctually now, people get that it probably involves our most vulnerable populations, like our runaway youth or immigrant populations," Rodgers said. "The reality is, and I tell you this having been in this space for 10 years, there is no one profile to a trafficker. They may be a mom, a dad, a boyfriend, an employer. And there's no one profile to a victim. They may be the daughter, the girlfriend, the employee. The reality is that trafficking knows no bounds, social or economic, which adds to the layers of complexity. The mission of this unit is simple: We intend to eradicate human trafficking in the state of Delaware. ".

The issue is real, Jennings said, and officials know they're only truly aware of the tip of the iceberg. In the last five years, the attorney general says they've been involved in more than 50 arrests for human trafficking cases.

She cited examples of the ongoing problem. In 2016 two men were arrested in Sussex County while using local motels to operate a sex trafficking ring with no fewer than eight victims, on whom the men used verbal abuse, heroin, and economic dependency to control.

A Dover Air Force Base airman was arrested and received a 10-year prison sentence for exploiting a homeless 15-year-old runaway, who he had picked up and sexully abused for months while she stayed in the barracks.

A man who was profiting from sex trafficking at massage parlors in all three counties was caught and convicted of a crime under a first-of-its-kind Delaware Civil Racketeering statute. Jennings said expansion of these unorthodox and outside-the-box methods of prosecution would be a primary focus of the HTU.

"Law enforcement shares the concern, the empathy, the desire to seek justice for the victims that have at times been underrepresented. The realities for these victims that have found themselves being controlled by their trafficker through force, fraud, or coercion, (is that they) demand that the entire criminal justice system work together to seek justice for these victims," said Delaware State Police Lt. Col. Daniel Meadows. "We will continue to be active partners to investigate these manipulative traffickers. We will continue to train and develop expertise to bring quality cases to the Department of Justice to prosecute these violent predatory offenders. ".

Moore is now the chair of the Human Trafficking Interagency Coordinating Council, but he got involved in this issue when he was 16 and working as an emergency medical technician. In a year where he responded to 425 ambulance calls, 100 of those responses involved the victims of a sex crime or of sex workers who were violated.

"To a 16-year-old that couldn't tell you the difference between prostitution and human trafficking, and all I knew is that they were hurt and they needed help," Moore said. "We took them to the hospital and we helped. And that hasn't changed for 30-plus years now. I'm in the same role now. Someone needs help, our job on the council is to try and make sure that they get it. ".

The HTU will focus on a holistic approach that emphasizes collaboration with public and nonprofit partners, raising awareness, supporting survivors, engaging in community outreach, and eradicating trafficking through education, prevention, and, when appropriate, prosecution, Jennings said after the event. The Unit is currently already managing several ongoing investigations.

I haven't seen Bree in about 4 years. She used to be worth my time. I know she's still around but does anyone know if she still worth the time?I saw Bree a few months ago in November. I've always had a good time with her. A couple of dates last year she was def medicated but nothing to really complain about. She will do whatever you want as long as you're respectful.

I saw that the owner of the house she was working out of got busted. It's on the NCC police website from 11/29. Hopefully she's ok.

I went to that house once to see Bree. I knew it wouldn't be long until that got shut down. I didn't know he was supplying the route 40 motels. Jenn used to always hit me up to Uber her to that house.
