Basically, a scammer puts up some TGTBT pictures and an ad on BP, then when you call, get you to go to Walgreens or wherever and grab one of those Payment cards and load some money on it. They get you to come to a hotel or condo parking lot, then tell you if you want to come up for the promised fun, you need to give them the # and PIN from the paycard 'to verify it'.
And that's it, you will never hear from them again. They now have free access to the money on the card, which you will find quickly drained. The actual person you have been talking to is definitely not at the place they said they were, probably far away on the mainland, and they count on you not reporting anything since you weren't exactly there for legitimate business purposes.
Moral of the story is that if a provider is not willing to take good old fashioned USA legal tender cash, they are scamming you, and you will end up at home with a lighter wallet and heavy balls.
